1. Introduction
On June 20 this year, Aunt Liu, who lives in Liangwancheng Community, Rongcheng City, was particularly happy. At the beginning of this year, Aunt Liu and her son were rated as Rongcheng City's "Integrity Demonstration Household". Both of them had AAA levels. According to the credit incentive regulations issued by Rongcheng City, Aunt Liu and her son can enjoy 147 credit incentive policies such as " Xinyidai ", "Xinyiyou", and "Xinyi Reduction", and credit makes them happy.
2. Practices and Features
As the earliest county and city in Shandong Province to carry out the construction of a social credit system, in January 2018, Rongcheng City became one of the first 12 demonstration cities for the construction of social credit system in the country. In May, it was approved as a national pilot city for the incentive and innovation of trustworthiness.
Rongcheng City carries out credit incentive work, and based on the principle of "pragmatic, effective and useful", so that enterprises and citizens have a sense of honor and a sense of gain. The incentive policies such as "credit medicine" and "trust and easy-to-win" issued by Rongcheng City have been learned from and copied in more than 20 cities inside and outside the province.
(I) Work together to expand the coverage of incentive products. Rongcheng City adheres to the people-centered development of credit incentives and builds a model of government-led, departmental coordination and social participation. It requires departments with industry management functions to introduce at least two credit-abiding incentive policies to drive social forces to participate in credit incentives. The incentive policies gradually expand from administrative management and public services to all areas of the economy and society. At present, 56 departments in the city have issued 210 incentive policies, 147 at the individual level, of which 42 are given priority, 16 are given free use, 46 points redemption, and 43 are given discounts; 63 are given discounts, including 22 are given free use, 10 are given optimization supervision, 17 are given optimization, and 14 are given financial support. (II) Improve the mechanism and promote dynamic adjustment of incentive policies. Rongcheng City has established a dynamic adjustment and elimination mechanism for credit products. Those who are less than 100 people using incentive products for three consecutive months will be eliminated. At the same time, they will be included in the unit's target responsibility system assessment as negative information. In the first half of this year, Rongcheng City optimized and integrated the credit incentive policies that have been issued, canceled 31 "make up" products that cannot be implemented, and added 27 credit products, making credit incentive products both quantity and quality.
(III) Activity guidance to ensure the effectiveness of credit incentive policies. Credit products focus on application. Rongcheng City launched the "Credit Incentive to Ten Thousands of Homes" activity, changing the previous passive home-to-door service to active door-to-door service, and carrying out the theme activities of "Xinyiyou", "Xinyiyou giveaway" and "Xinyiyou exemption" to further expand the influence of credit products. For example, Rongcheng Federation of Trade Unions took the initiative to query people who meet the conditions and came to the door to give out insurance documents one by one, truly doing good things well, and solving the problem that has met the product reward standards but I don’t know about it.In recent years, the city's credit incentive policies have benefited 400,000 people, benefited from 33,000 enterprises, issued 1.15 billion yuan in credit loans, reduced free deposit (interest) by 85.308 million yuan, and given priority to obtaining 265 million yuan in financial support.
(IV) Funding guarantee, enhancing the sense of trustworthiness and inspiring glory. Rongcheng City has held a city-wide credit construction and public welfare and charity commendation conference for three consecutive years, and solemnly commends honest and good people and caring volunteers, creating an atmosphere in society where good people are praised and respected, advocate integrity and actively participate in volunteer services. Rongcheng City has established a credit fund of 3 million yuan at the municipal level, and 27 million yuan village-level credit fund of 22 towns and streets and 778 villages have been established to encourage honest individuals. Since last year, Rongcheng City has carried out more than 4,000 "credit commendation" and "credit gifts" activities, and has also set up more than 300 "credit supermarkets" to allow citizens to exchange items at any time.
3. Effectiveness and Response
Rongcheng City implements the "Credit Easy +" incentive policy for trustworthiness, with many initiators, wide coverage, and great social influence, integrating into all aspects of the economy, society, production and life, so that credit can be transformed from intangible to tangible, and the construction of the credit system has become a new source and new driving force for improving the sense of glory of citizens and enterprises.
(I) Encouragement of trustworthiness to make the city more civilized. In the past, citizens thought that doing good things was a show of the limelight, but now everyone’s consciousness has changed. The community is competing for something, and the villagers in need are rushing to help, and the social atmosphere has been completely renewed. This is the most intuitive and profound change brought to the citizens by the motivation for keeping trust. Through the incentive to keep the trust, the construction of "Credit Rongcheng" has been steadily advancing, and credit has become Rongcheng's "second ID card". The city has successively selected and commended more than 55,000 typical examples of integrity, and the public's satisfaction has always remained above 96%, and social conflicts and disputes have decreased by 32%. Rongcheng City has also been identified as the national civilized city , the best county and city in Shandong Province's investment environment.
(II) Encouragement of trust and make your home warmer. Every noon, the elderly from Liujia Village, Dongdao, Wanglian Street will come to the village’s “heart-warming canteen” for free dining. This heartwarming canteen is composed of a volunteer service team spontaneously composed of villagers to take turns cooking, and the food is different every day. Nowadays, the volunteer credit mechanism explored by Rongcheng City has made volunteer service a new habit for Rongcheng citizens. The enthusiasm of citizens to participate in public welfare activities is getting higher and higher. Volunteers have replaced cleaners and presented love to become a conscious action, giving birth to more than 2,200 new business formats for credit scenarios such as "convenient service clubs" and "shared houses", and more than 10,000 volunteer services are organized every year.
(III) Encouragement of trustworthiness to make enterprises value more credit. Teng Xihai, a small business owner in Tengjia Town, has shortage of funds and has obtained a loan of 500,000 yuan in just one day. This is thanks to the honorary loan business launched by Rural Commercial Bank , and his collateral is an invisible and intangible "intelligence". The incentive policy for trustworthiness is forcing enterprises to take honesty and trustworthiness as the fundamental purpose of the enterprise, to do every product with care, to serve every customer with care, and to participate more in public welfare and return to society. In 2022, Rongcheng Mingjun RV Company was identified as one of the 16 typical credit management enterprises in the province. Under the impact of the epidemic, the city's production enterprises still donated more than 26 million yuan to the public and claimed more than 90 new era civilization practice projects.
