More than a month after the former deputy minister of the Ministry of Finance was dismissed, Zou Jiayi, the only female standing committee member of the Central Commission for Discipline Inspection, returned to the Ministry of Finance.
The official website of the Ministry of Finance shows that Zou Jiayi, a member of the Standing Committee of the Central Commission for Discipline Inspection and a member of the National Supervisory Commission, has assumed the new post of deputy minister of the Ministry of Finance and a member of the Party Leadership Group in June this year. On May 7 this year, Zhang Shaochun, who had resigned as Vice Minister of Finance, was dismissed.

Deputy Minister
who once served as a campus reporter, Zou Jiayi is "returning to the role" this time.
Zou Jiayi was born in June 1963 in Wuxi, Jiangsu Province. After graduating from the High School Affiliated to Peking University in 1981, she studied undergraduate and postgraduate studies in the English major of the School of International Relations and the international economic relations major of the Chinese Academy of Social Sciences. She received a master's degree in economics.
Political Knowledge Circle (WeChat ID: wepolitics) noticed that being an English major and being fluent in foreign languages is a distinctive feature of Zou Jiayi.
According to media reports, she has loved English since she was a child, but when she applied for the college entrance examination, she applied for a Japanese major because she was worried that her grades would not be enough. "Fortunately, a teacher from the National Admissions Office called me and suggested that I change my major to English."
While at the School of International Relations, Zou Jiayi also served as a reporter for the school magazine.
According to Junction Point, while working as a campus reporter, an investigation team including Zou Jiayi conducted an in-depth investigation into the competition mechanism of the canteen of Peking University next door. After summarizing the experience of many parties, the investigation team finally used the facts to directly talk to the catering department and successfully persuaded the school to open a third cafeteria. At the same time, the staff canteen and the student canteen are connected, providing everyone with more opportunities to choose freely.
"Tiger Fighter" returns to the Ministry of Finance
Zou Jiayi went to work in the Ministry of Finance after graduation.
Public information shows that Zou Jiayi has worked in the Ministry of Finance for 27 years. He started as a clerk and served successively as deputy director of the General Division of the World Bank Department of the Ministry of Finance, deputy executive director of the World Bank in China, deputy director of the International Department, executive director of the World Bank in China, director of the International Department, director of the International Economic Relations Department, etc.

In June 2015, Zou Jiayi assumed the new position of Assistant Minister of Finance. Half a year later (in December 2015), he "joined" the Central Commission for Discipline Inspection and served as the leader of the Discipline Inspection Team of the Foreign Affairs Office of the Central Committee, rising to the rank of deputy minister.
The background at that time was that the Central Commission for Discipline Inspection had just achieved full coverage of the discipline inspection agencies dispatched by central-level party and state agencies. As one of the agencies directly under the central government, the Central Foreign Affairs Office had dispatched a discipline inspection team. The Central Commission for Discipline Inspection also continued to recruit "discipline inspection recruits" from professional fields. Zou Jiayi took up the post and was the first announced leader of the newly established discipline inspection team at that time.
Zou Jiayi was an assistant minister before leaving the Ministry of Finance. This time she returned to the Ministry of Finance and was promoted to deputy minister.
The current leadership team of the Ministry of Finance is “one principal and six deputies”. Among them, Hu Jinglin and Yu Weiping were promoted from assistant ministers to deputy ministers of finance.
According to statistics from the Beijing News in 2015, the Ministry of Foreign Affairs and the Ministry of Finance have the most promotions from assistant ministers, which usually take two to three years.
But Zou Jiayi is obviously an exception. She did not go directly from assistant minister to deputy minister. Instead, she worked in the Central Commission for Discipline Inspection for two and a half years before returning to the Ministry of Finance as deputy minister.
The only "female standing committee member" in the Standing Committee of the Central Commission for Discipline Inspection
During the more than two years of working in the Commission for Discipline Inspection, she first served as the leader of the Discipline Inspection Team for more than a year, and then became the deputy minister of the Ministry of Supervision. In March this year, she took up the new position as a member of the National Supervisory Commission.
In October last year, the 19th Central Commission for Discipline Inspection was released, with a total of 8 deputy secretaries of the Central Commission for Discipline Inspection and 19 members of the Standing Committee of the Central Commission for Discipline Inspection. Among them, Zou Jiayi is the only female member of the Standing Committee.
This configuration is the same as the previous one. Among the Standing Committee of the 18th Central Commission for Discipline Inspection, there is also a female member of the Standing Committee, namely Huang Xiaowei.
Unlike Zou Jiayi, Huang Xiaowei has been working in the Discipline Inspection Commission system for a long time.
Huang Xiaowei worked in the Central Commission for Discipline Inspection for 16 years. In 2012, she was appointed deputy minister of the Ministry of Supervision. Two years later, she left Beijing and went to Shanxi to fight fires. She served as secretary of the Shanxi Provincial Commission for Discipline Inspection and participated in the reorganization of Shanxi's political ecology. In 2016, she was appointed deputy secretary of the Shanxi Provincial Party Committee. In January this year, she was elected chairman of the Shanxi Provincial Committee of the Chinese People's Political Consultative Conference and was promoted to the provincial level.
Before Zou Jiayi returned to the Ministry of Finance, Wang Baoan and Zhang Shaochun, the former deputy ministers of the Ministry of Finance, were dismissed one after another.
Since 1998, Wang and Zhang have been working together in the Ministry of Finance for 17 years, especially in the three years from 2012 to 2015. They were both members of the Party Leadership Group and Deputy Minister of the Ministry of Finance. Later, Wang Baoan was transferred to the director of the National Bureau of Statistics, but he was dismissed after less than a year in office.
New tasks
"We are responsible for 10 bilateral dialogue mechanisms involving 9 countries, including two vice-premier-level dialogue mechanisms, the Economic Dialogue under the framework of the China-US Strategic and Economic Dialogue and the China-UK Financial Dialogue, as well as the China-US Joint Economic Committee, China-EU Financial and Economic Dialogue, China-Germany Finance Ministers Exchange Mechanism, China-France Finance Ministers Exchange Mechanism, China-Japan Finance Ministers Dialogue, China-Russia Finance Ministers Dialogue, China-India (Turkish) Finance Dialogue, China-Brazil (West) Finance dialogue and other eight dialogue mechanisms."
In June 2012, Zou Jiayi, then director of the Foreign Economic Exchange Office of the Ministry of Finance, accepted an exclusive interview with People's Daily Online, "We are also responsible for researching and analyzing major issues in the international economic field, reporting international economic trends to the Party Central Committee and the State Council in a timely manner, and making relevant suggestions."

After Zou Jiayi returned, her new task was:

The first department she was in charge of was the Customs Department.

"Tariffs are the policy tool that best reflects internal and external coordination and play a special role in my country's opening-up strategy." In 2015, Zou Jiayi, then Assistant Minister of Finance, accepted an exclusive interview with "China Finance".
When it comes to tariffs, many people will think of the recent Sino-US trade war. Yes, during this period, the Tariff Department of the Ministry of Finance and the Tariff Commission of the State Council played a very important role.
On March 8, Trump signed an announcement, identifying imported steel and aluminum products as a threat to U.S. national security, and decided to impose additional tariffs on imported steel and aluminum products (i.e., 232 Measures) starting from March 23. This measure has caused serious damage to our country's interests. In April, the Tariff Commission of the State Council decided to suspend tariff reduction obligations for some imported goods originating in the United States, which will be implemented from April 2, 2018.
html On April 4, the United States released a list of goods subject to additional tariffs, saying that it would impose an additional 25% tariff on 1,333 items worth US$50 billion worth of goods exported from China to the United States. Later, the Tariff Commission of the State Council decided to impose an additional 25% tariff on 106 items in 14 categories such as soybeans, automobiles, and chemicals originating in the United States.According to Zou Jiayi, tariff levels in developed economies such as the United States, Europe, and Japan are significantly lower than those in my country, but tariffs are still used as an important means to support the development of domestic industries, and tariff concessions are used as an important bargaining chip in international economic and trade negotiations.
"With the world economy hovering at a low level, some countries or regions have adopted malicious competition behaviors such as low-price dumping in the Chinese market on the one hand, and abused trade remedy measures on my country's export products on the other. Chinese companies not only face increasingly fierce international competition, but also repeatedly suffer unfair treatment." She said in an interview.
"In the domestic market, we must fully exercise the rights allowed by WTO rules and effectively use anti-dumping duties, countervailing duties and other tariff measures to maintain a fair trade environment; in the international market, we must actively respond to foreign trade protectionist actions against us, properly handle trade frictions, and protect the legitimate rights and interests of domestic enterprises."
