First, we have achieved a series of new historic achievements and promoted socialism with Chinese characteristics to a new stage of development. has entered a new century and a new stage, with the international situation changing and the competition for comprehensive national strength is unprecedentedly fierce. Faced with profound changes in the world, national conditions and party conditions, the 16th National Congress of the Communist Party of China made a major judgment for our country that the first 20 years of the 21st century is an important strategic opportunity period that must be grasped and can achieve great success. After the 16th National Congress of the Communist Party of China, the Party Central Committee with Comrade Hu Jintao as General Secretary united and led the whole Party and people of all ethnic groups in the country to hold high the great banner of socialism with Chinese characteristics, seize the important strategic opportunity period, concentrate on construction, and seek development wholeheartedly, adhere to people-oriented, comprehensively coordinated and sustainable development, comprehensively promote socialist economic construction, political construction, cultural construction, and social construction, strive to ensure and improve people's livelihood, promote social fairness and justice, promote the construction of a harmonious world, promote the construction of the Party's governing capacity and advanced nature, create brilliant achievements in scientific development, and lay a solid foundation for the comprehensive building of a moderately prosperous society. From 2002 to 2012, my country's GDP increased from 12.03 trillion yuan to 51.95 trillion yuan, and the total economic output jumped from 6th in the world to 2nd place. my country's economy continued to develop, democracy continued to improve, culture became increasingly prosperous, society remained stable, people's living standards continued to improve, and the country's appearance underwent new historic changes.
Second, defeated a series of major challenges on the road ahead, consolidated and developed the overall situation of reform and opening up and socialist modernization construction . The Party Central Committee with Comrade Hu Jintao as General Secretary united and led the whole party and people of all ethnic groups in the country to defeat the sudden SARS epidemic, won major victories in fighting severe natural disasters such as the Wenchuan earthquake and post-disaster recovery and reconstruction, and properly handled a series of major emergencies. Third, the courage to promote theoretical innovation based on practice has opened up a new realm of Marxism's development. The Party Central Committee with Comrade Hu Jintao as General Secretary united and led the whole Party and people of all ethnic groups in the country, and in accordance with the new development requirements, concentrated the wisdom of the whole Party, promoted practical innovation, theoretical innovation and institutional innovation in the process of building a moderately prosperous society in an all-round way. It is an important innovative achievement of the theoretical system of socialism with Chinese characteristics.The 18th National Congress of the Communist Party of China established the Scientific Outlook on Development, together with Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, and the important thought of "Three Represents", as the guiding ideology that the Party must adhere to for a long time, and achieved another step forward in the Party's guiding ideology.
