to build the "Golden Horse Peace Special Zone".
He believes that Kinmen and Mazu are the two "weakest defense". The United States' "Taiwan Relations Act" does not include these two regions.
If there is a conflict between the two sides of the Taiwan Strait, the Taiwan military will not be able to protect Golden Horse , and the Golden Horse will not be able to "assist Taiwan to defend against it." Since it cannot be saved, it is better to simply "give up" the troops, lose the troops to protect the commander, narrow the defense zone, and focus on protecting the island.
This is Shi Mingde's strategic thinking.
The so-called "giving up" is not the "not" in the complete sense, but turns Kinmen and Matsu into a strategic buffer zone. The Taiwan authorities took the initiative to withdraw the army to win the opposite behavior of the mainland, and should not regard these two areas as military targets.
Then, both sides regard these two areas as demilitarized zones and peaceful zones, which can not only avoid war, but also prevent conflicts, and maintain cross-strait peace.
He also suggested that the people of Kinmen and Matsu should be used as peace messengers and let them freely decide their destiny.
Shi Mingde's suggestion can be called a "peace memorandum" and is very valuable for reference.
There is a certain reason why he made this suggestion.
first, after the Democratic Progressive Party’s nine-in-one election failed, Taiwan’s political trend changed, and the “harmony wind” was blowing vigorously.
, especially the business community on the island, actively communicates with the mainland in order to achieve a peaceful development environment.
But at the same time, some politicians from Western countries have been playing Taiwan more and more vigorously for their political interests, and have sent lawmakers to visit Taiwan to further stimulate the nerves on both sides of the Taiwan Strait and create a tense atmosphere.
Shi Mingde believes that if this continues, cross-strait war will be inevitable.
Second, Shi Mingde was really anxious when he saw that the Tsai administration was still obsessed with it. The failure of the nine-in-one election did not make the Tsai Ing-wen authorities reflect, and they are still colluding with foreign anti-China forces to further stimulate the mainland. At the same time, after Tsai Ing-wen resigned as party chairman, the DPP's various factions are reorganizing and launching a new round of "internal fighting" around the struggle between the party chairman. The result of the reshuffle of the DPP is likely to lead to the "Taiwan independence" forces becoming more arrogant, even giving up, taking the risk, taking the most dangerous step towards Taiwan independence, and leading to the war in the Taiwan Strait.
Shi Mingde saw this danger and took action urgently, trying to remind Tsai Ing-wen to step on the brakes in time to avoid the situation from getting out of control.

Third, see clearly the situation on both sides of the Taiwan Strait.
From a geographical perspective, the two places of Golden Horse are close to the mainland and far from Taiwan’s main island. If the People’s Liberation Army wants to unify Taiwan in a military manner, these two places will inevitably become the first places to be destroyed. The Taiwan army could not defend at all. The two places are like the meat at the mouth of the mainland, and can be taken at any time.
From the perspective of public opinion, the people in the Golden Horse are very "close" to the mainland. They not only have the same language, the same cultural customs, and are also closely linked to the economy. Especially after the implementation of small three-way , the relationship between the two places and the mainland has become closer. Once a choice is needed between Taiwan and the mainland, the public opinion in the two places is likely to turn to the mainland.
From the perspective of the United States, the United States may not even be able to maintain Taiwan, let alone the two "official islands" of the Golden Horse. From a military perspective, these two places are not places to defend at all. Under the People's Liberation Army's cannon, the defenders have no hope of survival and are inevitably abandoned.
From these three dimensions, Shi Mingde came to his own conclusion that it is better to build a peaceful area and a military buffer zone than to build it.

As the saying goes, if you are not in your position, you will not do your politics. There is another saying that the authorities are confused.
Shi Mingde is a stubborn "Taiwan independence" element, but he was able to say such words this time because he was "not in his position" and the bystanders were clear.
He used to be a very influential person in Taiwan. He is also a person who strives to pursue political ideals. He has been imprisoned for more than 20 years and launched a "anti-Bian" movement for more than one million people. pressures Tsai Ing-wen, asking her to "swear to live and die with Taiwan."
It can be seen from this that Shi Mingde is a so-called political hero who can devote himself to Taiwan.
