After extensive public opinion solicitation and in-depth discussion, the top priority people's livelihood project in 2017 was studied and determined by the Shanghang County Party Committee and County Government. From Lincheng Town, Jiuzhou Village, at the intersection of the river and Tingjiang River in Jiuxian County to Modu Village, Xiafang Village, Lufeng She Ethnic Township, the left bank is about 32km long and the right bank is about 28km long. A greenway with the central urban area as the core and radiates to 5 surrounding towns and 16 villages (residents) on both sides of the Tingjiang River, including slow travel systems, green corridor systems, service facilities systems, identification systems and traffic connection systems. The project is implemented in two phases. The first phase includes about 32km of the left bank line and about 14km of the right bank from Fugu Village to the Jiuzhangtan Bridge, a total of about 46 kilometers, and the rest are the second phase. It is a project that adopts the EPC model (design, procurement, and construction general contracting) in our county.

Tingjiang Greenway started to establish a project department in January 2017 and started construction in June. It took only more than half a year to complete the land transfer and the main project of the first phase of the project, 35 kilometers long Tingjiang Greenway, creating an amazing speed for the Shanghang urban construction project, and achieving the overall goal of building the Tingjiang Greenway project into a new Shanghang landmark of "national first-class, Fujian Di1". In 2018, Tingjiang Greenway was officially opened to the public, and on June 25 of the same year, the scenic spot won the "National AA-level Tourist Attraction"! To date, many amusement projects such as "scenic spot sightseeing cars, Haro bicycles, Tingjiang cruise ships, and greenway trains" have been put into operation.
