Recently, the National Health Commission and the Ministry of Education issued the "Technical Plan for Prevention and Control of the New Coronavirus Pneumonia in Autumn and Winter (Updated Version)" suitable for colleges and universities, primary and secondary schools, and childcare institutions, respectively, to orderly promote the resumption of classes in the fall semester, and provide guidance on different situations such as preparation before school starts, management after school starts, and emergency response.
The Ministry of Education recently issued the "Notice on Doing a Good Job in Education and Teaching and Epidemic Prevention and Control in the Autumn Semester of 2020", and coordinated the work of education and teaching in the fall semester and the prevention and control of the new crown pneumonia epidemic.
Faced with various questions from teachers, students and society about the start of the fall school, Wang Dengfeng, director of the Office of the Leading Group for the Ministry of Education’s Epidemic Response, recently, responded to concerns.

Why do you get wrong with the staggered start of school?
Do children returning to school in low-risk areas still need to be isolated?
Question: The opening of school is a matter involving 280 million students and about 20 million teachers. What is the main problem of staggered school opening? How to stagger the peak? What goals should be achieved when staggering peaks?
Wang Dengfeng, Director of the Office of the Leading Group for the Ministry of Education’s Epidemic Response: Whether it is colleges and primary and secondary schools, they all face the problem of students coming from different risk areas. Therefore, students from different regions must stagger their return hours, which is an objective requirement.
First, students from medium and high-risk areas must undergo self-or-centered 14-day medical observation before returning to school. Only when the nucleic acid test is negative within 7 days can they return to school. According to the latest released and revised "Technical Plan for Prevention and Control of the New Coronavirus Pneumonia in Autumn and Winter (Updated Version)", students returning from low-risk areas do not need to be quarantined before returning to school, but they must take good protection along the way. After entering school, they must strictly follow the requirements of campus epidemic prevention and control.
Second, for colleges and universities, if all students return to campus at one time, reporting is a problem. From the requirements of epidemic prevention and control to the implementation of temperature testing, if the number of people is staggered for one or two days, the number of people per day will not be that many, which is also very necessary for the orderly start of school school.
In addition, for every school, if all students come back and enter the school gate at once, including dormitories, classrooms and other public places, the density of people is too high, which may bring greater risks, so it is necessary to stagger the peak within the school.

Keeping the school gate well does not mean that the school is completely closed
Question: In the "Technical Plan for Prevention and Control of the New Coronavirus Pneumonia in Autumn and Winter (Updated Version)", it is particularly emphasized that the school gate is closed, but it does not forcefully say that students will never be allowed to leave the school gate. How to close the school gate in this situation?
Wang Dengfeng: Keeping the school gate and closed management are two concepts. Closed management means that students are not allowed to leave the campus without any special circumstances after entering the campus. Strictly controlling the school gate is to ensure that everyone entering the campus is healthy, so teachers and students entering and leaving the school gate must check their ID documents and their body temperatures. If you leave the campus and go, your movement trajectory must be very clear and you must report it to the relevant departments. Therefore, from the perspective of school gate control, there is no need to not leave the school gate; if there is something to do and work to do, it is also OK to leave the school gate.

Do teachers and students need to undergo nucleic acid testing?
Wang Dengfeng: There are no unified requirements. Many places have their own requirements. For example, students and teachers from medium and high-risk areas need to undergo nucleic acid testing and medical observation. Nucleic acid testing may not necessarily occur from low-risk areas. This still requires local and schools to make arrangements based on local epidemic prevention and control requirements.

Do you wear a mask after school?
Wang Dengfeng: According to the latest "Technical Plan", all schools, from kindergarten to university, can not wear masks on campus.But considering these situations, it is necessary to keep masks regularly: ① If there are special circumstances in the school, such as someone in the class suddenly has a fever or some other physical abnormalities, other students may also wear masks. ② If there is a sudden outbreak of the epidemic, the emergency plan must be launched urgently, and relevant personnel may be required to take corresponding prevention and control measures, the first thing to do is to wear a mask.

Can college students leave school during the National Day holiday?
Question: After school starts, the National Day holiday will be ushered in not long after. Can students go home during the holidays? Can I go to a low-risk area?
Wang Dengfeng: In principle, all local schools should formulate some relevant regulations on their own. In fact, it can be considered that if a college student wants to go home during the National Day holiday or travel outside the country, then when he comes back, the requirements are actually the same as when the autumn semester first starts, so this matter should be decided by each school themselves.
In response to the concerns of teachers and students in the capital, relevant officials of the Beijing Municipal Education Committee also gave authoritative answers to the recent situation of Beijing's autumn school opening and normalized epidemic prevention work.
1. Beijing college, middle school and primary school students still need to wear masks to enter school
. We make such judgments mainly based on three considerations. First, in the process of normalizing epidemic prevention and control, the student group and school environment are still of special nature. Because students have to gather together to study and live, the corresponding prevention and control measures should be stricter than other groups in society; second, considering that Beijing has experienced the rebound of the epidemic, in this process, we found that the school adopts relatively higher prevention and control standards and requirements for internal prevention and control in schools is of more significance to the prevention and control within the school; third, considering that in autumn, wearing masks can also prevent seasonal influenza and other infectious diseases. Therefore, this time the school starts, teachers, students and staff of colleges, middle schools and primary schools insist on wearing masks during school, and do not wear masks when outdoor activities are not gathered or contacted.
2. Teachers and students returning to Beijing from abroad must be subject to centralized medical observation and nucleic acid testing
Teachers, students and staff in primary and secondary schools in low-risk areas shall return to school with the "green code" of health pass; teachers, students and staff in primary and secondary schools in medium-risk areas shall return to school after centralized or home medical observation for 14 days, and report to school with the "green code" of health pass and the negative nucleic acid test certificate within 7 days; teachers, students and staff in primary and secondary schools in high-risk areas shall not return to school for the time being.
The teachers, students and staff who have returned from abroad recently have strictly implemented control measures for those returning to Beijing from abroad. After the centralized medical observation is lifted, they will return to school with a negative nucleic acid test certificate within 7 days and a "green code" of the health pass code.
3. The school will pay the nucleic acid test fee for college students returning to school
Regarding the issue of the cost of college students returning to school nucleic acid test, the city’s documents have made it clear that the school will pay. At the same time, universities are required to guide students to conduct nucleic acid testing based on the local area. If the student’s location does not meet the conditions for nucleic acid testing, he or she can first return to Beijing to school with a health "green code" and move to the school’s health observation point. After the nucleic acid test is negative, he or she can transfer to normal study and life.
4. After the start of school, the air classroom courses in primary and secondary schools will be launched simultaneously. Starting from September, the courses in all grades of primary and secondary schools will be launched simultaneously in the air classroom, providing guarantees for the realization of online and offline courses to switch online and offline courses at any time and seamless connection, and students will not stop learning.
All schools will carefully sort out and summarize experiences and practices in online teaching, return to school, etc., accurately analyze the learning situation, and improve the pertinence of teaching work in the new semester. In particular, they must provide home-based learning guidance and family education guidance for students who cannot come to school due to the epidemic, so as to ensure that they are consistent with the learning progress and learning content of students.
5. Kindergartens should strengthen morning, afternoon and evening inspections
Kindergartens should prepare for the start of school in accordance with epidemic prevention requirements. Before the children return to the kindergarten, parents signed the "Personal Commitment Letter for Epidemic Prevention and Control" and the "Child Health Commitment Letter".All faculty and staff must hold a negative nucleic acid test certificate within 7 days when returning to the kindergarten; the kindergarten should train all faculty and staff, especially new faculty and staff. In addition to regular business training, it should also strengthen health training such as epidemic prevention; improve and refine the system and process to ensure the quality of all aspects of life on a day, and carry out the "first lesson of the school start" based on classes; the kindergarten should strengthen morning, afternoon and evening inspections; the teachers and staff in the kindergarten should wear masks and fulfill their responsibilities.
At the same time, kindergartens should pay special attention to alleviating the separation anxiety of new children in small classes.
6. Vocational colleges plan internships and training as soon as possible
All vocational colleges should follow the requirements of the series of documents and combine professional characteristics to popularize life and health education and health prevention knowledge into students' professional qualities, so that students can establish scientific concepts of health and hygiene, master the knowledge and skills of epidemic prevention and control, and consciously cooperate with the school to do a good job in prevention and control. Schools can make full use of the favorable opportunity of low-risk epidemics, adjust teaching arrangements appropriately according to the teaching plan, plan internships and training as soon as possible, and arrange students' cognitive internships, on-the-job internships, and on-the-job internships in advance. At the same time, the school should sign a tripartite agreement with cooperative units and students to clarify health protection requirements and responsibilities, and ensure students' safety and health.
