Chen Yiwen is also the first director-level Chinese director announced by Adams so far. Garodnick previously served as director of the Riverside Park Conservation Commission in the West Side of Manhattan and was a former city council member for the Fourth District.

Chen Yiwen immigrated to the United States with her parents when she was a child. He studied at the Department of Environmental Design at the University of Pennsylvania and then obtained a master's degree in urban planning from Harvard School of Architecture in 1997. After graduation, he joined the New York City Bureau of Urban Planning and has served as the director of the Manhattan Branch since 2008.
