Recently, the Baishan Municipal Commission for Discipline Inspection and Supervision reported five typical cases of corruption involving gangs and evil forces and acting as "protective umbrellas" of gangs, namely:
1. Changbai County Former deputy procurator-general of the People's Procuratorate Zhu Bingyan and others acted as "protective umbrellas" of Wen's evil forces gang. In November 2015, Zhu Bingyan, former deputy procurator of the Changbai County People's Procuratorate, helped the criminal suspect Wen solve the case of illegal occupation of agricultural land through case filing supervision. Park Jae-zhi, the captain of the Senbao Brigade of Changbai Forest Public Security Bureau, and four others did not perform their work duties correctly, and illegally extended the contract for Wen to handle the land renewal of the logging site. They did not know the case in detail, and did not review the reasons for the procuratorate's inspection notice to revoke the case and file a review, resulting in Wen not being held criminally investigated. In February 2019, Zhu Bingyan was expelled from the party and removed from public office, and suspected illegal issues were transferred to judicial authorities for handling. Park Jae-sik was punished by removal from his party post and dismissal from his government office. The remaining three were subject to serious warnings within the party and demerits from his government office.
2. Liu Yuqing, former Party Secretary of Tai'an Township, Badaojiang District, Baishan City, and others acted as the "protective umbrella" of Li's evil forces. In order to achieve the purpose of closing mountains and raising forests and raising frogs, Li from Hunjiang District obtained the consent of Liu Yuqing, the former Party Secretary of Tai'an Township, Badaojiang District, Baishan City, and closed the Linjiagou Township Road by modifying the Linjia Communication route to Taiping Village and Hangou Village, which brought great inconvenience to villagers' travel and farming, and seriously disrupted the daily living order of villagers. Liu Yuqing, former Party Secretary of Tai'an Township, Badaojiang District, Baishan City, Li Zhiguo, former Party Secretary of Heigou Village, Qidaojiang Town, and seven others failed to perform their work responsibilities correctly, failed to supervise and responsibilities, which encouraged the spread of Li's evil forces. In March 2019, Liu Yuqing and Li Zhiguo were respectively given serious warnings within the party, and the remaining five were given warnings within the party and administrative demerits.
3. Linjiang Port Passenger Transport Station former station Zhao Tie, deputy station manager Pan Yuangong and others acted as the "protective umbrella" of Li's evil forces gang. In 2009, Li Mou of Linjiang Transport Management Office and Liu Jinzhong, an employee of Linjiang Port Passenger Transport Station, gathered unemployed persons, Song Mou, to collect "line fees" from the operating taxi drivers from Badaogou Town, Changbai County to Linjiang City by threats and intimidation, allowing illegal taxis to attract passengers near the Linjiang Port Passenger Transport Station, and provide protection for illegal operation. From 2009 to 2014, Li, Liu Jinzhong and three others charged Zhao and 12 other taxi drivers with a total of more than 59,800.00 yuan and more than 1,000.00 yuan. The former stationmaster of Linjiang Port Passenger Transport Station, Zhao Tie, deputy stationmaster Pan Yuangong and four others did not stop it after knowing that Liu Jinzhong illegally collected the "protection fee" of operating taxis, and failed to supervise the work and provided protection for illegal operation activities, which had adverse effects in society. In March 2019, Zhao Tie and Pan Yuangong were given serious warnings within the party, Liu Jinzhong was expelled from the party, and the remaining two were given warnings within the party and dismissed.
4.Jiangyuan DistrictHan Ke, a clerk of the Sixth Discipline Inspection and Supervision Office of the Commission for Discipline Inspection and Supervision, serves as a "protective umbrella" for criminal gangs. From 2013 to 2014, Han Ke, a clerk of the Sixth Discipline Inspection and Supervision Office of the Jiangyuan District Commission for Discipline Inspection and Supervision, borrowed money from Zhang, the legal person of Mingquan Real Estate Development Company, to obtain high interest. Because the borrower Zhang was unable to repay the loan, Han Ke and Feng jointly illegally detained Zhang. As a Communist Party member, Han Ke violated national laws and regulations. In March 2019, Han Ke was expelled from the Party and removed from public office, and suspected illegal issues were transferred to judicial authorities for handling.
5.Fusong County Comprehensive Law Enforcement Brigade Zhang Liwei, head of the North District Squadron of the Comprehensive Law Enforcement Brigade, acts as a "protective umbrella" for the illegal and criminal acts of "evil forces". On December 25, 2017 and January 5, 2018, Zhang Liwei, the former head of the North District Squadron of Fusong County Comprehensive Law Enforcement Brigade, accepted bribes from Xu Mou, a worker of Songjiang River Environmental Supervision Squadron and Feng Mou, a resident of Songjiang River Town, twice, and accused Xu Mou and Feng Mou of stealing humus soil near the riverside pump room of the administrative center of the North District. After receiving a report from the unit staff on the situation of land loss in the north area, Zhang Liwei knew that it was done by Xu and others, but did not report to the relevant leaders and relevant departments. In March 2018, Zhang Liwei was expelled from the Party and transferred suspected illegal issues to judicial authorities for handling. In August of the same year, he was expelled from public office.
notice pointed out that these five typical cases reflect that some party members, cadres and public officials have lost their party spirit principles, ignored party discipline and national laws, and colluded with criminal gangs and evil forces, seriously harmed the interests of the masses and must be severely punished in accordance with discipline and law.
notice requires that party organizations at all levels in the city should further improve their political stance and political awareness, and regard resolutely winning the tough battle to crack down on gangsters and eliminate evil as a practical action to practice the "four consciousnesses" and implement the "two safeguards", and place them in a more prominent position, effectively strengthen organizational leadership, and promote them effectively, orderly and effectively. Party members and cadres across the city should learn from the case and keep the alarm bell ringing, consciously draw a clear line with the evil forces, and resolutely fight against all kinds of evil forces.
