Gucun Police Station has set up 4 "comprehensive windows" to handle nearly 50 public security services in one-stop
driver's license replacement, entry and exit documents, traffic violation handling and other public security services no longer need to go to the designated location to submit materials, queue up for processing. You only need to go to the police station at your doorstep to do it anytime, and it is handled throughout the city. "This kind of police station makes more convenient and considerate for more people!"
Recently, Mr. Pan, a citizen living in Baoshan, expired. He originally thought of changing his driver's license at the Hami Road Vehicle Management Office in Changning District. When he learned that the Gucun Police Station at his doorstep was piloting the "comprehensive window" business, he could also change his expired driver's license. With a try-out attitude, he did not expect that he could easily make a simple online appointment and within five minutes of the scene. Not only did he run more than 10 kilometers less than before, but he also saved at least half a day. He couldn't help but post to like this convenient measure on Moments, which won the envy of many friends.
The changes in a police station are behind the exploration of Shanghai’s “one-stop service” reform. In order to allow the masses to "do their business without leaving home and run away only once at most", the Shanghai police have also established an online and offline model of "one-stop service". You can do business by opening the APP online, and offline "physical stores" have also created a "comprehensive window" by changing the police process, realizing the entry of one door and doing various things at the same time.
Let the people "run away less" and "save time" is the original intention

Since there is "one-stop service", why do you still need a "comprehensive window"? "Let the people "run away less" and "save time" are the original intentions." Ma Jun, a relevant person in charge of the Legal Corps of the Municipal Public Security Bureau, told reporters that the "comprehensive window" can be regarded as an offline version of the "physical store" of the online "one-stop service" model.
Yesterday afternoon, the reporter visited Gucun Police Station of Baoshan Public Security Bureau. As soon as I entered the door, the first question in front of the consultation desk immediately stepped forward and enthusiastically asked what business to do.
Ms. Li, a citizen who walked into the police station with the reporter, came to add the Hong Kong and Macao pass. After asking clearly that Ms. Li had an electronic pass, the reception police guided her to the self-service processing machine. Ms. Li inserted her ID and quickly completed the signing under the guidance of the police. The whole process was less than a quarter of an hour.
Zhang Hua, director of Gucun Police Station, told reporters that the transportation and entry and exit service windows in Baoshan area are characterized by "secrets in the east and looses the west", which is also a consideration for the municipal bureau to choose Gucun Police Station located in the west as a pilot unit. "On the basis of the municipal bureau's 'standard actions', we added some traffic violations to deal with, but unexpectedly, it became the business headquarter, with an average of more than 350 transactions per day, accounting for 2/3 of the entire window business!" Zhang Hua revealed that the current traffic violations are handled for about 15 to 20 minutes, which is more than 10 kilometers less than the traffic police windows that arrived at Meipu Road before, saving at least an hour.
According to Ma Jun, at present, Shanghai Municipal Public Security Bureau has connected 71 approval matters and 16 service matters of the Ministry of Public Security to the city's "one-stop service" general portal, of which 24 of them realize "zero run" online processing throughout the process, and the remaining 63 items achieve "only run once".
At the same time, more than 50 most commonly used businesses for citizens, including population, transportation, entry and exit, etc., have also been connected to the municipal government’s “Suishen” Citizen Cloud App. Taking the application for the 6-year exemption mark as an example, you used to go to the Vehicle Management Office of the Traffic Police Corps or the Traffic Police Detachment of each branch to apply for it. It took a long wait time and it was difficult to park. Now, as long as you submit an application on the "Suishenban" Citizen Cloud App and cooperate with the postal EMS delivery service, you can complete the business without leaving home.
Ma Jun revealed that the scope of online service matters this year is further expanded. "Recently, we have connected the 'household registration certificate' business to the general portal to achieve 'zero run' of 'household registration certificate'." This certificate alone can save at least 500,000 runs of citizens based on the total issuance of more than 500,000 runs in 2018.
Online processing is constantly convenient and speeding up, but public security work has its own characteristics. How can some businesses that must be handled offline enhance citizens' feelings? The "comprehensive window" came into being. The core is "not looking for police types, not distinguishing regions, completing them in one go, and handling them all across the city."
"Comprehensive Window" pilot will "one package and all-round" be fully covered next year. Sun Xuecheng, a police officer from the Political Department of the Municipal Public Security Bureau, told reporters that the "Comprehensive Window" not only changed the traditional model of handling services at different police windows in the past, allowing the public to handle "cross-police" comprehensive businesses such as household affairs, public security, entry and exit, and traffic police at the police station window at the doorstep, but also maximizes the burden and efficiency of grassroots police officers.
At present, there are 13 categories and 47 businesses that can be handled by the Shanghai Public Security Police Station, including the first application for the mainland residents' pass to Hong Kong, Macao and Taiwan, which has a high demand, and the issuance of self-service machines for travel visas, the issuance of the first ordinary passport, and other entry and exit services; issuance of motor vehicle inspection exemption marks for 6 years, issuance of motor vehicle driver's license 6, and other traffic police services; issuance of 3 categories of "Shanghai Special Industry License" and other public security services, as well as all ID cards and household registration services.
The Municipal Public Security Bureau also encourages and guides grassroots police stations to independently choose to increase traffic violation handling and issue "Dog Raising Registration Certificate" based on the window's hardware facilities conditions and ability to handle 29 businesses, so as to maximize the convenience of the people within the window's ability to bear.
Since September last year, six police stations including Gaodong Police Station of Pudong Branch and Gucun Police Station of Baoshan Branch have taken the lead in starting the pilot project of the first batch of police stations' "comprehensive window" construction. Up to now, the pilot program has handled tens of thousands of transactions in more than 8 months, which is widely welcomed by citizens.
At the end of last year, the police explored the entry of public security business into street and town community affairs acceptance centers on the basis of the pilot construction of the police station's "comprehensive window" and implemented a new model of "one-stop" comprehensive handling. Minhang District Hongqiao Town and Maqiao Town Community Affairs Acceptance Center was the first to pilot. The two windows have received more than 24,000 people so far, and have accepted more than 10,000 transactions of various businesses such as household registration, transportation, entry and exit.
It is understood that based on the pilot projects of 6 police stations and 2 community affairs acceptance service centers in the city, the city will add 45 pilot police stations this year. It is expected to gradually achieve city coverage next year.
