The Hebei Provincial Party Committee and the Provincial Government have formulated and issued the "Opinions on Strongly Promoting Comprehensive Control of Air Pollution" and 18 special implementation plans. Among them, the 13 major cities in Hebei Province are divided into three types of areas. The first type areas ( Baoding , Langfang , Shijiazhuang) will start from November 1, 2017. The second type areas ( Tangshan , Cang Starting from November 1, 2018, the three types of areas (Zhangjiakou, Hengshui, Xingtai, Handan, Dingzhou, and Xinji) will prohibit National I and National II standard vehicles from entering the main urban areas of each city starting from November 1, 2020, except for holidays.

The Handan City Atmospheric Affairs Office has formulated and issued the "Handan City 2018 Comprehensive Air Pollution Control Work Plan", which stipulates that starting from November 1, 2018, except for holidays, National I and National II standard vehicles are prohibited from entering the main urban area.

The necessity of restricting the use of National I and National II emission standard vehicles

The pollution emission problem of old cars is particularly prominent. According to comprehensive calculations, under the same driving mileage conditions, the emissions of a National I standard light-duty gasoline vehicle are equivalent to more than six National V-standard light gasoline vehicles; the emissions of a National II-standard light gasoline vehicle are equivalent to the emissions of three National V-standard light gasoline vehicles.
