Notice on urging fugitives involved in gangs and evil
surrender
In order to implement the criminal policy of combining leniency and severity, punish criminal acts of criminal gangs and evil forces in accordance with the law, maintain social stability, and protect the safety of people's lives and property, and at the same time, give fugitive suspects and defendants (hereinafter collectively referred to as "fugitives") to reform and strive for leniency, according to the Criminal Law of the People's Republic of China, the Criminal Procedure Law of the People's Republic of China and relevant laws and regulations, the special notice is as follows:
1. The fugitive voluntarily surrenders from the date of issuance of this notice to before January 31, 2020 and truthfully confesses his crimes, he is surrendering himself. Punishment may be given lighter or reduced according to law; if the circumstances of the crime are relatively minor, the punishment may be exempted according to law.
2. If I cannot surrender to the judicial organ within the prescribed time limit due to objective reasons, I may entrust others to surrender on my behalf. Those who flee after committing a crime and voluntarily surrender during the process of being wanted or pursued; those who are indeed prepared to surrender or are arrested by the public security organs on the way will be deemed to be voluntarily surrendered.
3. The relatives and friends of fugitives should actively persuade them to surrender as soon as possible. Those who surrender with relatives and friends, or who send fugitives to surrender after being advised by relatives and friends voluntarily report the case shall be deemed to be voluntarily surrendered.
4. If the fugitives report or expose the criminal acts of others, and have verified that they are true, and provide important clues, they can solve other cases, or actively assist judicial authorities in arresting other fugitives and other meritorious performances, they can be given a lighter or reduced punishment according to law; if they have major meritorious performances, they can be reduced or exempted from punishment according to law.
5. Fugitives should recognize the situation, cherish the opportunity, surrender as soon as possible, and strive to be lenient. If you refuse to surrender within the prescribed time limit, the judicial authorities will punish you in accordance with the law. No one shall provide concealed places, property, or transportation for fugitives, inform them of information or provide false evidence to cover up, or provide other convenient conditions to help them escape. If it is verified to be true and constitutes a crime, criminal liability will be pursued in accordance with the law.
6. All citizens who know the situation and information of fugitives are obliged to report and expose them to the judicial authorities. Judicial organs will protect and keep the reports and exposers confidential in accordance with the law. If a threat or retaliation against the whistleblower or accuser constitutes a crime, criminal liability shall be pursued in accordance with the law. Those who report the whereabouts of fugitives and actively assist in arresting fugitives will be rewarded according to the corresponding wanted order.
7. This notice shall come into force on the date of its publication.
