Recently, the Rizhao Municipal Party Committee Office and the Municipal Government Office issued a notice on the "Nine Measures to Support the Gathering and Development of Youth Talents". It is planned that by 2025, more than 100,000 young talents will be introduced to Rizhao to innovate and start businesses, injecting talent motivation and development vitality into the wonderful transformation of modern coastal cities. Nine plans are proposed to support the Gathering and Development of young talents.
The "House Guarantee" plan is as follows:
set up a talent housing development fund. Qualified full-time doctoral students, master's students, undergraduate graduates, college graduates (including technical secondary school and technical college) graduates, who purchase newly built commercial housing for the first time in in Rizhao City, can enjoy the talent development fund 200,000 yuan, 100,000 yuan, 50,000 yuan, and 30,000 yuan respectively, and will be implemented in accordance with the "Interim Measures for the Purchase of Young Talents in Rizhao City".
A full-time doctoral and master's students who come to Rizhao City for employment (starting a business) after January 1, 2022 and pay housing provident fund normally, and who apply for housing provident fund loans for the first time in Rizhao City to buy a house, the maximum housing provident fund loan amount will be increased to 1 million yuan.
After January 1, 2021, new employed employees who have been employed in Rizhao City for the first time and have completed employment registration will be given a monthly housing rental subsidy of 500, 400, 350, and 300 yuan per person within three years according to the full-time doctoral students, full-time master students, full-time undergraduate students, full-time junior college and below.
Full-time doctoral students who go to Rizhao City to work in enterprises and institutions at all levels and have no housing can apply for rent within three years to talent apartments at all levels ; full-time master students who go to Rizhao City to work in municipal enterprises and institutions without housing can apply for city-level talent apartments within three years, and the rent is charged 50% of the market price, and the remaining 50% will be borne by the municipal finance. If there is no vacancies in the talent apartments at all levels, they will be arranged gradually according to the housing conditions; if young talents go to employers in various districts, counties and functional areas and have no housing, they will be implemented in accordance with the management regulations of talent apartments in various districts, counties and functional areas.
