Announcement on Matters Concerning the Termination of Stamp Duty Collection

According to the " Stamp Duty Law of the People's Republic of China " that will be implemented on July 1, 2022, the collection of stamp duties is now terminated. Announcements on matters related to the stamp tax business are as follows:
1. The collection scope of the "Stamp Duty Law of the People's Republic of China" does not include "rights and licenses". The State Intellectual Property Office will terminate the stamp tax collection business from July 1, 2022.
2. In order to better protect the rights and interests of obligees, relevant obligees are requested to submit a statement of opinion before December 1, 2022 (inclusive) for stamp duties that are overpaid, wrongly paid, repaid and less than three years old. (About fees) Handle stamp tax refund business. After December 1, the State Intellectual Property Office will process stamp tax refunds for right holders in batches.
