Recently, at the seminar on the important conclusion that the Party Group of the Provincial Procuratorate Party Committee deeply studied the original aspiration and mission of the Communist Party of China in the new era, "seeking happiness for the Chinese people and rejuvenation for the Chinese nation", everyone spoke freely based on their study and work reality. Here, the editor presents a speech by Gong Weimin, deputy head of the Discipline Inspection Group of the Provincial Commission for Discipline Inspection stationed in the Provincial Procuratorate.
I am very happy to arrange for me to speak at the study meeting of the Party Group Central Group today. Today is very special. It is my political birthday. I sent a WeChat message early in the morning: "June 28, 1994. On this day, in my second year of university, I swore to the party flag in Dongluyuan, Yunnan University, and became a glorious member of the Communist Party of China. In 24 years, my local accent has not changed. In a calm and firm manner, my original aspiration has not changed, and my beliefs have been firm. Consistently - always follow the party!"
Focusing on the study topic of "Never forget the original aspiration and keep the mission in mind", today I want to talk about how I gradually grew and improved from an ordinary party member to a party cadre in the melting pot of the party's political life, and how I went from not understanding and not knowing to consciously using the political life within the party and strictly implementing rules and systems to grasp the team, lead the team, and promote work.
When I was studying the history of the Party, I deeply felt that the victory and great achievements made by our Party in leading the Chinese people to carry out the magnificent socialist revolution and socialist construction all contain such an irrefutable truth, that is, when our Party’s democracy and political life within the Party are carried forward, carried out and implemented well, our Party’s cause will be smooth, the country’s cause will develop, and the people will live and work in peace and contentment. Otherwise, it will be destroyed. Because of time, I will not review or list.
Before the 18th National Congress of the Communist Party of China, there were many problems with our political life within the party. General Secretary Xi Jinping pointed out in his speech: Among some party members, cadres, including senior cadres, there is no firm ideals and beliefs, disloyalty to the party, loose discipline, separation from the masses, arbitrary behavior, fraud, laziness, and inaction. Individualism, decentralism, liberalism, good-personism, sectarianism, mountain doctrine, and materialism exist to varying degrees. Formalism, bureaucracy, hedonism and extravagance are prominent, and nepotism, running for officials, buying and selling officials, canvassing votes and bribery have been repeatedly banned. The abuse of power, embezzlement and bribery, corruption and degeneration, and violations of laws and regulations have been spread. In particular, a very small number of senior cadres have inflated political ambitions and are full of power, and have engaged in political conspiracy activities such as lip service, forming cliques for personal gain, gangs, forming cliques, and seeking power. These problems seriously erode the Party’s ideological and moral foundation, seriously undermine the Party’s unity and centralization, seriously damage the Party’s political ecology and the Party’s image, and seriously affect the development of the Party and the people’s cause. There are many cases in this regard:
major ones include Zhou Yongkang, Guo Boxiong, etc., who have made up gangs in the region and system, establish a new mountain, and establish an independent kingdom. They are slanderous in the central government, and have corrupt businesses and even engage in political conspiracies.
There are far-reaching corruption in Sichuan and Shanxi, not only the provincial party committee team, but also the cadres in charge of the system and fields from department to section level to collapse. The case of sabotage in Hengyang, Hunan, involved a total of 110 million yuan. 518 representatives and 68 staff members received money, which directly endangered our country's fundamental political system. General Secretary Xi Jinping issued a directive, "Where are the party committees in these places? Where are the discipline inspection committees?" The heavy blow to fight corruption after the 18th National Congress of the Communist Party of China kicked off.

After investigation, all of these cases have the problems of organization, leaders, and comrades around them not being able to detect early, catch them early, or even turn a blind eye, insensitive, and letting go. We can’t help but ask where the organizational supervision in these places is? Where is the comrade supervision? Why can these problems not be discovered for a long time, why can wrong things be repeated again and again, why can problems go from small to large, and become bigger and become even more out of control?
From a perspective, it reflects that the good-personistic thoughts of our cadres at all levels are caused by the influence of their unwillingness, dare not, and will not be able to use the political life within the Party, and the rules and systems are the team to lead the team to promote work.The deep-seated reason is that the party is not strong, irresponsible to the party and the cause, and not even fulfilling the basic obligations of a party member, which is a dereliction of duty and responsibility.
Judging from my personal growth and progress, there is also a process of gradually improving awareness and striving to practice.
When you are an ordinary party member, you just take various notes during the branch study. If you have any activities, you can give me your experience, do whatever you want, and follow them. When you are a branch committee member, you usually serve as a propaganda committee member, just make records of the ledger. The requirements for yourself are to record some, add notes if you don’t. Don’t wait for the assessment and check problems and leave as required;
After you are a branch secretary, you will be instructed to the propaganda committee member, the internal staff, do a good job of the ledger, remind yourself when the business meeting will add the content of the party building, and have the idea of completing the procedures when you hold an organizational life meeting.
These are all wrong. They fundamentally regard the political life within the party and the implementation of rules and systems as a requirement of superiors, and do not truly realize that this is a working method and means of use. Especially when there are differences in the management or understanding of team members of the existing individual "thorns" or the understanding of team members, it is difficult for me to take the initiative. I always think about relying on the superior organization to solve the problem. I cherish my feathers, no matter whether I ask, hello, everyone, and no one will uncover this lid.
Here I would like to emphasize the supervision responsibilities of ordinary party members. When we attended the organizational life meetings of each branch, ordinary party members were timid and dared not be justified. This is a manifestation of the weak sense of subjectivity of party members.
Article 36 of the "Regulations on Intra-Party Supervision of the Communist Party of China" stipulates the rights and obligations of party members:
▷ First, criticize any party organization and any party member with a basis at the party meeting, expose and correct shortcomings and problems in work;
▷ Second, participate in the activities of evaluating leading cadres carried out by the party organization, be brave to touch contradictions, point out shortcomings and mistakes, dare to be serious about wrong words and deeds, and dare to fight against wrong words and deeds;
▷ Third, responsibly expose and report to the party the fact that any party organization and any party member violates discipline and law, resolutely oppose all factional activities and small group activities, and resolutely fight against corruption.
So intra-party supervision is the right and obligation of every party member, and every party member bears the main responsibility on this issue. This requires us to carry out with great fanfare.
After I was engaged in discipline inspection and supervision, I have examined and investigated and investigated various aspects such as corruption risk prevention and control, case investigation and investigation and accountability, and have this experience:
▷ First, if every party member, branch committee member, and secretary can perform their duties and responsibilities to catch the small, the chances of our cadres going to violate the law, discipline and regulations will be greatly reduced (case omitted);
▷ Second, if every party member, branch committee member, and secretary can perform their duties and responsibilities to catch the small, they will not be held accountable (case omitted);
▷ Third, if every party member, branch committee member, and secretary can perform their duties and responsibilities to catch the small, they will not be deeply self-blame and guilt of "I have deep pain in my comrades being investigated and punished" (case omitted).
Therefore, my perception and practice are to strictly enforce the political life within the Party and strictly implement the rules and regulations are two important means for us to do a good job in the team, do a good job in work, and improve our level.
Political life within the Party is not red tape, nor is it a way to solve the problems within the Party.
Our department selects civil servants, and the top leader has the idea of promoting several people with excellent third-class merits for three consecutive years, but they do not communicate with the team members for comments. They quarrel after attending the meeting and continue to have conflicts after they come down. Some of our branch members cannot solve the conflicts with intra-party political life. In private, "Are you going out to take off your clothes and fighting a man?" The problems within the party should make full use of intra-party political life, strengthen communication, clarify facts, seek common ground while reserving differences, reach an understanding and form a consensus.
strictly enforces the implementation of rules, systems and norms, which is not in vain or is not just a matter of being posted on the wall, but a charter for strict management and standardization of work.
Our agency's assessment level assessment, some directors suggested not to have the first level or the last level, and they evaluated everyone the second level, and they were irresponsible and were "good old people". Some of our comrades went to the Discipline Inspection Group to report that they had opinions on the branch rated it as the end, believing that the decisions made by the branch using voting and other methods were not in accordance with the rules. Another one said that I feel that XXX is more absent than me, why is the waiting time higher than me? The core of these problems is that our departments have not seriously implemented and used the provincial hospital’s check-in work system and rose work evaluation system to promote the standardization of our assessment and evaluation work. The assessment lacks support for daily statistical ledgers, quantification, and public announcements, so everyone is of course not convinced. This means that you can't use rules and regulations to manage.
Last year, we came to our discipline inspection and supervision and conducted a lot of energy to actively participate in the organizational life meetings of various units and departments, and actively took the lead in the construction of an information supervision platform for the unified business system. It is to urge the seriousness of political life within the Party and urge everyone to act in accordance with the rules and systems. In short, we must use the "four forms" to strengthen it on party members, branch committee members, and secretary. If there are signs of violations of discipline and regulations, all levels actively use the political life within the party and various rules and systems, bite the ears and sleeves, blush the face and sweat, catch the problem early and prevent it before it occurs, and deal with the problem in the initial stage of germination, reflecting the care for comrades. Not long ago, two comrades from one department of our department had a quarrel in the agency. We guided the branches to have a serious conversation, help with education, and seriously criticize them. The Party Committee of the agency and the deputy procurator-general in charge also actively guided the handling of the problems. Both comrades received education and wrote down guarantees to solve the problems very well.
Focus on the political life within the Party and the construction of rules and systems. For individual party members and cadres, my experience is: from the big picture, it is a rigid requirement for strict party governance, from the small picture, it is a means to lead the team and promote work, and from the private picture, it is to do its best to do a good job, even if there is a problem, it is a clear conscience!

Duke Zhuang said, "No need to get rid of him, he will suffer disaster." Tai Shu changed the border towns of his two dependents to his own jurisdiction and expanded them to Linyan. Prince Lu persuaded him again, and Duke Zhuang said, "I am unrighteous to the monarch and not close to my brothers. Even if the land is expanded, he will collapse." Instructing Uncle Tai to prepare his troops and chariots and will attack Zheng State. Wu Jiang planned to open the city gate to serve as an internal response. Zhuang Duke said, "You can attack!" He finally chased him far away.
Confucius had a low opinion of Zheng Zhuanggong, believing that his elder brother had "unleashed" his younger brother, and he deliberately let him go and was punished without teaching.

Ping Gong called him in and asked why. Du Lin said: Zhidaozi is still in the hall (stops his soul), so you start drinking! Shi Kuang was the Grand Tutor, and he didn't tell you the truth, so he was punished to drink; Li Diao was a close minister around the monarch, and forgot the monarch's taboos, so he was punished to drink; I, Du Lin, are just a dietary official, and they don't care about the affairs of the knife and spoon, but dared to interfere (to the monarch) to reason and prevent wrong things, so I was punished to drink by myself. Gong Ping said, "I'm also wrong. I'm going to punish me if I pour wine."After drinking, he said, "If I die, don't throw this wine glass away." ”
The central idea of my speech today is that as a party member, as a party member, while being honest and self-disciplined, we must fulfill our main responsibilities in comprehensively and strictly governing the party. We must make good use of the political life within the party and strict rules and regulations, and dare to take responsibility, be able to take responsibility, be determined and have bones.
