The government inspection objects include departments under the people's government at the same level, subordinate people's governments and their departments, organizations with the functions of managing public affairs, and organizations entrusted by administrative agencies to manage public affairs.
During the inspection work, clues about public officials suspected of corruption, bribery, dereliction of duty, etc., which are suspected of illegal or criminal activities, they should be transferred to the supervisory authority; clues about other crimes are found, and clues about problems that are suspected of other crimes shall be transferred to the judicial authority for handling in accordance with the law. The inspectors and their staff shall not hinder the supervision work, shall not conceal the truth or commit fraud, nor shall forge, conceal or destroy evidence.

With the approval of the State Council, the National Development and Reform Commission and the Ministry of Commerce issued Order No. 39 on December 31, 2020, and the full text issued the "Special Management Measures for Foreign Investment Access for Hainan Free Trade Port (Negative List) (2020 Edition)", which will come into effect on February 1, 2021.

National Health Commission has issued the "Provisions on Occupational Health Management in the Workplace" to strengthen the main responsibility for the prevention and control of occupational diseases of employers, which will come into effect on February 1, 2021. The provisions clearly state that employers shall provide workers with working environment and conditions that comply with laws, regulations, rules, and national occupational health standards; provide occupational disease protection supplies that meet national occupational health standards, and urge and guide workers to wear and use them correctly in accordance with the rules of use, and shall not distribute money instead of distributing occupational disease protection supplies.
At the same time, employers with serious occupational disease hazards shall entrust occupational health technical service institutions with corresponding qualifications to conduct occupational disease hazard factor testing at least once a year and evaluate the current occupational disease hazard status at least once every three years.
CSRC: Strengthen the supervision of index fund product registration and investment operation
CSRC issued the "Guidelines for the Operation of Publicly Promoted Securities Investment Funds No. 3 - Index Fund Guidelines", which will be implemented from February 1, 2021, and requires strengthening the supervision of index fund product registration and investment operation to promote the high-quality development of index funds.

Eligible Science and Technology Innovation Board stocks will "join" Shanghai-Hong Kong Stock Connect
With the approval of the China Securities Regulatory Commission, the newly revised "Shanghai Stock Exchange Shanghai-Hong Kong Stock Connect Business Implementation Measures" will be implemented from February 1, 2021. This revision includes two aspects: First, clarify the appropriateness requirements for Shanghai Stock Connect investors to trade our Science and Technology Innovation Board stocks. Only institutional and professional investors who meet the requirements of relevant Hong Kong rules can participate in Science and Technology Innovation Board stock trading through the Shanghai Stock Connect; second, include the H shares of the Shenzhen Stock Exchange A+H shares companies listed on the Shenzhen Stock Exchange into the Hong Kong Stock Connect stock scope under the Shanghai-Hong Kong Stock Connect.

Application conditions for medical institutions and retail pharmacies to be included in the scope of medical insurance designated points simplification
The "Interim Measures for the Management of Medical Insurance Targeted Points of Retail Pharmacy Medical Insurance" and the "Interim Measures for the Management of Medical Insurance Targeted Points of Medical Institutions" issued by the National Medical Insurance Administration will be officially implemented from February 1, 2021. This is the first time since the state established the medical insurance fixed-point agreement management system in 1999, it has comprehensively and systematically rebuilt the medical insurance fixed-point agreement management system.
The two documents simplify the application conditions for medical institutions and retail pharmacies to include in the scope of medical insurance designated points, and make it clear that medical institutions and retail pharmacies can apply for designated points after 3 months of official operation, and the evaluation completion deadline for medical insurance agencies shall not exceed 3 months.
