In order to strengthen the management of electric bicycles, maintain good road traffic order, prevent and reduce road traffic traffic accident, in accordance with the "Road Traffic Safety Law of the People's Republic of China", "Hebei Province Electric Bicycle Management Regulations", "Hebei Province Electric Bicycle Registration Regulations" and other laws and regulations, Tangshan City will carry out electric bicycles starting from June 7, 2022. Bicycle registration and licensing work. now announces the relevant matters as follows:
1. Time and scope of registration and licensing
Starting from June 7, 2022, electric bicycle registration and licensing will be carried out citywide, and online processing and branch processing will be carried out at the same time.
2. Registration and licensing locations
During the centralized registration and licensing period, electric bicycle registration service outlets will be set up at vehicle management offices, insurance company outlets, postal express outlets, electric bicycle sales companies and other places to provide convenience for the masses to handle registration and licensing services nearby. . Registration service outlets will be dynamically adjusted based on the progress of registration and licensing work. The public can follow the WeChat official account of the traffic police department in their city or county to check the specific addresses of the announced outlets.
3. The standards for registration of electric bicycles
comply with the national standard " Electric Bicycle Safety Technical Specifications " (GB17761-2018) (hereinafter referred to as the "new national standard") or "General Technical Conditions for Electric Bicycles" (GB17761-1999) (hereinafter (referred to as "old national standard") are electric bicycles that comply with mandatory national standards, and issues a green official license plate . Non-standard electric bicycles that meet neither the new nor the old national standards are non-standard electric bicycles and are issued white temporary license plates . However, electric bicycles issued with white temporary license plates are not included in the management scope of the " Road Motor Vehicle Manufacturing Enterprises and Product Announcement " electric motorcycles , electric mopeds and electric scooters , electric tricycles , electric four-wheelers and other models that are managed with reference to other relevant laws and regulations. There will be a three-year transition period for electric bicycles that have obtained temporary license plates. The transition period will end on April 30, 2025. After the transition period, they will not be allowed to drive on the road.
Electric bicycles that comply with mandatory national standards refer to two-wheeled bicycles that use on-board batteries as auxiliary energy, have pedal riding capabilities , and can realize electric assist or/and electric drive functions. The current main technical performance requirements are as follows: (1) Having the ability to pedal. (2) With electric drive or/and electric assist function. (3) When driving with electric power, the maximum design speed does not exceed 25km/h; when driving with electric assistance, the speed exceeds 25km/h, and the motor shall not provide power output. (4) The mass of a fully assembled electric bicycle is less than or equal to 55kg. (5) The nominal voltage of the battery is less than or equal to 48V. (6) The rated continuous output power of the motor is less than or equal to 400W.
4. Registration and licensing fees
Registration and licensing of electric bicycles is free . All registered service outlets of shall not be forced to provide other services, and shall not charge license plate production fees, disassembly and assembly fees in violation of regulations or in disguised form.
5. Registration methods and procedures
There are three ways for registration and licensing of electric bicycles.

The second method: Electric bicycle owners who pre-register online through the first method can also choose to mail the number plate for registration. The business acceptance staff of the postal service outlet will package and send the corresponding number plate. After the postal delivery personnel arrive at the delivery address, they will verify the electric bicycle and the certificate on-site. If the bicycle is consistent with the photo saved in the system, and there are no other circumstances that will not allow the application to be processed, the number plate will be delivered to the user based on the delivery information and the installation service will be completed.
The third method: Electric bicycle owners go directly to the electric bicycle registration service outlet, submit materials directly on site, hand over the vehicle for inspection, staff review the materials, verify the vehicle, and if it meets the regulations, accept and collect information, issue licenses in sequence, and complete Register.
6. Procedures required for registration and licensing
The owner of the motor vehicle should submit the electric bicycle to the business acceptance personnel for inspection, and submit the owner's identity certificate, vehicle purchase certificate or other legal and compliance certificates of origin, and the factory qualification certificate or import certificate of the electric bicycle.

7. Registration time node
