According to TASS and Prague Ukraine on September 13, Medvedev, Vice Chairman of the Security Conference of the Russian Federation, said on the same day that the "Kiev Security Treaty"'s proposal on the strategic partnership between Ukraine and the safeguards is the "prelude to the Third World War."
Medvedev said that the security guarantees of Ukraine by relevant countries are almost equivalent to Article 5 of the North Atlantic Convention , that is, the collective defense clause also applies to Ukraine. According to the terms, once a NATO member state is confirmed to be attacked, the other member states will respond, "this is why it is terrible."
According to TASS, Medvedev also wrote on his Telegram channel on the 13th that no one will provide any "guarantee" to the Ukrainian government.
Medvedev also said that if NATO continues to provide weapons to Ukraine, "military actions between Russia and Ukraine will develop to another level sooner or later", and the opposing sides will take unpredictable actions.
Chairman of the Russian State Duma International Affairs Committee, representative of the Russian delegation of Russia-Ukraine negotiating, and leader of the Russian Liberal Democratic Party, Leonid Eduardovich Slutsky, also said that the security guarantee proposals proposed by the "Kiev Security Treaty" are "escalation" of the situation. He also threatened that Ukraine's Western partners may clash with "nuclear Russia."
According to CCTV News on the 13th, in the draft security agreement released by Ukraine, Ukraine hopes that the "Kiev Security Treaty" will contain four main aspects, including: "preventive measures" in military, financial, infrastructure, technology and information; measures taken immediately when Ukraine's sovereignty and territorial integrity are subject to new violations; comprehensive sanctions plan; agreements to provide Ukraine with modern air defense systems.
