With the development of science and technology, reactive polymer chemical materials are increasingly widely used in coal rock reinforcement, filling and sealing, rapid water blocking, and preventing leakage air leakage. At the same time, corrosion, poisoning, fires and environmental pollution accidents caused by it have occurred frequently, causing significant losses to the lives and property of the people, and have received widespread attention and attention from all walks of life. In order to ensure the safe production of coal mines, in accordance with the principles of strict control and strict management, the State Coal Mine Safety Supervision Bureau organized the drafting of the "Regulations on Safety Management of Reactive Polymer Materials Underground Coal Mine" (draft for comments). Safety Management Measures for Reactive Polymer Materials Under Coal Mine

1. Strictly control the use of underground coal mines
1. In projects such as coal rock reinforcement, filling and sealing, rapid water blocking, and anti-air leakage, reactive polymer materials (hereinafter referred to as polymer materials) should be carefully selected. When necessary, appropriate polymer materials should be selected according to the use place and use environment, and each time must be approved by the mine manager.
2. Polymer materials generated by reactions of strong corrosive and volatile components shall not be used in coal mines. prohibits polymer materials with severe chemical reactions and large heat exogenous amounts from being used in places where direct contact with coal. is prohibited from using polyurethane foaming materials in filling and sealed operations.
2. Strictly safe access
3. Coal mine enterprises should establish an access system for polymer material manufacturers and their products, and establish an access list based on strict field assessment and evaluation, test and trial. Coal mines can only purchase and use corresponding products produced by listed manufacturers. A strict and perfect regulatory system should be established for possible changes in manufacturers or their products.
4. Polymer materials for coal mines must comply with relevant standards. Each batch of products purchased must have a factory inspection report, product certificate and product instruction manual for the specified items. The product instruction manual must indicate the composition/component of polymer materials, their identification methods, chemical reactions, physical properties and material use, information on hazardous health, safety risks, precautions during the product use, and emergency response measures in the event of dangerous events, product validity period, failure identification and inspection methods, and the differences in chemical reactions under different proportional concentrations.
5. For the polymer material products purchased for ore, the A and B components must be shipped in a classified manner, the packaging must be complete, and the packaging must have a clear product name, composition/ingredient, production date, validity period, use and applicable place. Chemical hazardous goods must have chemical hazardous goods classification marks to clearly indicate the potential hazards of the materials and their preventive measures.
6. Sampling inspection must be carried out before each batch of polymer material products is put into the warehouse. According to the inspection methods and evaluation criteria specified in relevant standards, the product's maximum reaction temperature, flame retardant performance, oxygen index, and other technical parameters are tested. If the product fails, it is strictly forbidden to enter the warehouse, and the test results must be recorded and archived.
7. The A and B components of polymer material products must be transported and stored in a classified manner, and have obvious marks. Those who are chemical hazardous products should meet the relevant regulations on the transportation and storage of chemical hazardous products. The storage of polymer materials is prohibited from being stored underground in coal mines. Failed or expired products should be returned to the original manufacturer for recycling.
3. Strictly control the underground construction process and process
8. The underground use of polymer materials must be carried out in accordance with Article 259 of the " Coal Mine Safety Regulations " and the provisions of the implementation instructions to ensure that the air components of the well and tunnels comply with the requirements of Article 135 of the "Coal Mine Safety Regulations" during the underground use; when large-scale use of polymer materials for coal rock reinforcement, filling and sealing, rapid water blocking, and anti-blocking of leakage air, construction plans and special safety measures must be formulated, and the specific usage and construction technology must be clarified, and approved by the chief engineer of the mine and submitted to the mine manager for approval.
9. When using polymer materials in large quantities for coal rock reinforcement, filling and sealing, rapid water blocking, and anti-blocking of leakage air, for polymer materials with storage periods of more than 2 months, the mine technical person in charge must organize relevant departments before each batch of them to test the safety performance of reaction temperature, flame retardancy, oxygen index and other safety performance in accordance with the requirements of the product instruction manual. If the test fails, it is strictly prohibited to go down to the well. Test results must be recorded and archived.
10. Use strictly in accordance with the use and use sites specified in the product instruction manual, and do not change the purpose or expand the scope of use at will; is strictly prohibited from using polymer materials of two different uses at the same time or mixed; it is strictly prohibited to use polymer materials from different manufacturers; it is strictly prohibited to use polymer materials that have expired and deteriorated polymer materials.
11. When using polymer materials in large quantities for coal rock reinforcement, filling and sealing, rapid water blocking, anti-blocking of leakage air, etc., it should be carried out under the guidance of the manufacturer's professional personnel or trained personnel, or constructed by a professional team; use professional mixed injection equipment; and strictly follow the ratio, rate, construction plan and usage specified in the product instruction manual and the amount specified in the use of special safety measures.
12. When using polymer materials in large quantities for coal rock reinforcement, filling and sealing, rapid water blocking, and anti-blocking of leakage air, people who are not related to construction in the threatened area must be withdrawn; when using polymer materials in the Dutou tunnel, other work in the tunnel within the operating point must be stopped, and all personnel in the Dutou tunnel within the operating point must be withdrawn.
13. When using polymer materials in large quantities for coal rock reinforcement, filling and sealing, rapid water blocking, and anti-blocking air, strictly prohibits grouting at the same time. The maximum dose of single hole injection should not exceed 1,000 kg; when grouting , grouting should be stopped immediately when slurry appears on the grouting eye and top end face; when abnormal situations such as slag and sheet top end grout appear on the end face, stop grouting immediately, and observe or observe for no less than 6 hours and then grouting again; generally, continuous grouting time for each hole is 10 to 20 minutes.
14. It is strictly forbidden to directly in larger spaces such as high-rise areas, hollow areas, and key areas for open fire prevention and control of coal seams. It is strictly forbidden to use foamed polymer materials to treat natural ignition hazard areas. When there is no other technical method to deal with it, pre-treatment should be performed first, and controllable grouting should be implemented to prevent large accumulation of grouting materials from exothermic reactions.
15. When using polymer materials in large quantities for coal rock reinforcement, filling and sealing, rapid water blocking, and anti-blocking of leakage air, the high-pressure water supply pipeline should be extended to the construction site before construction, and equipped with dry powder, CO2 fire extinguishing equipment, and necessary materials specified in the emergency response methods in the product instruction manual; a dedicated person should be required to monitor the changes in CH4, CO, O2 and temperature at any time, and immediately stop all operations in the working face when the coal temperature and CO are abnormal, and handle them in a timely manner according to the emergency plan formulated in advance.
16. After grouting is completed, the changes in CH4, CO, O2 and temperature at the construction site should continue to be monitored. The continuous observation time shall not be less than 48 hours. The first 24 hours shall be observed at least once every 20 minutes, and the next 24 hours shall be observed at least once every 2 hours.
17. Coal mines should establish underground polymer materials usage files. The time, location (position), scope, name and quantity of polymer materials must be marked on the mine mining project plan.
18. Coal mines should include the storage, transportation and use of polymer materials in hazard source management, regularly check various risks that may exist in storage, underground transportation, construction technology, process control, etc., strengthen on-site management, and strictly control risks.
4. Strengthen the standard specifications and personnel capacity building
19. Formulate and issue technical standards and specifications for safety of mining polymer materials, safe use management specifications and product inspection specifications, and make clear and specific provisions on the use places, hazard levels, technical performance, construction control and inspection technical methods and evaluation criteria for mining polymer materials.
20. Coal mines must strengthen the system construction of underground polymer materials and implement the main responsibility for safe production; establish a safety management system for all links such as polymer material storage, transportation, testing, use and monitoring; internal safety supervision departments must strengthen supervision of the safety of polymer materials and implement safety supervision responsibilities.
21. Strengthen the safety knowledge and skills training of polymer materials, provide professional training for underground polymer materials construction personnel and managers, improve their understanding of polymer materials and their understanding of standards, and improve safety operation capabilities and risk prevention and control capabilities. For underground polymer materials construction professionals, a training, assessment, certification and certificate employment system will be implemented.
5. Strengthen supervision and supervision
22. The coal mine safety supervision and supervision department should include the use of underground polymer materials in the scope of supervision and supervision, and supervise coal mine enterprises to strengthen the safety management of the use of underground polymer materials.
23. Include polymer materials into the management of safety marks for coal mines and mine products. For polymer materials included in safety standards, they can only be used underground in coal mines after obtaining effective safety marks. Based on the formulation and revision of relevant standards and the production characteristics of polymer materials, explore the establishment of implementation rules and certificate-holding supervision and management mechanisms for safe access of polymer material manufacturers and their products to achieve accurate source management.
