Changting Soil and Water Conservation Science and Education Park is located in the Luodi River Basin, Luhu Village, Hetian Town, next to National Highway 319, covering an area of 121.1hm². Before the management of the science and education park, there were mountainous areas with strong soil erosion, low vegetation coverage, shallow soil layers, and sandy soil. This area concentrates different types and degrees of soil erosion such as surface erosion, groove erosion, and engineering erosion, and has typical characteristics of granite red soil erosion zone. The Science and Education Park mainly includes the following 5 functional areas: central area 20 hm², public servant park 20 hm², experimental area 20 hm², soil and water conservation species park 40 hm², and control area 20 hm².
Changting was once one of the counties with the most severe soil erosion in the red soil area in southern my country, especially Hetian Town. The soil erosion area in the town reached 192,300 mu, accounting for 55.4% of the mountain area. "The mountains are shining, the water is turbid, the fields are thin, and the people are poor" is a true portrayal of the deterioration of the ecology of the river fields and the poor people's lives at that time. Since the 1980s, with the high attention and strong support of the superior party committee, government and relevant departments, especially since 2000, Changting has innovatively implemented a ban mechanism and management technologies such as "high grass tung belt", grass sowing on steep slopes, "old man pine" nurturing and fertilizing, as well as the ecological development and governance model of "grass, pastoral, swamp, and fruit". After years of hard work, comprehensive soil erosion control has achieved historic results.
In November 1999, then acting governor of Fujian Province, Xi Jinping made a special trip to inspect Changting soil and water conservation work and decided to include Changting soil and water conservation governance work as a practical project for the people. In October 2001, Xi Jinping visited Changting again and made important instructions to "work for another eight years to solve the problem of soil erosion in Changting."
December 10, 2011 and January 8, 2012, Xi Jinping, then member of the Standing Committee of the Political Bureau of the CPC Central Committee, Secretary of the Secretariat of the Central Committee, and Vice President of the State, made important instructions on the soil erosion control work in Changting, which greatly encouraged the people of Changting to accelerate the soil erosion control and ecological protection construction.
Public servant park was established to widely mobilize forces from all walks of life to participate in soil erosion control and to contribute love to improve the ecological environment. Leaders such as Yang Chengwu, former Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, Xi Jinping, Fujian Governor, E Jingping, Vice Minister of the Ministry of Water Resources, Liu Zhen, and Zhang Xuejian, the Water Conservancy Department of the Ministry of Water Resources, came to donate trees. People from all walks of life donated more than 1 million yuan and planted more than 3,100 memorial trees. Comrade Xi Jinping planted a camphor tree he personally planted when he visited Changting on October 13, 2001. Now this tree has grown into a big tree with deep roots and lush leaves, and the trees are full of green and lush green vitality.
Soil and Water Conservation Science and Education Museum is divided into six themes, including "a hundred years of hardships, severe disasters", "Green dreams come true, significant results", "Advance will win, and no advance will retreat", displaying precious materials and pictures of soil erosion in the river field, the governance of soil and water of the river, and leaders at all levels inspect and guide the people of the river field to govern soil and water.
Science and Education Park Square, 20,000 square meters of square meters, has a statue of Xiangnan and a memorial pavilion. Comrade Xiangnan was very concerned about the control of soil erosion in Hetian during his tenure as Secretary of the Fujian Provincial Party Committee. He has visited Hetian for four times to inspect, investigate and guide. His footprints have spread across the barren mountains, and his achievements have been proven by the green mountains.
30 years, Changting has managed soil erosion by 1.628 million mu, reducing soil erosion by 988,000 mu, and the forest coverage rate has increased from 59.8% in 1986 to 79.5% now, and the vegetation coverage rate has increased from 15%-35% to 65%-91%, realizing the historic transformation of "barren mountains-oasis-ecological home". More than 200,000 people in 7 townships and 106 villages have benefited directly. It is praised by the Ministry of Water Resources as a brand of soil erosion control in China and a banner of southern governance.
