However, in the negotiation results of the "Fiscal Year 2023 Appropriation Bill" announced on December 21, the United States did not include the US$2 billion in "free military aid" in the 2023 annual appropriation. Instead, it changed it to a military loan, and Taiwan must repay the loan within 12 years.
In response to this, Zhang Yazhong, the president of Sun Wen School in Taiwan, recently published a comment article saying that the United States’ behavior firstly shows that it is already stretched thin in terms of financial expenditures, and secondly, the United States believes that Taiwan’s current status in the eyes of the United States is still not a hardcore “ally” that must be supported unconditionally. Zhang Yazhong pointed out that if the United States wants to truly "support" Taiwan, it should not encourage the Democratic Progressive Party authorities to "strengthen weapons procurement" and "extend military service." Instead, it should stop playing the "Taiwan card" and encourage cross-strait dialogue and consultation.
