Japan has taken emergency quarantine measures for a variety of imported seeds and seedlings
Since March 2022, the Japanese Plant Epidemic Prevention Institute has taken emergency quarantine measures for imported seeds and seedlings carrying specific pathogens, including corn, broad beans, peppers, tomatoes, eggplant, squash squash hybrids, bitter melon seeds imported from China, as well as eggplant, squash pumpkin hybrids and bitter melon seeds.
Japan's emergency quarantine measures for imported seeds and seedlings
For corn and broad bean seeds imported from China
From March 23, 2022, 100 corn seeds from , from , from China, were taken for , and , and 100 corn seeds from China were tested for , Pantoea, stewartii, and ; for broad bean seeds from China, 100 were taken for Broad bean true mosaic virus.
For eggplant seeds and seedlings imported from China and other places,
From May 2, 2022, emergency quarantine measures will be taken for eggplant seeds and seedlings (except seeds in fruits) used for cultivation from 33 countries (regions) including China (except Hong Kong). 4,600 eggplant seeds were taken for testing for phonia mosaic virus Pepino mosaic virus 8 (PepMV). If the imported number is less than 46,000, 10% of the imported number will be drawn for testing; for eggplant seedlings, 1% of the imported number will be drawn for young leaves (at least 1 leaf) will be drawn for PepMV testing.
For the hybrids of squash squash, bitter melon seeds and seeds imported from China and other places
Starting from May 30, 2022, Japan will take emergency quarantine measures against the hybrids of squash and pumpkin from 20 countries (regions) Cucurbita maxima × Cucurbita 6 moschata and bitter melon Momordica charantia seeds and seeds: squash squash and pumpkin hybrids, bitter melon seeds (excluding fruits) and seeds for cultivation purposes, the melon fruit spot bacteria must be carried out before export. avenaesubsp.citrulli detection, and the relevant information is indicated in phytosanitary certificate . If the above products have no relevant testing content, the batch of goods will be returned. If the above seeds and seedlings are native to China, corresponding testing must be carried out when entering Japan on the basis that the phytosanitary certificate meets the regulations.
For peppers and tomato seeds imported from all countries (regions)
From August 1, 2022, the chili peppers and tomato seeds (except fruits) from all countries (regions) as goods, emails, and carry products are introduced. The Japanese requirements are as follows:
During the harvest period, the seed samples randomly selected from the parent plant and seed samples with suspected symptoms are detected through appropriate detection methods [such as RT-PCR, that is, the technology combining reverse transcription (RT) of RNA and polymerase chain amplification (PCR) of cDNA] without tomato brown rugose fruit virus Tomato brown rugose fruit virus Tomato brown rugose fruit virus Tomato brown rugose fruit virus (ToBRFV).
or, before exporting, according to the International Seed Testing Association (ISTA) procedure, 4,600 seeds are randomly selected from each batch of seeds as the detection sample; if the number of seeds in a batch is less than 46,000, 10% is drawn as the detection sample; the sample is then divided into subsamples containing up to 400 seeds. Seed samples were detected using the real-time fluorescence RT-PCR method described in the International Seed Federation (ISF) Detection Procedure (2020) without ToBRFV.
Japan also requires that the following statement be made in the column attached to the phytosanitary certificate: "Complied with Schedule 2-2, 36, Schedule 2-2, to the Implementation Regulations of Plant Protection (MAF Act No. 73/1950) (Assisted with Schedule 2-2, 36, Schedule 2-2, RT-PCR Detection for Seeds)" or "Complied with Schedule 2-2, RT-PCR Detection for Seeds"" (MAF Act No. 73/1950).
For imported peppers and tomato seeds, if the phytosanitary certificate issued after August 1, 2022 does not include the above statement, it will be returned to shipment; if the phytosanitary certificate issued before July 31, 2022 does not contain the above statement, according to the measures implemented by Japan from April 11, 2022, 400 seeds must be extracted after entry to detect ToBRFV (except for real-time fluorescent RT-PCR detection before export); however, for peppers and tomato seeds originating from China and Italy, even if the real-time fluorescent RT-PCR method is used to detect ToBRFV before export, it must be tested during entry.
Customs remind
When exporting seeds and seedlings to Japan, my country's export companies should pay attention to the relevant entry quarantine requirements of Japan in a timely manner, and provide a phytosanitary certificate that meets the regulations when entering Japan to avoid the relevant plant products from Japan carrying pests that the Japanese side is concerned about.
