From the airline notice, the fuel surcharge reduction is based on the spirit of relevant documents of National Development and Reform Commission and the Civil Aviation Administration of China and the latest aviation kerosene price policy of the bureau.
price adjustment specific policies include that the charging standard for fuel surcharges per section of the route is 80 yuan; the charging standard for fuel surcharges per section of the route is 140 yuan; if domestic tickets sold before August 4 (inclusive) are changed after August 5 (inclusive), the fuel surcharges per section of the route are not refundable or supplemented.
On July 29, Longzhong Information once published an article saying that international oil prices are on the downward trend, and the overall price of aviation coal has been lowered.
"According to relevant regulations, there is a linkage mechanism between the fuel surcharge of domestic routes of civil aviation and the price of aviation kerosene, that is, the adjustment of air ticket fuel fee is linked to the changes in the price of aviation kerosene. When the price of aviation kerosene changes compared with the benchmark price (5,000 yuan/ton), airlines can adjust the fuel surcharge according to the corresponding adjustment mechanism. As international oil prices weaken, the price of aviation kerosene has fallen back to after experiencing continuous rises, so airlines have lowered the fuel surcharge in accordance with the provisions of the linkage mechanism." Cheng Chaogong, chief researcher of Tongcheng Research Institute, analyzed to China News Service.
China News Service noticed that this is the first time that the fuel surcharge has been lowered since the resumption of collection in February this year, and it has been raised five times before.
, on January 5 this year, domestic routes canceled the collection of fuel surcharges. On February 5, the fuel surcharge will be revoked, with 10 yuan and 20 yuan charged for flights of 800 kilometers and below and above respectively; from March 5, 20 yuan and 40 yuan will be charged respectively; from April 5, 50 yuan and 100 yuan will be charged respectively; from May 5, 60 yuan and 120 yuan will be charged respectively; from June 5, 80 yuan and 140 yuan will be charged respectively; from July 5, 100 yuan and 200 yuan will be charged respectively, setting the highest charging standard since my country began to collect fuel surcharges in 2000.
From the perspective of adjustment standards, after the fuel surcharge is reduced, passengers will save up to 60 yuan when buying a ticket after August 5 compared to before the reduction.
Airlines "blood loss" in the first half of the year
The life of airlines in the first half of the year was extremely sad, with half a year of losses exceeding the full year of 2021.
At the press conference of the Civil Aviation Administration of China held on July 12, Sun Wensheng, deputy director of the Comprehensive Department of the Civil Aviation Administration, revealed that in the first half of the year, civil aviation faced unprecedented difficulties. Due to the repeated impact of the epidemic, civil aviation transportation production fell to a trough. At the lowest number of Japanese flights in the first half of the year, there were only 2,967 flights, only 17.8% in the same period in 2019.

As of press time, many airlines have released their first-half performance forecasts, all of which are in a loss state. Judging from the net profit upper limit, Air China , China Eastern Airlines, ST HNA and China Southern Airlines are expected to lose more than 10 billion yuan, with the total loss of 57.65 billion yuan, exceeding the loss of 36.238 billion yuan in 2021.
Regarding the reasons for the loss, China Southern Airlines pointed out that the domestic civil aviation industry has been affected by multiple shocks such as repeated epidemics, high oil prices, and depreciation of the RMB.
China Eastern Airlines said that the company is headquartered in Shanghai and has experienced severe challenges from the impact of the epidemic. At the same time, the sharp rise in international oil prices and the depreciation of the RMB against the US dollar have also further increased the company's cost pressure.
Air China also stated that the domestic epidemic has spread at multiple points since the beginning of this year, resulting in a significant reduction in domestic route investment; investment in international routes is still subject to restrictions. The rising oil prices and the fluctuations in exchange rate further aggravate the difficulty of improving the company's efficiency, and the operating performance of the main business-related investment companies was also affected.
, while ST HNA said that the company's losses this time were mainly caused by operating losses and financial exchange losses.
Will the reduction in fuel surcharges stimulate travel and promote the performance of airline companies? Cheng Chaogong said that the downward trend in fuel surcharges can reduce the travel costs of civil aviation passengers to a certain extent, and has a certain stimulating effect on the demand for non-public travel such as travel and vacation.
"Fuel costs account for 30% to 40% of the total cost of airlines, and the continued rise in airline kerosene prices has brought great pressure to the operation of airlines. Therefore, the downward oil price will alleviate the cost pressure of airlines to a certain extent, and have a certain positive effect on the improvement of performance fundamental ." Cheng Chaogong further analyzed.
In addition, Huatai Securities recently released a report saying that the epidemic situation is improving marginally, and there is a trend of relaxation in epidemic prevention policies as a whole. Airlines demand is expected to continue to recover with the peak season of summer transportation, and the probability of greater pressure on oil prices and exchanges is small, and airline profits are expected to improve.
