1. Implementation of the National Economic and Social Development Plan in 2019

It is estimated that among the 15 economic and social development indicators determined at the beginning of the year, 9 indicators have completed or exceeded the expected target: the total retail sales of consumer goods of 10.8 billion yuan, an increase of 10.3%, 0.3 percentage points higher than the expected target; the total foreign trade exports were 1.883 billion yuan, an increase of 6.3%, 3.3 percentage points higher than the expected target; the per capita disposable income of urban residents is 34,753 yuan, an increase of 8%, reaching the expected growth rate; the per capita disposable income of rural residents is 18,908 yuan, an increase of 9.6%, 1 percentage point higher than the expected target; the registered urban unemployment rate of urban registered unemployment rate of 3.8%, the natural population growth rate of 3.22‰, the comprehensive energy consumption per unit of GDP decreased by 3.16%, the emission of major pollutants, and the mortality rate of safety accidents of RMB 100 million yuan are all controlled within the task issued by Nanping . The year saw 199 new "five batches" projects with a total investment of 28.06 billion yuan, of which 56 new plans were added, 37 new contracts were signed, 71 new constructions were started, and 35 new productions were put into production. The "five batches" project work won the province's second quarter positive incentive reward. 27 investment projects have been implemented, involving a total of 41 projects, with an estimated investment of 1.58 billion yuan, accounting for 148.2% of the annual plan. Vigorously implement the rural revitalization strategy, complete the planning, and rely on the Komatsu Demonstration Zone to form a rural revitalization demonstration belt with a highly integrated "three industries"; arrange 37.8 million yuan of bonds to support rural revitalization construction, and the first batch of 11 million yuan has been issued. Agricultural investment has been continuously increasing, and 64.46 million yuan of funds have been obtained to implement 30 agricultural industrial projects; the construction of provincial farmers' entrepreneurship demonstration bases has been fully promoted, and 1.4 million yuan of provincial funds have been obtained to subsidize three agricultural enterprise projects in Xiaosong Town; and 15 million yuan of financial subsidies have been allocated to promote the resource utilization of livestock and poultry manure. The ability to serve enterprises has been continuously improved, and the "Real Economy Service and 100 Enterprises' Large-scale Visits and Investigations and Assistance" activities have been carried out, and in-depth visits and investigations by enterprises and projects have been conducted to solve problems and promote development. The visit rate has reached 100%, the number of visitors has reached 1,282, and 56 problems have been coordinated and solved, further creating a "friendly" and "clear" government and business environment. The financing channels of enterprises are constantly expanding, and the municipal government invested 16.6 million yuan to jointly acquire Xinwuyi Pharmaceutical with Zhangzhou Narcissus Pharmaceutical; the enterprise loan transfer assistance fund successfully handled 330 loan transfers and 640 million yuan throughout the year, effectively alleviating the problem of "difficulty in financing and guarantees" of enterprises. The efforts to attract investment have been strengthened, and the connection between private enterprises has been implemented, and 21 new industrial investment promotion contract projects have been completed, and 16 private enterprise projects have been connected with a total investment of 3.506 billion yuan; and the companies such as Fujian Zhujun Bamboo Industry, Panoramic Wood Industry, Wanmei Bamboo Industry, Meiju Furniture, Ruijing Wood Industry, Xinyi Bamboo Wood, and Xinluyuan Automobile Dismantling have been successfully introduced to settle in the industrial park. The development of the logistics industry has accelerated, and the integration of "Four Connections and One-Da" express delivery has been integrated to establish the "Ant Gang" company. It has basically established a three-level distribution system for counties, townships and villages. The coverage rate of logistics service stations or transit areas is 100%, and it is making every effort to open up the "first kilometer" and "last kilometer" channels for logistics; the construction of Shaowu agricultural supplies Jianou city smart agricultural supplies logistics distribution center; Fujian e-commerce express distribution center is being accelerated in the preliminary work. All 218 established villages have been equipped with full-time cleaners; 8 township sewage treatment facilities in 8 townships, including Dikou Town, , Fangdao Town, etc. have completed the construction of factory areas; 7 public toilets in urban areas, 6 townships, and 3 new mobile public toilets; 3 new public parking lots have been built, and 350 new parking spaces have been added to standardize the parking order of vehicles in urban areas; 1,954 illegal buildings have been demolished in accordance with the law. The construction of beautiful villages has been steadily promoted. The construction of 19 "beautiful villages" including Lukou Village in Nanya Town has completed an investment of 37.5 million yuan, accounting for 229% of the annual plan; Xiaosong Town and Dongfeng Town have been listed as provincial rural revitalization characteristic towns, Dikou Xiyuan Village, Dongyou Qitou Village, and Dongfeng Peiqiao Village have been successfully selected into the "Fifth Batch of Traditional Chinese Villages" list; our city was the first in the province to start the creation of provincial forest towns and was selected as the first batch of "Beautiful China·Deep Breathing" small town high-quality development experimental zones.

The medical and health service capacity is constantly improving, the construction of medical and health infrastructure is accelerating, the renovation and expansion project of the Municipal Third Hospital and the Dikou Health Center have been completed and put into use, the overall relocation project of the Municipal Maternal and Child Health Hospital and the Pediatric Ward Building within the Municipal Hospital are being renovated, and the medical and nursing project of the Municipal Integrated Traditional Chinese and Western Medicine Hospital has won 50 million yuan of funds from the central budget and started construction.The cultural and sports undertakings have been carried out in a solid manner, and the "I'm in love with the Party, I'm in love with youth" thousand-person walking activity, and the large-scale cultural and artistic evening party to celebrate the 70th anniversary of the founding of New China by "Never forget the original aspiration and keep the mission in mind"; the Qiqing Bridge was approved as the eighth batch of national key cultural relics protection units; the reconstruction of the stadium plastic runway in the new district was completed and opened to the public; the protection and repair of the Dongyue Temple, the repair and protection project of the former site of the Fujian Northern Interim Commission were carried out in an orderly manner. The efforts to help poverty alleviation continue to strengthen, and 723 new general civil servants from municipal units have been added to carry out linkage assistance work; 1,925 households and 96.1395 million yuan of poverty alleviation micro-loans were issued to support poor households in their own development and income generation; implement health poverty alleviation, the government invested in purchasing and supporting commercial insurance for poor households in the city to establish files and cards. As of now, a total of 89 people and 904,000 yuan of compensation have been paid; public welfare jobs have been developed to help poverty alleviation, 155 poor households have enjoyed employment policies, and 1.9575 million yuan of job subsidies have been issued.

Overall, the city's economy and society maintained a stable development trend in 2019, overcame difficulties in making progress in the economic downturn, and made some achievements. However, we should be clear that the current development situation is still very serious and economic and social development still faces many difficulties and challenges. First, the pressure on to stabilize growth has increased. Affected by multiple factors such as domestic and foreign markets and rising comprehensive costs, the growth momentum has slowed down. Some industries lack positive subsequent growth points, and the foundation for stable and rapid growth of the real economy is not stable enough. Second, has a prominent contradiction in fiscal revenue and expenditure, and tax reduction and fee reduction and various revenue reduction factors are superimposed. The rigid pressure of increasing expenditure in various reforms, people's livelihood expenditure and key project construction is prominent, and the pressure of balance between fiscal revenue and expenditure is relatively high; the proportion of tax revenue and expenditure in local public fiscal revenue is low, and the quality of income needs to be further improved urgently. Third, investment potential is insufficient and there is a lack of reserves for subsequent large projects. Among the "five batches" projects, there are not many large projects, new projects, especially productive projects, and the investment growth momentum is weakened, and the endogenous momentum of economic growth is insufficient. Fourth, There are still some shortcomings in the field of people's livelihood. With the continuous development of the economy and society, the people's demand for high-quality public services such as education, medical care, elderly care, culture and sports has further increased, and the level of social development in our city is still a certain gap compared with the needs of the people. We will attach great importance to the above issues, take effective measures and seriously solve them.

2. Expected goals and main measures for economic and social development in 2020

To achieve the above goals, in 2020, we must earnestly organize and carry out the "Innovation Breakthrough Year" activities in accordance with the arrangements and deployments of the province and Nanping City, and focus on cultivating the "four major economies" such as the real economy, the digital economy, the return economy and the night economy, and organize and implement the "six major actions" such as the green industry agglomeration action, major project docking action, the top leader investment promotion action, the human settlement environment improvement action, the rural revitalization demonstration action, and the business environment optimization action, and accelerate the construction of the "four riches and four beauties" in the new era with new concepts and new ideas. The key is to implement five aspects of work:

(I) Stabilize investment and consolidate the potential for sustainable development

In promoting project work, we must first strengthen project implementation. Focusing on promoting start-up, promoting degree and production, we will further improve the coordination and promotion of key projects, strengthen project tracking services, and ensure that the projects are completed, built quickly, achieved early results and excellent quality. Second, we must strengthen the early stage of the project. Guide and help project owners to speed up the preliminary work, improve their approval service capabilities, further streamline the approval procedures, and ensure that the investment entities implement a batch, complete a batch of project approval procedures, and promote a batch of construction approval, forming a rolling virtuous cycle. Third, we must strengthen project elements guarantees. With grain, tea, bamboo shoots, fruits and vegetables, and edible fungi as the development focus, we actively plan and reserve a batch of modern green agricultural projects, and use projects as support and drive to drive agricultural economic growth. Focus on the support policies of superiors, guide various factors such as funds, technology, and talents to gather in our city, improve the level of integrated development of the first, second and third industries, promote the construction of the National Rural Industry Integration Development Demonstration Park, the National Modern Agricultural Demonstration Zone, the Komatsu Provincial Farmers Entrepreneurship Demonstration Base, and the Komatsu Agricultural Industrial Strong Town, and steadily promote the implementation of projects such as Chenxi Seed Industry, Sunshine Seed Industry, secondary three-dimensional vegetable cultivation, and 100-meter grain processing workshop. Accelerate the pace of technical transformation of enterprises, promote the construction of projects such as the Lishu annual output of 300,000 tons of white wood pulp noodle paper production line (Phase II), and strive to complete and put into production of Dazhuang Bamboo Industry's annual output of 40,000 cubic meters of bamboo-based fiber composite materials and bamboo integrated materials deep processing industrialization project, and the Choling (Shengdi) wind farm to promote quality and efficiency improvement. Improve the innovation capabilities of enterprises, guide enterprises to increase R&D investment, enhance independent R&D, manufacturing and supporting capabilities, actively apply for the creation of national agricultural science and technology parks and provincial high-tech industrial parks, and strive to cultivate 1 new national or provincial high-tech enterprise and 3 provincial science and technology-based enterprises. Improve the development level of industrial parks, further coordinate the construction of supporting infrastructure such as water supply and power supply, transportation road network, sewage treatment, solid waste and hazardous waste treatment, promote the construction of a platform at a high starting point, actively plan the construction of glass fiber industrial parks, open up the industrial layout structure, and provide a spatial bearing for the concentrated agglomeration of industries; at the same time, accelerate the progress of "cleaning up zombie enterprises and revitalizing existing land", promote secondary in-depth development, and break through the bottleneck of project implementation.
