All districts in the city have also taken active actions and formulated relevant policy measures one after another. Recently, Minhang District issued the "Notice on the Special Subsidies for Enterprises for Declaration of Rent Reduction and Immunization", including support objects, support standards, application materials, application review process and contact information. Operators who meet the conditions must submit application forms and relevant supporting documents to their streets and towns before September 30, 2022. See ↓

1. The operating entity of non-state-owned and non-collective industrial parks (special parks, professional parks) at the district level or above;
2. The operating entity of non-state-owned and non-collective commercial buildings with a construction area of 10,000 square meters or more;
3. The non-state-owned commercial complex with a commercial construction area of 50,000 square meters or more in 2021 has a sales of 300 million or more;
4 .Registered in this district, with a construction area of 50,000 square meters or more, and a dominant industry account for 70% of the professional market;
2. Support the standard
encourages and guides industrial parks, business buildings, innovation bases, commercial complexes, professional markets, etc. to finally rent and operate small and micro enterprises, individual industrial and commercial households, and key enterprises identified as affected by the epidemic. For non-state-owned house owners or business management entities that meet the conditions, the city and district will provide subsidies at 30% of the total rent reduction and exemption, with an upper limit of 3 million yuan.
III. Application materials
1. "Minhang District's Special Subsidy Application Form for Enterprises Reducing Rents During the Epidemic Prevention and Control Period" (Appendix 1);
2. Copy of the real estate certificate and business license of the operating entity;
3. List of tenants in industrial parks, buildings, commercial complexes, and professional markets (including tenant names, rental units, locations or house numbers, etc. Information) (Appendix 2);
4. Rent reduction notice or notice (or in the form of supplementary agreements, etc.), rent reduction vouchers (the tenants who need to be stamped by rent reduction);
5. Lease agreement or contract with each tenant (the lease period must be covered from January to June 2022), related rent payment vouchers, etc.;
6. Enterprise commitment letter (Appendix 3);
7. Other necessary supporting materials.
4. Application and review process
1. The operating entity that meets the conditions submits the application form (Appendix 1) and relevant supporting documents to the street and town where it is located before September 30, 2022. After verifying the authenticity of the materials submitted by the enterprise, the application form shall be stamped with the official seal;
2. The paper materials are bound into a book and handed over to the District Economic Commission in duplicate;
3. The District Economic Commission solicits opinions from all relevant departments;
4. The list of subsidized enterprises shall be announced to the public by the District Economic Commission, and the public announcement period shall be 5 working days. If there are any objections to the public announcement period, the district economic committee will promptly organize investigation and verification;
5. If there is no objection to the public announcement, funds will be allocated according to the process.
