In two days, UN Security Council and UN General Assembly conducted multiple rounds of votes on humanitarian issues involving Ukraine. Surprisingly, the voting results were very different. Some were passed in an overwhelming situation, while some were abstained by various countries, and some were even rejected before the vote. This phenomenon is incredible.
On March 23, the UN Security Council voted on the draft humanitarian issue proposed by Russia. Among the 15 Security Council member states, China and Russia only agreed, and 13 countries abstained. The draft was not passed in the end. Representatives of the United States, Britain and other parties even proposed that if Russia does not admit its "crime", it will never vote for it.
Looking at the content of the draft proposed by Russia, it mainly calls on the international level to provide humanitarian assistance to the Ukrainian people in need, and does not involve any political content. Although the Russian representative explained it before the vote, Western countries did not buy it. Just because this resolution was proposed by Russia, they rashly abstained regardless of the content of the draft. This behavior is a typical manifestation of politicizing humanitarian issues.
On March 24, at the request of the United States and Ukraine and other countries, the United Nations General Assembly held the second meeting of the 11th emergency special meeting and voted on the draft humanitarian issue submitted by 61 member states including Ukraine. The voting results were completely opposite. 140 countries agreed, 38 abstentions and 5 votes against, and the draft was finally passed.

The difference is not only the difference between the proposed party, but also the content of the draft. This point is more obvious in the draft proposed by South Africa. Shortly after voting on the draft proposed by Ukraine and other countries, the member states of the UN General Assembly consulted on the draft proposed by South Africa called "Humanitarian Situation caused by the Ukrainian Conflict ". Ukraine opposed the vote on the draft. The UN General Assembly had no choice but to solicit opinions in the form of a vote. In the end, there were 67 votes against, 50 votes in favor, and 36 abstentions. South Africa's draft was not even qualified to attend the meeting.
The fundamental reason is that the draft proposed by South Africa only contains the content of providing humanitarian assistance to Ukraine and does not "condemn" Russia, which is also an important reason for the abrupt death of the draft.
Through these three rounds of humanitarian voting, it is not difficult to see a fact that in the situation in Ukraine, many countries have been swept up by the United States and other Western countries, and have been taken under various sanctions from Western countries, so they dare not make a sound of justice, which ultimately led to the emergence of the "double standard" voting results.
Regarding this phenomenon, the Chinese representative pointed out that the Ukrainian crisis has brought a significant impact on the world. Due to the indiscriminate sanctions by Western countries, the international economic, trade, finance, energy, food and other fields have been greatly impacted, seriously affecting the lives of people in various countries. Other countries should not be involved in this conflict and bear the results of geopolitical conflicts and the game between major powers; China also pointed out that respecting the sovereignty and territorial integrity of all countries is the basic international norm, there should be no exceptions, and there should be double standards. In this case, China abstained from the vote.
China has been a country suffering from war in history. No one understands the difficulties of the people and the importance of humanitarian aid better than us. Looking back at the development of the situation in Ukraine, China has always adhered to dialogue and negotiation, actively participated in humanitarian aid, and called on the international community to play a positive role, rather than implementing "double standards" and unilateral sanctions arbitrarily, fearing that the world will not be in chaos.
Under the manipulation of the United States and other Western countries, this "double standard" vote will not only cool down the situation in Ukraine, but will also make international humanitarian assistance to Ukraine difficult.
