Carbon Three-Carbon Four is about 51.5 billion yuan, and it is built in two phases. The first phase of the project has an investment of approximately 12.8 billion yuan, covering an area of 2,340 mu, and mainly builds a 600,000 tons/year propane dehydrogenation device, an 800,000 tons/year butane isomerization device, a 300,000 tons/year propane oxide co-production 780,000 tons/year tert-butanol device, a 150,000 tons/year synthesis ammonia device, and public engineering and auxiliary engineering facilities. The per mu investment intensity of the project reached 5.47 million yuan, the per mu output value reached 5.04 million yuan, and the per mu tax revenue reached 600,000 yuan. After the project reaches full production, it can achieve operating income of 11.8 billion yuan and profits and taxes of 3.23 billion yuan.
In May 2020, the 100,000 tons/year oil-based needle coke production project was officially launched in Beihai New District . The core device of the
project is 300,000 tons/year propylene oxide co-produced 780,000 tons/year tert-butanol (PO/TBA) device. It adopts the new PO/TBA co-oxidation method technology developed in cooperation with Tsinghua Industrial Research Institute. It is the first PO/TBA industrialization technology with independent intellectual property rights in China. It is the third industrialization device with independent intellectual property rights in the world. It breaks the technology monopoly of international giants, reduces the project investment cost by 1/3 and increases the profit margin by about 10%. It is the first time in the world that mass transfer and reaction separation is achieved. There is no gaseous oxygen in the entire reaction process, which greatly improves the safety of the process. The technology successfully completed a landmark industrialization experiment on December 17, 2020. The carbon three and carbon four comprehensive utilization projects have been included in the major projects in Shandong Province in 2020, and have successfully solved the "small, low, and weak" problems of saline-alkali land with small investment intensity, low output efficiency and weak industrial driving capacity. It is a leading project for Binzhou Beihai Economic Development Zone to develop large-scale high-end chemical and bulk high-value-added chemical new materials industries and build Binzhou's world high-end chemical industry base, with significant advantages and characteristics.
This project is a leading project for Beihai Economic Development Zone to build a "gas head and tail" industrial chain and product chain using LPG as raw material. The propylene, propylene oxide, isobutane and tert-butanol resources brought by the project will form a strong industrial cluster effect, laying a solid foundation for the Beihai Economic Development Zone to build a world-class high-end functional chemicals, new materials and new energy base.
Binzhou Yuneng Chemical Co., Ltd. NMP production device technology and control process are internationally leading.
South Korea's Jaewon Yuneng Ultra-clean high-purity microelectronic solvent (NMP) and supporting projects were jointly funded by Binzhou Yuneng Chemical Co., Ltd. and South Korea's Jaewon Co., Ltd. The project is a signed project in the 2019 Japan-Korea Business Week. It is the first pilot project in the city's "start construction as soon as you acquire land" approval model. The total investment of the project is RMB 580 million, covering an area of 111 mu, with an average investment of RMB 5.3 million. It will build a 30,000 tons/year high-purity NMP, 14,000 tons/year TDS conductive paste, 30,000 tons/year high-purity GBL, 15,000 tons/year cyclohexylamine, and 50,000 tons/year regeneration NMP device. At present, the project has been fully accelerated and is planned to be put into production in August 2021. After the project reaches full production, it can achieve an annual output value of 2.4 billion yuan and a tax revenue of 137 million yuan.
The comprehensive utilization project of AP industrial gas island and hydrogen energy is based on the world's top 500 company Air Products (NYSE: APD), with a total investment of US$540 million and covers an area of 250 acres. Among them, the first phase of the Industrial Gas Island project will invest US$60 million, and the second phase will invest US$150 million. It will mainly build three sets of 4,000Nm3/h high-nitrogen production equipment to meet the nitrogen needs of Binhua New Materials PDH and synthetic ammonia projects. The first phase of the equipment is 25,000Nm3/h oxygen-generating air separation equipment, which will meet the oxygen demand for PO/TBA in Binhua New Materials Carbon Three-Carbon Four Comprehensive Utilization Project, and supplement some nitrogen. The first phase of the project is planned to be put into production in August 2021, and the second phase is planned to be put into production in December 2022. The hydrogen energy comprehensive utilization project has invested US$330 million, mainly to build crude hydrogen purification devices, liquid hydrogen transportation and hydrogen refueling stations.

Beihai currently has 7 aluminum-related enterprises, with the industry scope covering alumina, electrolytic aluminum, aluminum rods, aluminum ingots, and carbon for aluminum. There are two enterprises engaged in the production and operation of alumina and electrolytic aluminum, namely Beihisin He New Materials Co., Ltd. and Beihi Huihong New Materials Co., Ltd. Four aluminum processing enterprises are engaged in the production of 450,000 tons of aluminum alloy and 30,000 tons of high-strength aluminum forged castings, Shandong Innovation Beihai Co., Ltd.'s annual output of 3 million tons of lightweight high-strength aluminum alloy material project, Binzhou Huake Light Alloy Co., Ltd.'s annual output of 120,000 tons of aluminum alloy production line project, and Binzhou Beihai Ruige Metal New Material Co., Ltd.'s annual output of 120,000 tons of high-strength, high-thermal conductivity, high-temperature resistance, and new aluminum alloy material project. It is engaged in aluminium carbon material production enterprise, which is a project of Shandong Innovation Carbon Materials Co., Ltd. for annual production of 1.88 million tons of aluminum carbon material.
Weiqiao New Materials Park promotes the high-end aluminum industry to the high-end value chain.
Beihai New Materials Industrial Park has completed an investment of more than 26 billion yuan, and is under the jurisdiction of Binzhou Beihai Huihong New Materials Co., Ltd., Binzhou Beihai Xinhe New Materials Co., Ltd., and Binzhou Lufeng Thermal Power Co., Ltd., forming an annual output of 8 million tons of alumina and 670,000 tons of electrolytic aluminum.
Shandong Weiqiao Haiyi Environmental Protection Technology Co., Ltd. focuses on the industrialization of technical achievements for modified and cured red mud road materials. The large-scale utilization R&D team of Chini, led by Dr. Cheng Yu, has broken through the technical bottleneck problem of Chini Road use after years of research and development. Modified red mud materials have been promoted and applied in 17 projects inside and outside the province, including the Jinan-Qinghai Expressway renovation and expansion project, National Highway G309, and have absorbed 150,000 tons of red mud. The promotion project for the Chini Road of the Jinan-Qinghai Expressway is included in the Ministry of Transport's green technology demonstration project. At the same time, the team participated in the compilation of the local standards of Shandong Province's "Technical Regulations on the Application of Red Mud (Bayer Law)" and the China Engineering and Construction Association's "Technical Regulations on the Design and Construction of Red Mud", which played a key supporting role in the engineering application of red mud.
Binzhou Huake Light Alloy Co., Ltd. was registered and established in April 2017. It is affiliated to Lizhong Group and mainly engages in the research and development, production, processing and sales of automotive lightweight aluminum-magnesium alloy materials and products. The first phase of the 60,000 tons of high-performance cast aluminum alloy was started in May 2018, and the current monthly output can reach 4,000 tons. The main raw materials rely on China Hongqiao Group Binzhou Beihai High-Silicon Aluminum Alloy Composite Material Base, which is an important link in Hongqiao Group's industrial chain; the company's products cover German, Japanese, American, French, Korean mid-to-high-end automobiles and well-known domestic automobile brands.
■ Marked by the construction of modern marine parks, the modern marine industry cluster has been initially formed. The Beihai Economic Development Zone is the second largest seawater salt production base in China and the largest sea salt production base in Shandong Province. There are 5 original salt enterprises in the region, with an annual production capacity of 1.5 million tons and an area of 190,000 mu. There are 5 salt chemical enterprises in the region, and their main products are bromine, potassium chloride, potassium sulfate, refined salt, etc. There are 6 marine aquaculture enterprises in the region, with a total breeding area of 230,000 mu. The main breeding products are South American white prawns and shellfish.
Shandong Bohai Aquatic Products Co., Ltd. is mainly engaged in aquaculture and deep processing of refrigeration. The company has been selected as the "vegetable basket" production base in the Guangdong-Hong Kong-Macao Greater Bay Area. The "Jiling Island" Yantian shrimp won the title of "Shandong Province's Well-known Agricultural Products Enterprise Product Brand". There are 2 aquatic product processing enterprises in the region. Haiwang’s annual production of 600 tons of sea treasure processing project is the first aquatic product deep processing project in northern Shandong.
Beihai Haiyuan Breeding Technology Co., Ltd., a seahorse breeding and processing integration project of Qingdao Zhongke Qianyuan Biotechnology Co., Ltd., jointly with the East China Sea Institute of the Chinese Academy of Water Sciences and Qingdao Yinghao Group, has been settled in the park, and a seahorse R&D and Innovation Center has been established. The hippocampal breeding team led by Dr. Zhang Dong, Florida Institute of Technology, took the lead in cultivating high survival rate hippocampal breeds, laying the foundation for large-scale breeding. The Third Institute of Oceanography of the Ministry of Natural Resources was entrusted to carry out research on the extraction technology of hippocampal small molecule peptide, zinc, selenium and other components, and complete the site selection of the hippocampal winery.

CNOOC Bozhong 19-6 super-large condensate oil and gas field project has been settled, opening a new chapter in the development and construction of the Beihai.
In February 2019, China National Offshore Oil Corporation announced that Bohai Bay Basin won a large condensate gas field - Bozhong 19-6, and confirmed that the proven geological reserves of natural gas exceed 100 billion cubic meters, and the proven geological reserves of condensate oil exceed 100 billion cubic meters. The gas field is known as "the largest natural gas field ever in the Bohai Bay Basin." On December 19 of the same year, the Shandong Provincial People's Government officially signed the "Agreement for Deepening Comprehensive Strategic Cooperation" with China National Offshore Oil Corporation, clarifying that the Bohai 19-6 condensate oil and gas field development project will be selected as the Beihai landing and the construction of oil and gas treatment terminal facilities will be provided.
