The 16th National Congress of mentioned "economic globalization" for the first time, clarifying that " China's foreign policy 's purpose is to maintain world peace and promote common development" and "jointly promote the noble cause of world peace and development." 7th National Congress proposed for the first time to play an important "constructive role" in international affairs, promising that "China will be determined to follow the path of peaceful development", "share development opportunities together, respond to various challenges together, and advance the noble cause of peace and development of mankind." Both the 16th and 17th National Congresses reiterated the theme of the times of peace and development, and believed that seeking peace, development and promoting cooperation have become an unstoppable trend of the times.
