The court sentenced the main culprit Lan to 11 years in prison and a fine of 50,000 yuan for multiple crimes of kidnapping, robbery and extortion. The other defendants Su Mourong, Huang Moucheng, Liang Moufa, Hu Mouqiang and Wei Mouning were sentenced to seven years to three years in prison and fined between 25,000 and 10,000 yuan respectively. This case is the first case of a crime of evil forces that has been filed for public prosecution since the special campaign to combat organized crime and eliminate evil has been publicly prosecuted.

Case Review:

Starting from 2018, the defendant Lan (from Mashan County, Guangxi) colluded with the defendants Su Mourong, Huang Moucheng, Liang Moufa, Hu Mouqiang and Wei Mouning to commit criminal activities many times on the grounds that the victim "owed money" for the purpose of illegal possession. At around 20:00 on January 12, 2018, the defendant Lan, together with the defendants Su Mourong (from Nanning City, Guangxi) and Huang Moucheng (from Hengxian County, Guangxi) took the victim Zhong Mouxiang away and beat him in an Internet cafe on Beining Street, Xingning District, Nanning City, and fabricated the fact that the victim "owed money" and asked the victim to "repay money". Later, the defendant Lan threatened the victim's mother to give money by telephone and obtained 7,850 yuan from the victim's mother.

At around 0:00 on January 14, 2018, the defendants Lan, Liang Moufa (3 people in Jiangzhou District, Chongzuo City, Guangxi) and Su Mourong took the victim Chen Mouliang away in an Internet cafe on Beining Street, Xingning District, Nanning City and fabricated the fact that the victim "owed money from the company" and threatened the victim to repay the money. Later, the defendant Lan directly used the victim's mobile phone to borrow 2,600 yuan online and then transferred it to his account. By around 3 a.m., the defendants Lan and Liang took the victim Chen Liang to a hotel room to guard the victim. The defendant Hu Mouqiang (from Nanning City, Guangxi) went to the hotel room to assist in guarding the victim at around 9 a.m. that day. At around 14:00 on the same day, Lan and three others asked the victim to leave after he was unable to continue applying for a loan due to the fact that the victim could not continue to apply for a loan on his mobile phone.

From January 15 to 22, 2018, the defendant Lan took advantage of the victim Chen Mouliang's fear to ask the victim to transfer money and repay the money, "borrow money" from the victim, ask the victim to provide the account and password, and ask the victim to scan the QR code, etc., to ask the victim to ask the victim to ask the victim to make money for a total of RMB 8,000.

At around 1:00 on January 20, 2018, the defendants Lan, Liang, Hu, and Wei Mouning (from Mashan County, Guangxi) took the victim Zhang Moudi away and asked to "repay money" in the Metropolitan Internet Cafe on Beining Street, Xingning District, Nanning City. Due to the revolt of the victim, the defendants Lan, Liang, Hu, and Wei Mouning beat the victim. During this period, Wei Mouning snatched the victim a mobile phone worth 1,720 yuan.

From February to May 2018, Lan, Su Mourong, Huang Moucheng, Liang Moufa, Hu Mouqiang and Wei Mouning were successively criminally detained by the Xingning Branch of the Nanning Public Security Bureau. After the approval of the People's Procuratorate of Xingning District, Nanning City, Lan Mourong, Huang Mourong, Liang Moufa, Hu Mouqiang and Wei Mouning were successively arrested by the Xingning Branch of the Nanning Public Security Bureau. On September 6, 2018, the Xingning District Procuratorate filed a public prosecution against Lan Mou, Su Mourong, Huang Moucheng, Liang Moufa, Hu Mouqiang and Wei Mouning in accordance with the law.
