It is reported that three days after Russia launched the "Special Military Operation" in February this year, EU announced the use of the "European Peace Fund" (EPF). The purpose of this IMF is simply that if member states aid Ukraine, the final fiscal losses can be reimbursed through this organization. And the reimbursement rate is very high, reaching 85%. This means that countries can let go of their hands to provide various relief to Ukraine, and the EU bill will pay for it, and they only have to bear the political cost. No matter which aspect it considers, EPF is a business that is stable and has been welcomed.
As of now, the EU has allocated about 2.5 billion euros under the "European Peace Fund" mechanism to repay governments for military supplies provided to Ukraine. Here is a account. As for why the EU suddenly "turns around" and significantly reduces the reimbursement ratio, there are two possibilities: First, they can no longer afford to pay. After experiencing the energy turmoil in autumn, many parts of the EU need funds to fill it; especially the energy subsidies some time ago have emptied a lot of funds. In this case, aiding Ukraine is not that important, so we can move backwards. The second possibility is that Germany and other EU powers are very dissatisfied with Poland's attitude of "reaching for money". Poland's reimbursement ratio is very high, and almost all aid materials are requested for reimbursement. In addition, they asked Germany for "World II compensation" some time ago. In combination with various factors, many people believe that Germany, the dominant country of the organization, has lost patience with it.
It is worth mentioning that in this environment, all countries have begun to "work alone". For example, after announcing a 100 billion euro fiscal subsidy, Germany announced an energy subsidy bill of 200 billion euros, which is very "generous" to its own country; on the issue of Ukraine, countries have lost interest in support since July. They are now just giving Ukraine some economic and military aid intermittently, which cannot keep up with the United States.
