According to the content of the draft opinion, during the 14th Five-Year Plan period, Changxing plans to form a "3+3+3+3" four-dimensional rail transit structure composed of high-speed railway, ordinary railway, intercity railway and urban rail.
Among them, in terms of urban rail transit, three lines: Huzhou Rail Transit Line ②, Line ③ and Line ④ are included in the Changxing Rail Transit "14th Five-Year Plan" Development Plan, and emphasize the value of Line ④ to Changxing urban development.

Rail transit is an important measure for Huzhou area to integrate into the development of " Yangtze River Delta integration". Huzhou Rail Transit Investment Development Company was established in September 2019, and the development of regional rail transit has taken another substantial step forward.
According to the "Huzhou Rail Transit Network Planning (2017-2035)" (draft), there will be 3 in the future An urban track extends to Changxing, among which:
Line ② is connected from north to south to Sanjia Village on the north side of Tuying Tourism Resort through Huzhou's central urban area, which is the near-term implementation line;
③ self-planning Huzhou East Station, head north through Huzhou central urban area, to Huzhou Taihu Tourism Resort , go west to the south side of Tuying Tourism Resort, connect to Taihu Lake rail transit (such as Tongsu Lake Intercity) Tuying Station, which is the medium-term planned line position;
④ Line connects to Changxing from near Huzhou Station , along G104 is laid out, and then turned west after Lijiaxiang Town, along old G318, connected to Changxing South Station, then turned north, along Jinling Road, Longshan Avenue, and Central Avenue, through Ninghang Expressway, then turned to Cai Avenue, and connected to Changxing High-speed Railway Station. It is the most important urban rail line in Changxing and is the mid-term planned line for Huzhou urban rail transit.

The introduction of urban rail is an important way to achieve the upgrading and development of the urban public transportation system and the quality of urban life. Among the three urban rails with Changxing layout, Line ② and Line ③ are only connected to Tuying Tourism Resort, and Taihu Tuying Tourism Resort is included in Huzhou's urban transportation development system.
