The two deputy mayors were Wang Mingju, a professor at the School of Medicine of National Taiwan University, and Su Junbin, a former director of the environmental protection bureau of Taoyuan County Government; the secretary-general of the municipal government is Zhan Rongfeng, the current director of the New Taipei City Government's Works Bureau, and the deputy secretary-general is Lai Shuhua, a consultant of the New Taipei City Government, and Jin Zhiyu, an associate professor of the Department of Information Management, Zhongyuan University.

It is worth noting that Su Junbin was once the core member of Ma Ying-jeou. Public information shows that he is 46 years old and was born in Taoyuan. He served as the spokesperson of Ma Ying-jeou and the vice chairman of the Cultural and Communication Association of the Kuomintang. He served as the "Director of the News Bureau" of the Taiwan authorities from December 2008 to February 2010. In January 2012, in the 8th "Legislative Council" election on the island, Su Junbin represented KMT against Democratic Progressive Party candidate Xu Tiancai, and eventually lost the election, and gradually faded out of politics.
Zhang Shanzheng emphasized that the Taoyuan Municipal Government employs talents in a limited manner. It is reported that Zhan graduated from the Department of Construction Engineering Technology, Taiwan Institute of Technology. He has served as deputy director of the New Taipei Metro Bureau, director of the New Taipei City New Taipei City New Engineering Department, the main engineering department and deputy general engineering department of the Taipei City meter bureau. He started from the grassroots level and has rich experience. During his tenure as Director of the Engineering Bureau, he handled large and small projects, and was the most representative of projects such as the improvement of human-oriented roads, Wugu Garbage Mountain, and Sandiaoling Ecologically Friendly Tunnel.
The outside world originally expected that he would take over as Secretary-General of New Taipei City, but was unexpectedly borrowed by Taoyuan. Zhan Rongfeng said that he had experienced in engineering units such as Shuangbei MRT Bureau and Xingong Office. In the future, Taoyuan will have major projects such as large-scale MRT excavation. Zhang Shanzheng believes that his past experience can be used in Taoyuan projects.
