According to Taiwanese media reports, in the past, many front-line police officers using guns in Taiwan had to face punishment and be involved in lawsuits alone, which caused many police officers to dare to shoot when they encountered gangsters. Recently, the Tainan police killing case caused Taiwan to pay attention to the issue of police use guns. The Legislative Yuan meeting of the Taiwan authorities has revised some provisions of the "Police Equipment Use Regulations" in the third reading today (30th), which stipulates that police personnel face four situations such as criminal suspects possessing lethal weapons or intention to attack. If they believe that it will endanger their lives and bodies, they must use firearms to shoot directly.

Taiwan's current "police equipment use regulations" only stipulate the time for police to use police knives and firearms. However, when facing actual situations, police personnel often need to go through a lengthy thinking procedure before they can decide which police equipment to use, which can easily delay the judgment of the opportunity and cause unnecessary casualties. Therefore, the third reading provisions refer to the special provisions of " United Nations Basic Principles for the Use of Force and Firearms of Law Enforcement Personnel" and clearly stipulate that when police personnel perform their duties, they subjectively believe that if the behavior of the suspect is not stopped, it may endanger the lives of the police or others. They must use firearms to shoot without a warning.

As for when to use firearms to shoot directly, the third reading article clearly defines four situations, including: first, attack, injure, hostage, and coerce others with lethal weapons, dangerous goods or vehicles; second, there is a fact that it is enough to determine that it possesses lethal weapons or dangerous goods with the intention to attack others; third, intent to seize police personnel with guns, or other equipment that may cause casualties; fourth, other endangering other people's lives or bodies, and when the situation is urgent.

In addition, in order to clarify whether police personnel use police equipment appropriately, the third reading provisions have added new provisions. The Taiwan authorities' "Ministry of the Interior" should recruit representatives of relevant agencies and experts and scholars to form an investigation team. They may investigate and provide opinions on the timing, process and relevant administrative responsibilities of the use of police equipment by their subordinates in accordance with their powers or applications in accordance with their judicial police. The investigation team should consider the reasonable understanding of the police at that time when the police equipment is used to cause death or serious injury.

Regarding the passage of the "Amendment of Law", Zhang Qilu, a "legislator" of the People's Party , said that the police equipment regulations have not been adjusted for 20 years. "Amendment of Laws" has its urgency. In the past, too many policemen were worried about the legal compliance issue. They would rather be in a dangerous situation and make the law that should have been backed up a stumbling block. The People's Party has three major propositions: increase the timing and flexibility of police use of police equipment, clarify the legitimacy and target of using police equipment, and the rights and interests of the legal use of police equipment, and the public should bear the liability for compensation.

Korean Party "legislator" You Yulan also pointed out that in the past, many police officers did not dare to use guns when they were on duty because they had to face litigation alone. In the past, they advocated that the use of police equipment should be compensated by the public to provide more protection for the police. The establishment of the investigation team can avoid some of the judgments of the courts in the past away from police practice, professionalism, etc., and establish standards to allow front-line police officers to know when to use guns boldly.

DPP legislator Guan Biling said that the "legislative amendment" this time has indeed been delayed and the "Legislative Yuan" should apologize to his police colleagues.
