CCTV.com News: 61-year-old Lao Ma is a farmer in , Anji County, Zhejiang Province. In the past ten years, he has no idea how many times he has been to the county traffic police brigade, and every time he returns home in disappointment. And all this was caused by an incident 14 years ago.
On the evening of August 15, 2005, Lao Ma's wife prepared a meal and was waiting for her eldest son Ma Minghua (pseudonym), who was going out to help her friend's work, to come home. But until dark, his son did not come back. Old Ma was anxious to call his son's cell phone, but no one answered.
Soon after, someone called Lao Ma and told him that his son had a car accident and had been sent to the hospital. On the way to the hospital, he received another call saying that the person was no longer there. The year when the accident happened, Lao Ma's family had just built a new house and was about to marry a wife for his eldest son.
The driver who "disappeared"
The car accident that year was caused by a collision between a flatbed truck and a motorcycle while meeting. The section of the road where the incident occurred was a mountain road with a relatively narrow road surface. Because the truck causing the accident has a long body, it will inevitably occupy the road when passing corners. In addition, there is a blind spot at the corner and the speed of both cars is relatively fast, so the front left part of the truck hit the motorcycle facing towards the opposite direction.
There were two people on the motorcycle. The one riding was Lao Ma's son Ma Minghua (pseudonym), and sitting behind was a local villager Wang Jianguo (pseudonym). After the incident, when the traffic police arrived at the scene, they found that the truck driver had left.
Witnesses at the scene said that the truck driver left and walked into the mountains. The police came to the bamboo rubber sheet factory at the end of the road to inquire. The workers in the factory said that a man did come to the factory shortly before the police arrived. He said that his surname is Ye, he was a truck driver from Shanghai.
The police called the driver named Ye and found that the phone was turned off. After investigating the truck that caused the accident, the police found the vehicle's driving license and a staff certificate of the unit's automobile transportation team. The licensee was named Ye Weimin. It was confirmed by the workers of the bamboo rubber sheet factory that the man in the factory after the incident was the person on the ID photo.
However, after verification by the military unit on the certificate, there was no one named Ye Weimin in their transport team.
However, there is an ID number on the forged employee certificate. After verification, the identity information is true. In other words, although the certificate is forged, the driver of the accident is Ye Weimin. The police immediately listed Ye Weimin as a fugitive and pursued the fugitive online.
After detailed investigation, on September 22, 2005, the traffic police department determined the responsibility for the accident. Truck driver Ye Weimin forged his military driver's license and drove a flatbed truck with fake military licenses. He speeded on a road without a central line of the road, and occupied the road when the two vehicles rendezvous. Abandoning the car and escaping after an accident is the main cause of the accident and you should bear the main responsibility for the accident. Motorcycle driver Ma Minghua (pseudonym) did not wear a safety helmet when driving a motorcycle. He did not take early measures when the two vehicles met, and slowed down. This is the secondary cause of the accident and should bear secondary responsibility. Wang Jianguo (pseudonym) who rides a motorcycle without wearing a safety helmet should bear the secondary responsibility for the consequences of his own damage. Because the truck driver Ye Weimin escaped after the incident, his whereabouts were unknown. The follow-up work of the accident was never carried out.
Anji police also went to Shanghai where Ye Weimin worked and his hometown in Fujian for investigation, but no trace of Ye Weimin was found, and his mobile phone was also turned off.
A car accident "killed" two families
Lao Ma has two sons. The eldest son Ma Minghua (pseudonym) opened a car repair shop locally before the incident. The family's financial resources mainly depend on Ma Minghua. This accident caused the economic conditions of Lao Ma's family to plummet.
Another victim, Wang Jianguo (pseudonym), was 38 years old at the time of the incident and had a 9-year-old daughter. The couple usually worked in a factory in the village. This accident caused the family of three to collapse suddenly.
Originally, the two families thought the vehicle that caused the accident was a military vehicle. Although the driver of the accident escaped, the unit will definitely be responsible for the subsequent aftermath work. But unexpectedly, all the vehicle information was forged. They strongly demanded that the police catch Ye Weimin, the driver who caused the accident as soon as possible.
The pursuit of the escape that he never gave up
In fact, since the day Ye Weimin escaped, the police's pursuit of the escape has never stopped for a moment.
One day in 2007, the police found a public phone contacted Ye Weimin's son. It can be investigated and found that the person who called was Ye Weimin's ex-wife's boyfriend. Shortly after the incident that year, Ye Weimin's wife filed a lawsuit in the court, demanding a divorce. After trial, the court ruled that the two divorced in the absence of Ye Weimin.
In 2008, Ye Weimin's mobile phone number, which had been out of service, began to be used again. The investigation found that the mobile company took back the abandoned number and resold it, which had nothing to do with Ye Weimin.
However, the turning point of the case occurred in the winter of the 14th year after the incident. February 3, 2019, the 29th day of the twelfth lunar month. Anji police in Zhejiang received a call from Guangzhou Railway Public Security Bureau . Guangzhou Railway Police used technical means to find a fugitive who wanted online. After verification, this person was Ye Weimin who had been absconded for 14 years. The police in Anji, Zhejiang immediately rushed to Guangzhou and brought Ye Weimin back to Zhejiang.
The "cost" of escape
Ye Weimin said that the main reason why he chose to escape at that time was because he was afraid of losing money. In his early years, he lost a lot of money in the building materials business in Shanghai. Later, he used his remaining savings to buy a large truck for transportation, and illegally bought a fake military license and a fake driver's license. Unexpectedly, something happened just two months after the car ran.
During the 14 years of escape, Ye Weimin lived a wandering life himself, and his family also underwent a drastic change. After his wife divorced him, she died unexpectedly in 2008 due to an emotional dispute with another man. His son was criminally detained by the police in theft because his parents were absent and no one was disciplined. He is now missing.
The driver of the accident was finally arrested. For the two victims' families, how many years Ye Weimin was sentenced to them has little practical significance. What they need is economic compensation, but in terms of Ye Weimin's current economic situation, he has no ability to compensate at all.
At present, Ye Weimin has been criminally detained for suspected traffic accidents.
