You have received your request for establishment of a comprehensive cross-border e-commerce pilot zone. The approval is as follows:

1. Agree to Langfang City , Cangzhou City , Yuncheng City , Baotou City , Anshan City , Yanji City , Tongjiang City , Bengbu City , Nanping City , Ningde City , Pingxiang City , Xinyu City, Yichun City , Ji'an City , Zaozhuang City , Jining City html l3, Tai'an City , Dezhou City , Liaocheng , Binzhou City , Heze City , Jiaozuo City, Xuchang City , Hengyang City , Zhuzhou City, Liuzhou City , Hezhou City , Yibin City, Dazhou City , Tongren City , Dali Bai Autonomous Prefecture, Lhasa City, Ili Kazakh Autonomous Prefecture and other 33 cities and regions have established cross-border e-commerce comprehensive experimental zones, with names being China (city or region name) cross-border e-commerce comprehensive experimental zones, and the specific implementation plan is respectively issued by the provincial people's governments of the location.

2. The construction of a comprehensive pilot zone for cross-border e-commerce (hereinafter referred to as the comprehensive pilot zone) should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, in accordance with the decisions and deployments of the Party Central Committee and the State Council, adhere to the general tone of work of seeking progress while maintaining stability, fully, accurately and comprehensively implement the new development concept of , accelerate the construction of a new development pattern, comprehensively deepen the reform and opening up of , adhere to innovation-driven development, copy and promote the mature experience and practices of the first six batches of comprehensive pilot zones, give full play to the positive role of cross-border e-commerce in helping the transformation and upgrading of traditional industries and promoting the digital development of industries, promote the optimization and upgrading of foreign trade, and accelerate the construction of a strong trade country. We must unswervingly implement the overall national security concept of , focus on risk prevention, and insist on standardizing in development and developing in standards. We must protect the rights and interests of personal information and create a good business environment for all types of market entities to participate in market competition fairly.

3. The people's governments of relevant provinces (autonomous regions) should effectively strengthen the organizational leadership of the construction of comprehensive pilot zones, improve the mechanism, clarify the division of labor, implement responsibilities, and effectively promote the construction and development of comprehensive pilot zones in an orderly and effective manner. In accordance with the pilot requirements, we must improve the specific implementation plan as soon as possible and organize and implement it well. We must further refine the task of pioneering and trial, highlight key points, drive innovation, give full play to the decisive role of the market in allocating resources , better play the role of the government, effectively guide social resources, rationally allocate public resources, and steadily promote the construction of a comprehensive pilot zone. It is necessary to establish and improve the cross-border e-commerce information management mechanism and provide relevant electronic information in a timely manner according to the management needs of relevant departments. We must regularly submit work plans, pilot experience and results to the Ministry of Commerce and other departments, and strive to make new progress and breakthroughs in improving the system and mechanism to promote the development of cross-border e-commerce and promoting the construction of supporting support systems. Important policies involved in the construction of each comprehensive pilot zone and major construction projects of and must be submitted for approval in accordance with the prescribed procedures.

4. The relevant departments of the State Council should strengthen coordination, guidance and policy support for the comprehensive pilot zone in accordance with the division of functions, and effectively play the demonstration and leading role of the comprehensive pilot zone. In accordance with the principle of encouraging innovation, we will adhere to problem-oriented approach, strengthen coordination and cooperation, and focus on exploring and innovation in technical standards, business processes, regulatory models and informatization construction related links of cross-border e-commerce enterprises-to-enterprise (B2B) methods, and study and introduce more support measures to create a good environment for the development of the comprehensive pilot zone and better promote and standardize the development and growth of the cross-border e-commerce industry. It is necessary to further improve the cross-border e-commerce statistics system and implement support policies such as exemption from value-added tax and consumption tax for cross-border e-commerce retail export goods in the comprehensive pilot zone according to regulations. Enterprises can choose to approve corporate income tax, and automatically apply the cross-border e-commerce retail import pilot policy to cities (regions) where the comprehensive pilot zone is located that have been confirmed by the local customs to meet the regulatory requirements, and support enterprises to jointly build and share overseas warehouses. The Ministry of Commerce should take the lead in overall coordination, tracking, analysis, and supervision and guidance, establish and improve assessment and exit mechanisms, conduct regular assessments, promote survival of the fittest, work with relevant departments to timely summarize and promote pilot experience, and report major issues and situations to the State Council in a timely manner.
