Notes on the application requirements for commercial flights from Iraq to China (updated on June 21)
On June 22, the Chinese Embassy in Iraq issued a statement saying:
1. (I) How many tests are required to apply for a health code?
At present, all passengers to China must undergo "dual nucleic acid + antigen testing" (1 nucleic acid test within 48 hours before boarding and 24 hours before boarding and 1 12 hours before boarding), and other nucleic acid test requirements and serum IgM antibody testing requirements will be cancelled.
(II) How should “dual nucleic acid + antigen detection” be performed?
"Dual Nucleic Acid + Antigen Testing" must be conducted at the testing institution designated by our library (see Appendix 1 for the list).
"dual nucleic acid" testing must be conducted at 2 different testing institutions, one of which must be conducted at Baghdadahn Hebrew International Professional Laboratory, Raya Center Laboratory or Kalwan Disease Analysis Laboratory.
"Antigen Testing" must be conducted at one of Baghdadahb International Professional Laboratory, Raya Center Laboratory or Basra Aville Disease Analysis Laboratory. Baghdad Nahb International Professional Laboratory and Raya Center Laboratory said that temporary antigen testing points can be set up for passengers on direct flights from Iran to China at , Baghdad International Airport, and passengers can call at least 5 days before boarding. Passengers are required to contact the relevant laboratories in advance to make an appointment to avoid delays in boarding.
(III) What are the specific requirements for the sampling time and test report of "dual nucleic acid + antigen detection"?
Antigen detection within 12 hours before boarding, nucleic acid detection within 24 hours and 48 hours before boarding refers to the sampling time. If the flight check-in time is 3 pm on June 28, antigen detection and sampling should be performed after 3 AM on June 28, nucleic acid detection and sampling should be performed within 24 hours before boarding after June 27, and nucleic acid detection and sampling should be performed within 48 hours before boarding after June 26 (inclusive).

(IV) Do I need to undergo pre-boarding isolation observation and closed-loop management?
At present, project personnel of Chinese-funded enterprises (including central enterprises, state-owned enterprises, private enterprises, including temporary business travelers starting from Iraq) must undergo isolation observation and closed-loop management 10 days before boarding, and upload a 10-day quarantine commitment letter for enterprises (see Appendix III for the template).
For other types of people, it is currently not required to undergo isolation observation and closed-loop management before boarding. It is recommended to minimize contact with the outside world before boarding, strengthen self-health monitoring, and try to avoid going to crowded places.
(V) How should you apply for a health code after completing the corresponding test and isolation?
All passengers to China can apply for a health code after the "dual nucleic acid" test report is issued. For example, the flight check-in time is 3 pm on June 28, nucleic acid testing and sampling will be carried out within 24 hours before boarding after June 27, and nucleic acid testing and sampling will be carried out within 48 hours before boarding after June 26 (inclusive). After the above two nucleic acid testing reports are issued, you can search for "International Version of Epidemic Prevention and Health Code" in the WeChat applet, fill in your personal information as prompts, and upload the corresponding materials.
(Sixth) When applying for a health code, how should you fill in the sampling date of the relevant test?
Please fill in the sampling date of the first nucleic acid test (nucleic acid test within 48 hours before boarding). If the flight check-in time is June 28, the first nucleic acid test sampling will be conducted on June 26, the test sampling time should be filled in on June 26.
(7) What materials should be uploaded when applying for a health code?
1, "dual nucleic acid" test report before boarding;
2, air ticket itinerary;
3, valid residence certificate (visa page, residence permit, etc.);
4, enterprise 10-day quarantine commitment letter (see Appendix III for the template, only uploaded by Chinese-funded enterprises);
5, vaccination certificate (if any).
For people with a history of infection, close contact, suspected symptoms, and positive nucleic acid and antigen tests, in addition to the above materials, other corresponding materials must be uploaded. (See questions 9, 10, and 11)
(8) Why is the applied health code blue? When will the "blue health code" and other materials be checked before boarding?
"Blue Health Code" means that the applicant meets other requirements except antigen testing within 12 hours before boarding. The airline will check the "Blue Health Code" and antigen testing report reviewed by our library during check-in. Only those who meet the requirements can board the plane.
(9) How should people with a history of infection apply for a health code?
People with a history of infection refer to those who have been diagnosed with COVID-19, or who have not been diagnosed but have a positive nucleic acid test, in addition to meeting the relevant relevant regulations, the following materials should be uploaded when applying:
1, two negative nucleic acid test reports (sampling time is at least 24 hours apart);
2, after the above-mentioned second nucleic acid test report is issued, self-health status monitoring will be carried out at least 6 weeks after the 6-week self-health status monitoring (6 weeks after the latest date of issuance of the above-mentioned certificate), nucleic acid pre-test (two times, crossed, more than 24 hours apart, nasopharyngeal swab is used);
4, if the nucleic acid pre-test results are negative, self-health status monitoring will be carried out for a period of 14 days and the relevant form will be filled out (see Appendix II).
(10) How should people with a history of close contact and suspected symptoms apply for a health code?
For people with close contact with confirmed cases, suspected cases, and asymptomatic infections of , they have suspected symptoms such as fever, cough, diarrhea within 14 days before applying for the health code, or the Ct value of the nucleic acid test result is in a gray area, our library cannot review and issue the health code. Applicants must undergo 14-day quarantine and health monitoring. Only if the results are negative can they apply for a health code again. In addition to meeting the relevant relevant regulations when applying, the following materials should also be uploaded:
1, "Self-Health Status Monitoring Form" 14 days before boarding (see Appendix II);
2, nucleic acid test report on the 1st, 4th and 7th days of the monitoring period.
(11) How should people who test positive for nucleic acid and antigens apply for a health code?
If any nucleic acid or antigen test is positive, the arrangement for returning to China should be immediately suspended.

2. Other precautions
(I) Previously, the Iraqi Civil Aviation Administration issued a notice stating that all foreign citizens over 12 years old must present an international vaccination card containing a QR code when entering and leaving Iraq to prove that they have received at least one new crown vaccine . Those who cannot get vaccinated due to health reasons must present relevant medical certificates and nucleic acid test report within 72 hours before boarding. Chinese-funded enterprises and personnel in Iraq are advised to pay attention to the latest trends in Iraq's epidemic prevention policy in a timely manner. It is recommended to consult airlines and airports in advance to understand the situation.
(II) Health code application requirements are arranged based on the current epidemic situation and the mutated characteristics of Omickron strain . In the future, dynamic adjustments will be made based on the epidemic situation and overseas imports. Our library will comprehensively consider the health status of the parties involved and decide whether to issue a health code.
(III) Our library will review the health code application as soon as possible. Please wait patiently after submitting the application, and there is no need to urge inquiries by phone or email, so as not to occupy work resources, interfere with the review progress, and ultimately affect your or others' itinerary.
(IV) Relevant enterprises and individuals should be responsible for the submitted materials. Once improper behaviors such as forgery or fraud are found, our library will inform the relevant domestic departments to severely punish them in accordance with the law and regulations, and suspend the review and issuance of health codes for relevant enterprises and individuals.
(V) The Embassy in Iraq once again reminds that the risk of international travel is high and it is recommended to "not travel unless necessary, not urgent, not travel."
