1. Overall principles and requirements

Adhere to the employment standards of both moral integrity and ability, and implement the principles of democracy, openness, competition, and selection of the best.

2. Recruitment method

adopts public recruitment method. It shall be carried out in accordance with the steps of formulating a recruitment plan, issuing a recruitment announcement, registration qualification review and confirmation, examination (written test, interview), assessment, physical examination, public announcement, and employment.

3. Recruitment positions and number of people

A total of 175 personnel agent teachers in primary and secondary schools were recruited. Each person is limited to one position to apply for. According to the provisions of the examination ratio of document No. 33 of Ji Human Resources and Social Security [2018], the ratio of the number of applicants to the number of recruited people in the same position shall not be less than 2:1 in principle. 4. Recruitment conditions

(I) Basic conditions for applicants:

1. Gucheng County household registration.

2. Ages 18 years and above, 35 years and below (born between July 31, 1984 and July 31, 2001).

3. Abide by the Constitution and the Law.

4. Have good conduct and professional ethics.

5. Adapt to the physical conditions required by the job.

6. Candidates applying for Zhengkou Middle School and senior middle school are required to have a general full-time bachelor's degree or above and have obtained the senior middle school teacher qualification certificate. Candidates applying for Zhengkou No. 1 Primary School, Zhengkou No. 2 Primary School, Zhengkou No. 3 Primary School, Zhengkou No. 5 Primary School, and Julong Primary School are required to have a general full-time bachelor's degree or above; those who have not obtained a teacher qualification certificate are allowed to register for the exam. Once hired, they must obtain a teacher qualification certificate within two years, otherwise they will be dismissed. Candidates applying for primary school positions in township central schools are required to have a regular full-time junior college degree or above. Among them, candidates with junior college degree must have a teacher qualification certificate or a certificate of passing the teacher qualification examination. Candidates with bachelor's degree or above who have not obtained a teacher qualification certificate are allowed to register for the examination. (II) Personnel who have any of the following circumstances are not allowed to apply for

1. Personnel who have been criminally punished for crimes and have been dismissed from public office.

2. Active duty military personnel, full-time attendees in ordinary colleges and universities.

3. Persons who constitute a evasion relationship after applying for the examination (refer to Article 41 of the "Interim Measures for Public Recruitment of Staff in Hebei Province").

4. Formal current staff of government agencies and institutions (including probationary period).

5. In-service personnel agent teacher in Gucheng County.

6. Persons who have been punished by party discipline or political discipline or are being investigated.

7. Other situations that are not allowed to be recruited as staff of public institutions, as stipulated by laws and regulations.

5. Recruitment methods and procedures

Gucheng County Public Recruitment Personnel Agent Teacher Leading Group was established in 2019 to be responsible for the leadership and supervision of the recruitment work and ensure openness, fairness and justice.

(I) Application position

Candidates who meet the requirements log in to the "Gucheng County Public Recruitment Examination Online Registration System" (http://114.55.1.107) for online registration from August 10 to August 14, 2019. The online registration process is: apply for an registration number → candidate login → fill in the registration information → online review → select the position you are applying for after the review is passed → print the "Registration Information Form". Candidates must complete the online registration process in advance. If they cannot complete the registration process due to excessive visits before the registration is completed, they shall bear the responsibility.

While registering online, candidates will go to the Office of the Leading Group for Public Recruitment of Personnel Agent Teachers in Gucheng County in 2019 (Room 211 of the County Education Bureau) to handle the personnel file transfer procedures. Before August 25, 2019, candidates need to send their files to the County Education Bureau for review. Those who fail to send them within the deadline will be deemed to automatically give up the corresponding qualification for subsequent assessment.

(II) Registration qualification review confirmation

1. Registration qualification review.While registering online, the candidates will download the "Gucheng County Public Recruitment Personnel Agent Teacher Registration Qualification Review Form for 2019 Public Recruitment of Personnel Agent Teachers" (see attachment), print it on both sides, fill in the personal basic situation and commitment part, and send it to Gucheng County's 2019 Public Recruitment of Personnel Agent Teachers Leading Group Office (Room 211, County Education Bureau) before 18:00 on August 14, 2019, and review it by relevant departments.

Candidates shall be disqualified from registration if they have any of the following circumstances:

⑴ I have violated the party’s line, principles, policies and national laws;

⑵ I have been punished by criminal sanctions;

⑶ I have been subject to administrative sanctions and have not been lifted; I have been punished by party warnings or serious warnings for less than one year, and have been punished by party positions or above for less than two years;

⑷ I have suspected of illegal crimes and have not been found out;

⑸ Married persons themselves violate the national family planning policy;

⑹ I and my immediate relatives have records of petitioning in abnormal places and do not petition in accordance with the "Regulations on Letters and Visits".

2. Confirm the registration information. The registration information of candidates is confirmed from August 15 to August 17, 2019. If you have participated in the confirmation of registration information for the public-level teachers from July 8 to July 16, 2019, you must submit the "Gucheng County Public Recruitment Personnel Agent Teacher Registration Qualification Review Form", "Registration Information Registration Form", and the original and copy of your ID card, graduation certificate, and teacher qualification certificate; if you have not participated in the confirmation of registration information for the public-level teachers from July 8 to July 16, 2019, you must also submit the original and copy of the registration certificate, bring your own kraft paper file bag, and paste the "Registration Information Registration Form" on the front of the file bag.

(III) Examination

The examination is conducted in the form of written tests and interviews. This examination does not specify examination books, and it is not held or entrusted to hold pre-examination training classes.

The written test is a closed-book exam. Candidates will take the written test with the "Admission Ticket" and the original ID card. Candidates who lack certificates are not allowed to take the test.

Written test content: Candidates applying for high school positions take basic knowledge of high school, candidates applying for primary school positions take basic knowledge of junior and high school (30% of junior high school accounts for 70%), the full score of the test paper is 100 points, the answer time is 120 minutes, and the written test score is recorded as 60% as the total score.

The minimum passing line for the written test was determined by the Gucheng County Public Recruitment of Personnel Agent Teachers Leading Group in 2019. For candidates above the minimum pass score of the written test, the candidates for entering the interview will be determined based on the recruitment plan and the total score of the written test, from high to low scores to 1:1.5. All those with the last written test scores in the ratio will be selected into the interview. ② Interview

The interview is conducted in a class-telling manner (multimedia equipment is required), and the class-telling time is controlled within 5 minutes. According to each person's total score, the candidates to be tested will be determined in a ratio of 1:1 based on the high scores to the low scores. (IV) Assessment

(V) Physical examination

(VI) Determine the personnel to be hired

. Those who pass the physical examination will be determined to be the personnel to be hired. 6. Treatment and management

1. Hiring. The work unit will sign the " Employment Contract " with it, clarifying the responsibilities, rights and obligations of both parties. The contract signing period is 3 years and the probation period is 1 year, including within the contract term. After the three-year contract expires, due to work needs, the employment will be renewed after passing the assessment of the education and human resources and social security departments.

2. Treatment. The salary of employees of the employer shall be implemented in accordance with the salary standards of public institutions in our county and shall be adjusted according to the salary standards. Each month, the county finance shall deduct various insurances borne by individuals and allocate them to the county education payment branch center according to the funds, and shall be paid by the county education bureau. Archives and personnel relations are represented by the county talent exchange center, and the five insurances (pension, medical care, childbirth, work-related injury, and unemployment insurance) are allocated to the county education bureau on a monthly basis by the county finance payment center, and the education bureau is responsible for handling the payment procedures. Reward performance wages are included in the budget by the county finance, and are calculated by the county human resources and social security and financial departments every year and paid by the county education bureau.
