The managers or operators of various urban green spaces, shops, restaurants and other crowded public places have the right to prohibit dog owners from bringing their dogs into, but they shall set up obvious signs.

If a dog harms others, the dog owner shall bear the corresponding civil liabilities according to law; if the dog owner is present, the victim shall be immediately sent to a medical institution for diagnosis and treatment, and the medical expenses shall be paid in advance. If damage is caused by the fault of the victim, the dog owner shall not bear civil liability; for damage caused by the fault of a third party, the third party shall bear corresponding civil liability according to law.

If the dog owner fails to fulfill his duty of custody, causing the dog to endanger traffic safety and cause a traffic accident, he shall bear the corresponding civil liability; if the dog is injured or killed, the dog owner shall bear the responsibility.
