In August 2008, when the Political and Legal Committee of the Lanshan District Committee and the Judicial Bureau decided to explore the mediation mechanism of "three-mediation linkage, multiple-mediation docking" for administrative mediation and judicial mediation, Comrade Ge Liancai was happy to accept the appointment and became the chief people's mediator of the Lanshan District People's Mediation Committee. This has been in eleven years. Over the past eleven years, Ge Liancai has successfully mediated more than 7,000 conflicts and disputes of various types, including more than 2,000 marriage and family disputes, more than 150 inheritance disputes, more than 500 raising and raising disputes, more than 100 supporting disputes, more than 80 medical disputes, 6 petition cases, 10 foreign-related marriage relations, and 1 family dispute in Taiwan, with a total amount of more than 500 million yuan involved.

For ten years, Ge Liancai has traveled between the Transaction Committee, the Judicial Bureau and the People's Court, and traveled among the parties to the conflict and dispute. During this period, no one can tell how many legs he ran, how many words he said, and how much he was worried about. But the parties involved remembered that he successfully resolved all the cases of armed fighting or mass petitions caused by land acquisition and demolition, old village renovation, wage arrears, traffic accidents, medical and patient disputes.
In June 2009, 14 households in a village in Lanshan Street, had a dispute with the village committee over the issue of "reach and relocation fees" during the renovation of the old village. One of them won the lawsuit through two-instance litigation, while the other 13 households petitioned in groups. After hearing this, Ge Lian took the initiative to intervene in the mediation, visited each household and learned about it, read the evidence widely, mobilized and persuaded repeatedly, and based on existing precedents, after four trials of mediation, a mediation agreement was finally reached, and the parties stopped the lawsuit and stopped the visit. According to statistics, in recent years, Ge Liancai has quelled more than 100 major petitions and mass incidents.
There is no trivial matter in mass disputes. Ge Liancai believes that many small things may spread into big things. Based on this understanding, Ge Liancai actively mediated various complex and difficult disputes in the community and participated in the mediation of visits and litigation cases. In order to successfully mediate a dispute over the capital of shares left over from history, he traveled to and from counties and districts more than ten times, and got back hard-earned money for more than a dozen ordinary people. He also recovered wage arrears for many migrant workers in five provinces, Fujian, Anhui, Hunan, Henan and Shandong. He also mediated a house infringement dispute for an old Taiwanese man and helped him recover his own house...
Lu is a Taiwanese. Because he often went back to Linyi to visit relatives, he paid 10,000 US dollars to Chen (Lu's grandson) in June 2000, and entrusted him to buy a building in Linyi City to facilitate his family visits. Since the one-time payment for the house is discounted when buying a house, Chen paid another 45,000 yuan, totaling 144,186 yuan, and purchased a building. The two parties agreed: when Lu will not return to mainland China to visit relatives in the future and do not need a house, Chen will repay the house paid by Lu according to the original price when purchasing the house, and the house will belong to him. Two years later, Linyi real estate also quietly appreciated. In July 2008, Lu returned to the mainland to visit his relatives again, preparing to sell the building for RMB 250,000 before returning to Taiwan. After learning about it, Chen asked Lu to sell the house to him as agreed, or share the difference after selling the house at a high price. Lu did not agree with Chen's request, and the two parties had a dispute.
Ge Liancai conducted a detailed investigation and interview, and learned that Lu insisted on selling the building at a high price because Chen neglected to take care of him. In response to this conflict, Ge Liancai focused on mediating the relationship between the two parties, making Lu think about Chen's past filial piety, change his prejudice against his grandson, and agreed to return the purchase and decoration payments that Chen paid in advance.
Before returning to Taiwan, Lu made a special trip to the Lanshan District People's Mediation Committee with the banner "The Mainland People's Mediation Committee warms the hearts of Taiwanese compatriots". He held Ge Liancai's hand to express his gratitude and praised the mainland people's mediators for their high level.
overcome difficulties and maintain social stability and promote harmony
Mediation work is cumbersome and requires a certain degree of courage. As a mediator, when facing mass incidents, you dare to stand up, control complex situations, and prevent conflicts and disputes from intensifying. Over the past ten years, Ge Liancai has actively participated in the mediation of legal and litigation cases, and has truly shared the worries of the Party Committee and the government at the top and solved the problems of the people at the bottom.
For example, the baby born to Zhang in a hospital in the city was contaminated by amniotic fluid and meconium, and he moaned after giving birth. He found that the baby's head was seriously deformed. It did not improve after treatment by the hospital. After consultation by authoritative experts, the brain tissue softened, forming a doctor-patient dispute, and requested mediation.
After Ge Liancai learned about the situation from the hospital, he organized mediation between doctors and patients according to the work procedures. The dispute was mediated three times in person. During the third mediation, the patient was very excited and showed excessive behaviors such as petitioning and smashing the hospital. After patient persuasion and clearance, the two parties finally reached a mediation agreement: the hospital gave the patient a 38,000 yuan relief fund.
A dispute that may be transformed into a petition case was settled. He has dealt with nearly a hundred similar medical disputes. Sometimes, in order to prevent the parties from running less errands, he often mediates continuously until after ten o'clock in the evening. In Ge Liancai's mind, only by allowing the doctor and patient to be harmonious can he get off work and go home with peace of mind.
As a grassroots people's mediator, Ge Liancai works diligently and willingly contribute to the people's problems in his ordinary position. He has been recognized by leaders, respected by colleagues, and trusted by the masses. Ge Liancai has won many honorary titles such as "Outstanding People's Mediator", "Outstanding People's Mediation Expert", "Model of Benevolence and Morality", and "Messenger of Harmony". In 2011, he was awarded the honorary titles of "Outstanding Retired Cadre Party Member in the Province" and "The Most Beautiful Old Cadre Volunteer in Shandong Province" by the Organization Department of the Shandong Provincial Party Committee and the Provincial Veteran Cadre Bureau; in 2013, he was named "National Model People's Mediator" by the Ministry of Justice.
In June 2015, Meng Jianzhu, former member of the Political Bureau of the CPC Central Committee and Secretary of the Central Political and Legal Affairs Commission, met Ge Liancai during his inspection and investigation. He deeply praised Ge Liancai's spirit of mediation for ten years, his enthusiasm for mediation, fearlessness, stopping lawsuits and resolving conflicts, and willing to contribute.
The old horse is in the stable and has ambitions for thousands of miles. Ge Liancai used practical actions to fulfill the original aspiration and mission of a Communist Party member, but he took these honors and praises very lightly because he valued and enjoyed himself more. He used his hard work to build bridges of love for both parties to conflicts and disputes, and promoted social peace and tranquility.
