In order to conscientiously implement the spirit of the 19th National Congress of the Communist Party of China and the Fourth and Fifth Plenary Sessions of the 19th Central Committee of the Communist Party of China, as well as General Secretary Xi Jinping’s important statements on urban grassroots party building and urban grassroots governance, and further promote the party building work of neighbors in the city, the Organization Department of the Fuzhou Municipal Committee of the Communist Party of China and the Fuzhou Municipal Civil Affairs Bureau jointly carried out the Fuzhou "Neighborhood One Family" demonstration community selection activity. A total of 50 communities in the city participated in the evaluation.
After online voting, expert review and performance evaluation,
recently selected 10 "neighborhood one family" demonstration communities.
Among them, two communities in Jin'an District were selected: Tea Garden Xinyuan, Dongpu Community, Tea Garden, and Ziyang Community, Wangzhuang Street, Fusheng Qianlongdadi.

Teayuanxinyuan
Teayuanxinyuan is a resettlement community located at the junction of Zhanxi Road and Chayuanheng Road. It covers an area of 75,295 square meters. It has 14 buildings in three districts. There are currently more than 2,182 households and more than 6,200 residents, of which the migrant population accounts for more than 68%. In 2020, the community won the honor of "Garbage Classification Boutique House" in Fuzhou City.
Chiayuan Xinyuan established a joint-he-style community party branch in October 2019. Comrade Chen Zhengzhong, an enthusiastic old party member, serves as the party branch secretary. He widely absorbs in-service party members and retired party members to join, and builds a community governance community with diverse linkages and co-governance and sharing among co-construction units, social self-organizations, property service enterprises, residents and other communities under the leadership of the party organization.
Teayuan Xinyuan residents are mostly neighbors in the original Teayuan Village, and their neighbors have deep feelings. After the relocation and resettlement, the community party committee and community party branch focused on continuing the fine tradition of neighborhood watch. In early 2019, the community held the first neighborhood "Hundred Family Banquet" event, which received a good response. Now, during traditional festivals, the community party members and enthusiastic residents are convened to teach children to grind tofu and make rice dumplings, carry out "big cleaning", rehearsing literary and artistic programs, etc., so that the neighborhood relationship is more intimate.
Relying on the social organization - Little Master Charity Service Center, the community has formed a "Little Environmental Protection Warrior" charity team, mobilizing children to be good small missionaries for garbage classification, and carrying out the "Adoption of a Tree" activity. Children are responsible for the maintenance of public greening trees in the community, and regularly open "Little Squirrel Flea Market" to improve the utilization rate of idle items. Children are the "street owners", adults are volunteers, and the whole family participates, and they are happy... The atmosphere of "home" is becoming more and more intense.
In accordance with the needs of residents, the community has established a "one room and three rooms" party and mass service position. "one room" means "neighbor house", equipped with water dispensers, books and newspapers, power banks and opinion books, which are open for residents to have leisure and rest, collect public opinion, and negotiate and deliberate; the "three rooms" are the "neighborhood activity room" with cultural services and four o'clock schools as the main functions, the "neighborhood talk room" with conflict and dispute mediation and psychological counseling as the main functions, and the "neighborhood room" with community experts as the main functions, further strengthen neighborhood relations and allow residents to enjoy convenient services nearby.
"One house and three rooms"
community focuses on giving full play to the role of co-construction units, in-service party members, and enthusiastic residents, and gathering a joint force for governance. The 10th Party Branch of Fuzhou Radio and Television Station assists the community in the normalization of opening "Four O'clock Schools", which has been widely praised by residents. A group of professional talents gathered together with calligraphy and painting experts Hu Jianlan, handicraft experts Ye Liangwei and Wang Zi, photography experts Song Kaibing, Go experts Chen Hong, English experts Guo Hongxiong and other professional talents to provide a rich cultural service meal for residents in the community. Points obtained by residents participating in garbage sorting and volunteer services can be redeemed for various public welfare courses.
In response to situations where there are many migrant populations and relatively complex public security environments, the community has started the construction of smart communities, installed 43 systems such as gates and facial recognition to broaden the sources of big data collection such as social relations and behavioral tendencies, and analyze in advance to realize the intelligent security patrol. At the same time, the "district helping group" is formed by community party members, professional talents, property management and community grid members to promote deliberation and consultation and autonomous management, so that small things do not leave the community and big things do not leave the community.
Fusheng Qianlong Dadi
Fusheng Qianlong Dadi Community is located in the north and Jin'an South Road in the west. It is close to Jin'an River Park. It covers an area of 31,908 square meters and currently has more than 474 residents and more than 1,100 residents. In recent years, the community has successively won the honors of "The Most Beautiful Community Courtyard" in Fuzhou and the "Garbage Classification Demonstration House" in Fuzhou.
Fusheng Qianlongdadi established a community party branch and property party branch, and effectively played the core leading role of the party branch, practiced the "five things" of neighbors serving (party members asking about things, working together, regular discussions, opening the door to evaluate things, and on-site show of things), actively guided in-service party members and enthusiastic owners to participate in community governance, and established a garbage classification volunteer service team with party members and building managers and enthusiastic residents as the main body, and actively explored "community doctors" and "community police" and other powerful resources, gathering the originally loose community "capable people" into a strong team of community governance services, so that everyone can plan and share the affairs of the community together.

The community party branch and Shimao Property have set up seven neighborhood service spaces, including the Linlin Convenience Hotline Zone, Linlin Parent-Child Children's Fun Zone, Linlin Housewife's Bar Area, Linlin Leisure and Sports Zone, Linlin Green Oxygen Bar Area, Linlin Respect for the Elderly Enjoyment Zone, and Linlin Conversation and Comfort Zone. Here, it not only provides room for exchange and display for housewives in the community, but also builds a platform for residents to participate in community affairs consultation. Residents all say that a simple communication platform allows us to go from strange to familiar here, and many neighbors have become friends and good sisters.
Community Party Branch is not only the "backbone" of community governance, but also the "concertainty person" who serves the people. On the 15th of each month, the community party branch will organize a symposium with property management and residents and party member representatives to discuss issues that residents are most concerned about, such as vehicle parking, community safety, and environmental sanitation, widely listen to the public's sentiment and opinions, record the issues reflected by residents and suggestions put forward, and negotiate and resolve them one by one after the meeting. In 2020, the community party branch took the lead in conducting 12 deliberations and consultations, and coordinated and resolved more than ten matters involving residents' vital interests, including community environmental beautification, property fees increase, throwing objects from high altitudes, and uncivilized pet raising.
Now, more community owners are willing to go out of their homes, strengthen interactions, and participate in residents' autonomy. The atmosphere of "contact often, discuss with each other when there is nothing, and neighbors are one family" is becoming increasingly strong.
In addition, the city also selected 30 "neighborhood one family" communities, including Sansheng Central Park, Xindian Town Xinxiu Community, Xindian Town, Provincial Direct Xiufeng Community, Xiangfeng Community, Xindian Town, Yangxiaxiu Community, Southeast Garden, Yangxiaxiu Community, and Lianpan New Village, Xiangyuan Street, Lianhui Community, Lianpan New Village, etc.
