Citizen Mr. He recently reported to the Shenzhen Business News that he sent the van to a designated motor vehicle recycling company in Shenzhen to apply for scrapping. After deducting the cost of self-required trailer, the scrap money he received was only more than 200 yuan, which is far lower than the price of selling used cars and scrap iron. The reporter's investigation found that the serious problems in Shenzhen's scrapped vehicle recycling market need to be solved urgently.
van scrapping only costs more than 200 yuan
According to Mr. He, his van has been driving for ten years and has reached the scrapping period. So in August this year, he went to Shenzhen Scrap Vehicle Recycling Co., Ltd. in Xili Street, Nanshan District to cancel and scrap the vehicle. To his surprise, the recycling price of scrapped cars is 450 yuan/ton. The staff calculated for him that the van weighed 1.5 tons and the scrap price was 675 yuan. Afterwards, he had to pay more than 400 yuan out of his own pocket and ask the trailer company to drag the van from his home in Futian District to the scrap yard in Shajing, Bao'an District. After the process was completed, Mr. He actually obtained only more than 200 yuan in scrap money.
In addition to the poorly low price, Mr. He also complained that like many citizens, he spent three or four trips to complete the procedures because of his unfamiliarity with scrapped business, as well as the restrictions on the service hall of scrapped car recycling company and the small number of service windows.
"If I had known the price was so low and so hard, it would be better to sell it as scrap iron or sell a used car, and I could still earn more than 1,000 yuan." Mr. He felt helpless about this experience.
scrapped car residual value is 450 yuan/ton
It is understood that Shenzhen scrapped car recycling Co., Ltd. is the only official designated scrapped car recycling (disassembly) special company in Shenzhen.
The reporter called the company's business department yesterday. The staff said that the company has a superior document regarding the recycling price of scrapped vehicles, that is, the residual value of scrapped vehicles is calculated at 450 yuan/ton, which is a national unified standard. Only scrapped vehicles belong to yellow-label vehicles can enjoy additional subsidies. The scrapped company will dismantle the scrapped vehicles and issue a cancellation certificate and a scrap certificate for the car owner to go to the vehicle management office for business use. The dismantled vehicle is destroyed.
New regulations implemented by Shenzhen Scrap Vehicle Recycling Co., Ltd. from July 7, 2014: Car owners cannot obtain free trailer services for scrapped vehicles, completely cancel self-delivery rewards for each venue, and if they fail to complete the scrapping procedures for more than 3 working days, the grounds of 10 yuan/day are charged, the reason is "changes in the actual development of the company and related business adjustments."
According to the reporter's inquiry, Article 19 of the "Regulations on the Recycling of Scrapped Automobile" issued in 2001 stipulates that the purchase price of scrapped automobiles shall be converted according to the metal content and shall be priced based on the market price of scrap metals. Subsequently, the reporter contacted several scrap recycling companies in Shenzhen and learned that according to the quality, the scrap iron recycling price is 1,200-2,000 yuan/ton, far higher than the scrap truck recycling price of 450 yuan per ton. However, it cannot provide a certificate of cancellation and scrapping.
Cars are cheap to breed "zombie cars" and "renovation cars"
The profit of scrapped vehicles is not as good as selling scrap iron. During the investigation, the reporter found that some car owners chose to sell their vehicles to the used car market, or simply threw the vehicles on the side of the road or under a big tree. On some sections of Shangbao Road in Bao'an Central District and Futian District, the reporter saw some broken private cars covered with dust and leaves, which had not moved for almost half a year. Some tires were flat, and some license plates and wipers flew away, becoming zombie cars that were unpredictable. As we all know, the market for refurbishment of scrapped cars has not only caused traffic hazards to endanger the safety of lives and property, but also has serious environmental pollution problems.
reporter learned from the Vehicle Management Office of the Traffic Police Bureau of Shenzhen Public Security Bureau that when the vehicle reaches its scrapping period, the owner must go to a formal scrapping company designated by Shenzhen to cancel and scrap, and issue a cancellation certificate and scrap certificate. If the owner sells the vehicle that has reached the mandatory scrapping standard again, or leaves it alone, and does not cancel the scrapping company, it will be blacklisted, affecting the car purchase and registration of the license plate in the future.
It is understood that according to the "Regulations on the Management of Scrapped Car Recycling", if a scrapped car recycling enterprise has not obtained the qualification certification and engages in scrapped car recycling activities without authorization, the industrial and commercial administrative department will confiscate the illegally recycled scrapped cars, the "five assembly" and other spare parts, and send them to the scrapped car recycling enterprise to dismantle, confiscate the illegal gains and impose a fine and revoke the business license.
Nearly 4,000 vehicles have not been scrapped on time
According to official data, the number of motor vehicles in Shenzhen is expected to exceed 3 million in December 2014. Currently, the density of vehicles per kilometer has exceeded 440, ranking first in the country. These figures have shown a significant upward trend year by year in the past 10 years, meaning that scrapped vehicles will continue to increase in the next few years, becoming a new problem for cities.
"Grievances hurt farmers". Faced with the huge market for scrapped vehicles, car owners are not active in scrapping according to law.
The reporter browsed the website of the Vehicle Management Office of Shenzhen Traffic Police Bureau and found that as of June 30, 2014, only 3,881 motor vehicles (motorcycles) of various types registered in Shenzhen have met the mandatory scrapping standard, but they have not yet gone to the Vehicle Management Office to complete the cancellation registration procedures. These include 1,444 large cars, 2,122 small cars, 266 foreign cars, 24 police cars, etc. Whether these vehicles are still driving on the road or flowing into the used car market has become a "time bomb" that has become a safety hazard.
