China News Service Baise, December 11 (Zhong Jianshan) In late winter, the new joint inspection hall of Longbang Border People's Market Trade Zone in Jingxi City, Guangxi is crowded with border people who are handling border trade and trade procedures every day. The procedures such as border trade and trade procurement, settlement, and trade order declaration can be completed in one-stop.
"Baise Longbang Border People's Market Trade Zone was officially put into operation in October this year. It is currently the largest, most complete facilities and the most advanced customs clearance service system in China." Yang Wansheng, chairman of Guangxi Jingxi Wanshenglong Investment Co., Ltd., said in an exclusive interview with reporters recently that 20 companies have settled in the trade zone and nearly 200 Sino-foreign cooperative merchants.
Jingxi is a county-level city under Guangxi Baise City . The border line is 152.5 kilometers long and borders three counties of Chaling, Chongqing and Heguang, Gaoping Province, Vietnam. The territory of the Longbang Port is an international first-class port integrating commerce, tourism, production and processing. In 2007, Guangxi and relevant provinces in Vietnam signed a memorandum to plan to establish the China Longbang-Vietnam Chaling Cross-border Economic Cooperation Zone.

The official in charge of Baise City said that the officials of China and Vietnam are actively promoting the joint construction of China's Longbang-Vietnam Chaling Cross-border Economic Cooperation Zone. At present, the "China Longbang-Vietnam Chaling Cross-border Economic Cooperation Zone (China Region) Overall Development Plan (2016-2030)" has been compiled and passed expert review, and China and Vietnam have accelerated the construction of infrastructure in the cooperation zone.
In order to smoothly promote the construction of China's regional parks, at the end of 2015, Guangxi Baise Development and Investment Group Co., Ltd. and Guangxi Jingxi Wanshenglong Investment Co., Ltd. established a cooperative partnership to jointly develop, build and operate Wanshenglong International Trade and Logistics Center. The center is a core project of the China Park of Longbang-Vietnam Chaling Cross-border Economic Cooperation Zone, including six major functional areas including the border trade zone, general international trade service zone, international multimodal transport re-export trade zone, international bonded processing and sorting zone, ASEAN Free Trade Zone , and ASEAN Cross-border E-commerce Zone, with an investment amount of about 3 billion yuan.
Yang Wansheng said that his company is currently leading the promotion of infrastructure construction at Longbang Port. The construction of general international trade service areas at Longbang Port has been fully launched, and the "China-ASEAN Border Trade National Inspection Pilot Zone" within it will be completed and put into operation; the international bonded processing zone is being accelerated. After completion and operation in 2018, the flow of production factors will be accelerated, forming an industrial combination with on-site processing as a cluster, and realizing a pattern of "trade-industry and industry interaction".
In Vietnam, Vietnam officially plans to build a port economic zone with a total area of 44.56 square kilometers, consisting of two parks: Chaling Port Park and Gaoping Park. Among them, the first phase of the Chaling Port Park construction includes the port joint inspection area, warehousing area, export processing and business center, etc. After completion, it will be seamlessly connected with the China Longbang Port functional area. At present, the Chaling Port joint inspection area, storage area and travel inspection channel have been put into use.
In addition to accelerating the construction of bilateral port infrastructure in China and Vietnam, China and Vietnam are also actively promoting multi-party collaborative cooperation mechanisms. In order to improve the customs clearance efficiency of China-Vietnam ports, with the official assistance of China and Vietnam, Guangxi Jingxi Wanshenglong Investment Co., Ltd. and Vietnam Venus Company jointly established a cargo pre-treatment yard in Chaling, Vietnam. Pre-checking, pre-declaration and pre-processing functions are implemented for goods exported from Vietnam to China. The pre-inspection results are transmitted to relevant departments of Longbang Port through the information network. After the inspected goods enter the Chinese port, the customs clearance time can be effectively reduced.
In terms of financial reform, Longbang Port has introduced Liuzhou Bank to develop "border card" business. Border residents who meet the conditions within 20 kilometers around Longbang Port can apply for a "Border Resident Card". The bank provides cardholder border residents with special trading financial services. The business is currently in operation.
Baise official revealed that the local government is actively connecting with Asian Development Bank, Industrial and Commercial Bank of China, CITIC Bank and other banks to seek cooperation, and strive to tap the dividends of border financial reform policies.At the same time, it will conduct a "smart port" project with the Asian Development Bank, hoping to jointly promote the construction of three major functions of port information interconnection, mutual supervision recognition, and mutual law enforcement assistance, and speed up port customs clearance capabilities.
