Shanxi Daily New Media Comprehensive Report On February 18, at a press conference held by the Jincheng Municipal Committee News Center and the Jincheng Municipal People's Government News Office, in response to reporters' questions, Liang Rensuo, a second-level researcher at the Jincheng Municipal Development and Reform Commission, introduced the progress of the Jincheng Civil Airport and the Jinhou High-speed Railway.
Jincheng Civil Airport site is located in the southeast of the city, Taihang Mountain Village, Jincun Town, Zezhou County, with a straight distance of 9.2 kilometers from the city center. It is a civilian branch airport with a flight area of 4C and is suitable for A319, A320, A321, B737 series models. The designed runway is 2800 meters long and 45 meters wide. The terminal building covers an area of 10,000 square meters and covers an area of 3,340 mu. The total investment is estimated to be 2.482 billion yuan.
Since the start of the Jincheng Civil Airport Construction Project in 2016, under the high promotion of the Jincheng Municipal Party Committee and Municipal Government, and with the strong support of the National Development and Reform Commission, the Civil Aviation Administration and the military, the preliminary work of Jincheng Airport has made rapid progress.
2021 is a milestone year for Jincheng Civil Airport. On December 14, 2021, the State Civil Aviation Administration, the Development and Reform Commission, and the Ministry of Transport jointly issued the "14th Five-Year Plan for Civil Aviation Development Plan". Jincheng Civil Airport, as a newly built civil transport airport in the "14th Five-Year Plan", was officially included in the national civil aviation layout; the three supporting factors for project approval were basically completed: in May 2020, the State Civil Aviation Administration issued an industry review opinion, and the military and local agreement was officially signed in October 2021, and the fundraising plan will be reported to the provincial government soon; in June 2021, the experimental (research) section of the high-fill project that started construction ahead of schedule was progressing smoothly; after consultation and communication with the civil aviation authorities and design units, technical research work in the feasibility study and general planning stages was carried out in advance.
At present, the most difficult requirements for Jincheng civil airport have been overcome. Among the 38 similar airports across the country, Jincheng Civil Airport is the only airport to complete industry review and military-civilian agreements, and it is also the first airport to meet the conditions for approval and approval to the State Council and the Central Military Commission in the 14th Five-Year Plan.
According to Liang Rensuo, Jincheng Airport will mainly promote the following tasks in 2022: submit the project approval to the State Council and the Central Military Commission as soon as possible; continue to promote the construction of the experimental (research) section of the high-fill project to ensure completion as scheduled in June this year; coordinate the promotion of various preliminary work such as land acquisition, demolition and relocation; on the basis of obtaining the approval of the State Council and the Central Military Commission, 13 supporting requirements for the feasibility study stage will be completed, and the feasibility study, general planning and preliminary design will be approved, and the runway will be strived to start construction; and airport operation and talent training will be planned simultaneously.
According to the project construction plan, in 2023, Jincheng Civil Airport will complete bidding and start construction in full; and simultaneously start research on route flight layout. In 2024, we will orderly promote the construction of flight areas, terminal areas, off-site public supporting facilities and other projects; strive for route support. In 2025, completion acceptance, flight verification, test flight, and open operation.
Jinhou High-speed Railway Project Line is 169 kilometers long ( Jincheng City 104 kilometers, Linfen City 65 kilometers), with an estimated total investment of 23 billion yuan. The line is east-west, starting from the Jincheng East Station of the Taizheng High-speed Railway in Zezhou County, Jincheng City, with 6 new stations, passing through Jincheng City urban area, Yangcheng County , Qinshui County , yicheng County, Quwo County , and finally reaching Houma West Station of Daxi High-speed Railway in Houma City.
Liang Rensuo said that the implementation of this project can connect the two vertical channels of my country's "eight vertical and eight horizontal" high-speed railway network "Beijing-Kunming" and "Hunan", especially the connection between "Chang (Zheng)-Han (Dan)-Liao (City)" and "Han (City)-He (Zin)-Hou (Ma)" to form a fast east-west connection from Qingdao to Xi'an and Lanzhou in the east. It is of great strategic significance for optimizing the structure of the railway network in our province and even the country, helping the rise of the central region and the development of the western region, and promoting the ecological protection and high-quality development of the Yellow River basin.
Under the high promotion of the Jincheng Municipal Party Committee and Municipal Government, the Jinhou High-speed Railway has received high attention from relevant state ministries and commissions, the provincial party committee and government and the Provincial Development and Reform Commission, and supports Jincheng City in carrying out preliminary project planning research.
At present, Jincheng City and Linfen City jointly commissioned China Railway Engineering Design Group Co., Ltd. to prepare a pre-feasibility study report for the project; the project has been included in the provincial "Implementation Opinions on Implementing the Outline for the Construction of a Strong Transportation Country", "Shanxi Province Action Plan for Promoting the Construction of a Strong Transportation Country (2021-2022)" and "Shanxi Province's "14th Five-Year Plan" Modern Comprehensive Transportation System Development Plan".
Next step, Jincheng will strengthen in-depth communication with senior officials of relevant national ministries and commissions such as the National Development and Reform Commission, National Railway Administration and Railway Group , and strive to include the project in the " Medium- and Long-term Railway Network Planning " that the country is adjusting and revising and editing, and the national railway mid-term adjustment plan for the "14th Five-Year Plan", and strive to start construction at the end of the "14th Five-Year Plan".
