According to reports, the building used to be the headquarters building of Cambodia’s National Maritime Safety Committee, and the National Maritime Safety Committee is responsible for coordinating multi-agency joint law enforcement in the Cambodian government The committee has cooperative relations with the United States and Australia. In addition, the demolished headquarters building received investment from the US government during its construction. The
committee issued a statement on the 5th, stating that the construction was part of the base facility update plan. As a "temporary building", the demolished headquarters building was too small, lacked ship access facilities, and could not ensure the committee's training and other activities. Daily work.
To put it simply, from the current information, it seems that this is an organization in Cambodia that has a cooperative relationship with the United States and Australia. Out of comprehensive considerations, it demolished a building that the United States had invested in.
I don’t know why, this is at best a matter between the United States, Australia and Cambodia, but in the interpretation of some foreign media, China’s “drama” has been added for no reason.
Many foreign media, including Business Insider, said that the reason why Cambodia demolished this temporary headquarters building was because "China and Cambodia reached a secret agreement", and China will use this agreement to obtain the "ream base" Exclusive right to use”.

What is quite funny is that the basis of these foreign media speculations on this matter without evidence is actually "China and Cambodia have very close relations." In addition, their reports continue to Emphasizing how this base in this incident will help "enhance China's strategic strength."
Their logic is: As long as the relationship between the two countries is good enough and the other party's facilities are of great benefit to me, I will definitely attack others. This idea is more like the United States' own international style.
Regarding this "American reasoning", the Cambodian government also made a clear statement in a statement on the 5th. The statement stated that this base renovation has nothing to do with China.
The earliest rumor that "China will build a base in Cambodia" originated from a report by the US " Wall Street Journal " in July 2019. The article quoted so-called "anonymous insiders" as saying that China and Cambodia had reached a "secret agreement" and China would obtain the exclusive use of parts of the Ream Naval Base in Cambodia.
In order to clarify this rumor, Cambodia invited reporters from 73 media on July 26, 2019, and unprecedentedly invited reporters to visit the Ream base, proving that Cambodia did not allow China to exclusively use the base.

"Reporters, open your eyes and move your noses. We can't hide anything... because we have satellites. But foreigners still accuse us of this and that." Cambodian Ministry of National Defense a spokesman said at the scene.
Including his speech in June this year, Cambodian Prime Minister Hun Sen has stated many times that Cambodia has never given China "exclusive rights of use" and that warships from various countries, including the United States, can come and dock. In addition, Cambodia will never allow any foreign military bases to exist on its territory.
