Residents in District B of Jiuyue Huacheng Community, located on Jinhong Road reported to the "Below the Bell Tower·People's Livelihood Hotline" column that the community property company did not solicit the opinions of the owners, rented the community carport to a third-party company for operation, and charged the owners parking storage fee, which caused the owners to be dissatisfied. "We require the property company to comply with the previous statement and do not charge management fees, but we have communicated many times but failed to resolve it." said the resident party master of the community.

At 15:00 on November 10, the reporter arrived at the community, and Master Dang and 7 other residents of the community led the reporter to check the situation of the community carport. On the exterior wall of the right hand of the carport entrance and exit, there are carport intelligent management notices and charging standards notices posted by property companies, and there are also relevant laws and regulations on the definition and use of public areas and public facilities in the " Civil Code " printed and posted by residents. In the carport, charging piles are installed around the walls, and twenty or thirty electric bicycles are charging.
Residents told reporters that the charging piles in the carport were installed by two companies. The first company installed 60 charging sockets, and the second company installed 30 charging sockets. The carport is a community supporting facilities built by the developer and someone has contracted and maintained. Later, when charging piles were installed, everyone had to pay a storage fee if they didn’t stop or charge. If they were charged, they didn’t have to pay a storage fee.
The carport was once demolished because it occupied municipal roads. Last June, the carport was rebuilt. The property company fired the original contractor and rented it to a second charging pile company, which installed an access control system for the carport. Starting from November 1 this year, residents will not only bear the charge of electric bicycles, but also pay the storage fee. The access control is face recognition system . Residents do not pay the storage fee. If their personal information is not entered into the system, they cannot open the door gate and enter the carport to charge. As a result, residents have disputes with third-party companies and property companies.
"The carport is originally a supporting facility in the community and belongs to all owners. The property company rents it to a third party for operation without asking for our opinions. It will be done with a notice, depriving the owners of their rights." Master Dang said that especially when the carport was rebuilt, the property company promised not to charge parking custody fees. But in October this year, the property company notified that it would launch the access control system and let residents pay the parking custody fee. Only then did they know that the carport was rented to a third-party company for commercial operation, which caused them to be dissatisfied. Residents hope that the property company will operate in the old model, but the repeated communication with the property company is ineffective. They also prevented the access control system from operating normally many times. After the police intervened, they asked them to maintain the status quo and continue to negotiate with the property company.
Then, the reporter went to the community property company to learn about the situation. The property company staff told reporters that the original carport was indeed a supporting facility built by the developer and was demolished because it was an illegal building. The property company spent more than 200,000 yuan to rebuild the carport and introduced third-party companies to implement intelligent management, and the parking and storage fee charges were lower than before. Taking electric bicycles as an example, the annual storage fee for an electric bicycle in the past was 300 yuan, but now it is reduced to 240 yuan.
How to deal with the current situation? The head of the property company said that after communicating with the third-party company, they decided to suspend the charges and adjust them according to the operational situation. They plan to build some charging piles in public areas outside the carport, which not only solves the problem of charging the owners' electric bicycles, but also reduces the operating cost of through the profits of charging charges.
