With the approval of the State Council, the specific arrangements for the holidays and holidays in 2023 for New Year's Day, Spring Festival, Tomb Sweeping Day, Labor Day, Dragon Boat Festival, Mid-Autumn Festival and National Day are hereby notified as follows.

1, New Year's Day : There will be a holiday from December 31, 2022 to January 2, 2023, a total of 3 days.

2. Spring Festival : There will be a holiday from January 21st to 27th, a total of 7 days. Work on January 28th (Saturday) and January 29th (Sunday).

3. Qingming Festival : There is a holiday on April 5th, a total of 1 day.

4. Labor Day : There will be a holiday from April 29th to May 3rd, a total of 5 days. Work on April 23 (Sunday) and May 6 (Saturday).

Friday, Dragon Boat Festival : There will be a holiday from June 22 to 24, a total of 3 days. Go to work on June 25th (Sunday).

VI, Mid-Autumn Festival and National Day : Holidays will be taken from September 29th to October 6th, a total of 8 days. Go to work on October 7th (Saturday) and October 8th (Sunday).

Implementation Plan for Exempting Small Passenger Vehicle Tolls on Major Holidays

Ministry of Transport, Development and Reform Commission, Ministry of Finance, Ministry of Supervision In order to further improve the efficiency and service level of toll roads and facilitate people's quick travel, the Corrective Action Office of the State Council


has formulated the following implementation plan on issues related to exempting tolls for small passenger cars with 7 seats or less during major holidays:

1. Implementation scope

(1) The time range for free access is the four national statutory holidays including Spring Festival, Tomb-Sweeping Day, Labor Day, and National Day , as well as the above-mentioned statutory holidays and consecutive holidays as determined by the document of the General Office of the State Council in that year . The free period starts at 00:00 on the first day of the holiday and ends at 24:00 on the last day of the holiday (for ordinary highways, the time is based on the time when the vehicle passes the toll station at the toll lane, and on the expressway, the time when the vehicle leaves the exit toll lane is based on ).

(2) The scope of free-passage vehicles is passenger vehicles with 7 seats or less (including 7 seats) traveling on toll roads, including motorcycles that are allowed to drive on ordinary toll roads.

(3) The scope of toll roads with free passage is toll roads (including toll bridges and tunnels) that comply with the provisions of the "Highway Law of the People's Republic of China" and the "Regulations on the Management of Toll Roads" and have been approved in accordance with the law. Whether toll-free access will be implemented on airport expressways in various regions shall be decided by the people's governments of each province (autonomous region, municipality).

2. Work requirements

(1) Strengthen the management of free passage at toll stations.

In order to ensure the orderly passage of vehicles after the implementation of the toll-free policy, all regions must conduct a comprehensive survey of the existing lanes of highway toll stations, and in conjunction with the requirements for free passage of small passenger cars with 7 seats or less during major holidays, rationally plan and utilize existing toll lanes and free dedicated channels to ensure the orderly passage of passing vehicles in classified lanes.

(2) Improve the emergency response plan for toll stations.

Local transportation authorities at all levels and toll road operating and management units should comprehensively analyze the operation and management status of highway toll stations in their jurisdictions, especially traffic congestion and other related situations, and urge toll stations to formulate and improve emergency plans for responding to emergencies during major holidays. Once an emergency occurs, emergency response must be initiated quickly and targeted response measures must be taken promptly to ensure the normal operation of toll stations and the orderly passage of vehicles.

3. Safeguard measures

Exempting tolls for small passenger cars with 7 seats or less during major holidays is an important measure to adjust and improve toll road policies. It is of great significance for improving highway traffic capacity and service levels during major holidays and reducing travel costs on public holidays. The people's governments of all provinces (autonomous regions and municipalities) and the relevant departments of the State Council must attach great importance to it and implement it effectively.

(1) Strengthen leadership and clarify responsibilities.

The specific work of exempting tolls for small passenger vehicles with 7 seats or less during major holidays shall be organized and implemented by the people's governments of various provinces (autonomous regions and municipalities). Provincial-level transportation, development and reform (price), finance, supervision, and rectification departments must, under the unified leadership of the provincial people's government, formulate plans, implement responsibilities, clarify the division of labor, cooperate closely, and jointly implement the work. The Ministry of Transport, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Supervision, and the State Council’s Corruption Correction Office should set up a joint working group to strengthen guidance, coordination and supervision of various regions, and help solve problems in a timely manner.

(2) Deepen research and improve policies.

The people's governments of all provinces (autonomous regions and municipalities) and the relevant departments of the State Council must conduct in-depth research and analysis, scientifically evaluate the implementation effects and impacts of this policy, continuously improve relevant measures, and properly solve problems that arise during the implementation process; they must effectively communicate with toll road operators, strive for their understanding and support, and ensure that all work is carried out smoothly. At the same time, it is necessary to accelerate research on long-term mechanisms and policy measures to improve toll road management, improve highway service levels, promote the healthy development of toll roads, and better serve economic and social development.

(3) Pay attention to publicity and positive guidance.

Regions should strengthen public opinion guidance and policy propaganda through government and department websites, news media and other channels, and release relevant information in a timely manner so that the public can understand the significance and specific content of this plan in a timely and comprehensive manner, and create a good public opinion atmosphere for the healthy and sustainable development of highway transportation.




National Holidays and Anniversary Holidays (revised in 2013)

Article 1 These measures are formulated to unify the holidays for annual festivals and anniversaries across the country.

Article 2 Holidays for all citizens:

(Monday) New Year , 1 day off (January 1);

(Tuesday) Spring Festival , 3 days off (the first, second and third day of the first lunar month);

(Wednesday) Qingming Festival, 1 day off (the day of Qingming in the lunar calendar);

(Thursday) Labor Day , 1 day off (May 1);

(Friday) Dragon Boat Festival , 1 day off (lunar calendar Dragon Boat Festival day);

(Saturday) Mid-Autumn Festival , 1 day off (lunar calendar Mid-Autumn Day);

(Seven) National Day , 3 days off (October 1st, 2nd, 3rd).

Article 3 Holidays and anniversaries for some citizens:

(Monday) Women's Day (March 8), women have a half-day holiday;

(Tuesday) Youth Day (May 4), young people over 14 years old have a half-day holiday. ;

(Wednesday) Children’s Day (June 1), children under 14 years old have a day off;

(Thursday) Chinese People’s Liberation Army Founding Day (August 1), active military personnel have a half-day holiday.

Article 4 Festivals customary by ethnic minorities , the local people's government of the areas inhabited by ethnic minorities shall stipulate holiday dates in accordance with the customs of the ethnic groups.

Article 5 There are no holidays on other holidays and anniversaries such as May 30th Memorial Day, July 7th Anti-Japanese War Memorial Day, September 18th Anti-Japanese War Victory Day, September 18th Memorial Day, Teachers' Day, Nurses' Day, Journalists' Day, Arbor Day and other holidays.

Article 6 If a holiday for all citizens falls on a Saturday or Sunday, the holiday must be made up on a working day . If a holiday taken by some citizens falls on a Saturday or Sunday, the holiday will not be made up.

Article 7 These Measures shall come into effect on the date of promulgation.
