The power user access registration work is carried out according to two types: direct transaction users and retail users:
1. Direct transaction users can directly conduct market-based transactions with power generation companies, or they can participate in market-based transactions through the power sales company as an agent.
2. Retail users should be represented by electricity sales companies to participate in market transactions.
3. Enterprises with annual electricity consumption of 5 million kilowatt-hours and above in 2019 can choose to register as direct transaction users or retail users; enterprises with annual electricity consumption of less than 5 million kilowatt-hours can only register as retail users.
4. Enterprises newly put into production in 2020 cannot register as direct trading users, but can only register as retail users.
Notice on launching the registration of the electricity user trading platform in 2020
Electricity users:
In accordance with the requirements of the "Tianjin Municipal Industry and Information Technology Bureau's Notice on Carrying out the 2020 Electricity Market User Access Work", starting from April 2, 2020 will be carried out The specific requirements for the annual electricity user platform registration work are as follows:
1. In 2020, the electricity user access registration work will be carried out according to two types: direct transaction users and retail users.

2. Electricity user registration shall be carried out through independent online registration.
(1) Direct trading user
1. Before 17:30 on April 7, direct trading users can apply for registration directly to the trading platform. The trading center will go through the registration procedures first and are temporarily qualified for trading. Users must complete the access application materials to relevant government departments within 30 days in accordance with the "Direct Transaction User Application Process". If the application is not submitted within the time limit, their registered user qualifications will be suspended or cancelled. When registering on the
platform, the "Commitment Letter for Direct Transaction Users to Market Entry" will be temporarily used instead of the government access catalog to complete the registration and reporting work. The change will be made after the government access process is completed.
2, April 8 and beyond, direct transaction users must first complete the government’s “direct transaction user application process” before they can carry out registration related work on the power trading platform.
3. Direct trading users need to simultaneously carry out the processing and binding of digital certificates and , and complete it within 30 days after the registration is passed. Users who have not completed the binding of digital certificates will temporarily register an account and password to carry out transaction-related work. For specific operational matters, please read Appendix 1 "Direct Transaction User Registration Operation Manual" in detail and complete the relevant work of filling in the information as required.
(2) Retail users
retail users directly complete the registration related work on the power trading platform. They do not need to apply for a digital certificate and carry out transaction related work by registering an account and password. In 2020, retail users will carry out regular registration work. Electricity users who complete the registration review before the 5th of each month (postponed in case of holidays) can participate in the power trading work of the next month (except April).
In order to promote the smooth development of direct electricity trading in May, direct trading users need to complete the trading platform registration application before 17:30 on April 7, and retail users need to complete the trading platform registration before 17:30 on April 8 Apply for a job submission. And direct trading users and retail users who have passed the review and registration before 12:00 on April 13 are eligible for trading in May.
3. Electricity user registration must meet necessary system support.
In order to ensure that power users can successfully complete transaction-related work through the trading platform, the operating system running on the trading platform must use WinXp or Win7 system. Win8, Win10 and other operating systems are not currently supported.The browser must use 360 browser (adjusted to extreme speed mode) or version 28 Google Chrome. The power trading platform does not support the use of other browsers for operation. Version 28 of Google Chrome can be downloaded from the public email address tjdljyzx@126.com (File Center), and the password is 1@34abcD!.
4. Electric power users should complete the information improvement work in a timely manner. After the
power trading platform information is completed, submit it to the trading center for review. The trading center will feedback the preliminary review results on the platform within 3 working days. Power users should modify or supplement relevant materials according to the feedback.
5. Business communication channels for power users.
In order to facilitate communication and coordination on related issues during the registration period, the trading center information is released mainly through three channels: power trading platform release, SMS notification, and WeChat public account (Tianjin Electric Power Trading Center). Power users are requested to pay attention to transaction-related developments in a timely manner.
