It is reported that the Japan Atomic Energy Regulation Commission held an extraordinary meeting on July 22 to formally approve the Fukushima Daiichi Nuclear Power Plant nuclear pollution water discharge plan formulated by Tokyo Electric Power Company . In response, Foreign Ministry spokesman Wang Wenbin said at a regular press conference on the same day that China expressed serious concern and firm opposition to the Japanese government's unilateral decision to discharge water polluted to the ocean, and once again urged Japan to earnestly fulfill its international obligations, dispose of nuclear-polluted water in a scientific, open, transparent and safe manner, and stop forcing the forced sea discharge plan.
Wang Wenbin pointed out that since the Japanese government made a wrong decision in April last year, the doubts and opposition from the international community and the people in Japan have not stopped. All parties are generally concerned about the impact of Japan's discharge of nuclear-polluted water into the ocean that may cause to the marine environment, public health and other impacts on the legitimacy of the nuclear-polluted water discharge plan, the reliability of Japanese data, the effectiveness of purification devices, and the uncertainty of environmental impacts.
He said that the International Atomic Energy Agency established a technical working group to conduct two field inspections and evaluations in Japan. So far, no concluding opinions were drawn on the Japanese sea discharge plan. At the same time, many clarification requirements and improvement opinions were put forward. China and Russia have proposed a joint technical issue list to Japan, but have not received any feedback from Japan. Not long ago, the Pacific Island Forum Leaders' Meeting and the Foreign Ministers' Meeting also expressed serious concerns on related issues.
Wang Wenbin said that it is regrettable that Japan has always turned a deaf ear to the legitimate concerns and reasonable demands of the international community and the domestic people. Not only did it not conduct full and meaningful consultations with stakeholders and relevant international institutions, it has been unremittingly promoting the construction of the sea-disk pipeline and the sea-disk plan approval work. Japan's practice of disregarding concerns among all parties and attempting to create established facts is extremely irresponsible.
"I want to reiterate that the disposal of nuclear polluted water in Fukushima is related to the global marine environment and the public health of countries around the Pacific, and is by no means a private matter for Japan. China once again urges Japan to effectively fulfill its international obligations, dispose of nuclear polluted water in a scientific, open, transparent and safe manner, and stop pushing the sea discharge plan." He said.
Wang Wenbin stressed that Japan shall not initiate nuclear-polluted water discharge without authorization until full consultation and agreement with stakeholders and relevant international agencies. If the Japanese side insists on putting its own selfish interests above the international public interests and insists on taking a dangerous step, it will definitely pay the price for its irresponsible behavior and leave historical stains.
