This article summarizes the measures of European and American countries in helicopter market development, technological innovation and development, product innovation, supplier system construction, industrial layout, etc., and analyzes the advantages formed by these measures in technology, products and services. Through domestic helicopter market analysis, we study the adverse position of domestic helicopters in market competition. The reason is the serious consequences caused by our long-term lack of attention to the helicopter industry. There are serious shortcomings in basic technology research, key technology breakthroughs, model serial development, industrialization plans and support policies formulation and implementation. This article puts forward suggestions from the national and industrial levels, formulates top-level plans and designs, and plans overall development and layout.

1. Current development status of the world helicopter industry

Since the economic crisis in the 1990s, the production and export of helicopters have continued to decline, but in recent years, Russia's helicopter manufacturing industry has achieved certain growth, with many military helicopter modifications and new models, and civilian products have also developed.
At present, major helicopter manufacturers are responding to fierce market competition according to their respective different business strategies. Airbus Helicopters has achieved success in the civil and military markets through balanced development of production lines, and has covered the world through regional subsidiaries and partnerships. Leonardo has invested a lot of money in new product research and development, while strengthening risk cooperation. Boeing Helicopters focused its production line on a small number of very successful military models. In the process of national development, the economic situation in the eastern and coastal areas is generally better than that in the western regions, and its economic advantages are obvious. However, considering that the western region is vast and sparsely populated and the wide distribution of natural resources, it is imperative to achieve great economic development in the western region. In addition, with the gradual deepening and expansion of my country's "Belt and Road" economic construction, strengthening the construction of the economic belt, safeguarding national interests, and safeguarding the safety of national lives and property has become another important issue before our country.
(2) Natural environment
my country's land area is about 960×104km2, the land border line is about 2.2×104km long, and the coastline (including island coastline) is about 3.26×104km long. The forest area in my country is about 2×108ha, the grassland area is nearly 4×108ha, and the total length of rivers in my country is 43×104km, which creates a natural environment with a variety of terrain structure, complex geographical environment, crisscrossing rivers and scattered lakes. The changing international situation has put the living environment around our country under tremendous pressure. Foreign foreign instability factors in China, India, China and Japan, the Korean Peninsula, East China Sea / South China Sea and other regions, and the arduous tasks of maintaining social stability such as the internal Taiwan Strait, counter-terrorism and stability maintenance, and combating separatism have made the factors that my country needs to consider in the construction of weapon equipment system more complex.

2.2 Development history of my country's helicopter industry
my country's helicopter industry was founded in the mid-1950s. In October 1956, the -meter-4 helicopter was introduced from the Soviet Union and started to produce the straight-5 helicopter , which started the development process of China's helicopter industry. Then, by introducing and producing the Z8 and Z9 helicopters, the Z11 helicopter was designed and developed by itself. China's helicopter industry has always adhered to the policy of "one aircraft, multiple types, series development" and "independent development as the main focus and active international cooperation". 2.3 Helicopter equipment
For a long time, due to weak foundations and strict control of low-altitude airspace , my country's helicopter equipment is still in its infancy and its fleet is small. As of the end of 2019, my country's civilian helicopter ownership was 1,237, with an average of 0.90 per million population, of which there are only 53 helicopters produced in China, accounting for less than 4.3%. A large amount of market share was seized by European and American manufacturers. The weak development of the domestic helicopter industry has caused the embarrassing situation where the domestic civil helicopter ownership is small today, and domestic helicopters have almost no foothold in the field of civil helicopters.
Since the reform and opening up of , the country's economic construction has developed rapidly, the scale of infrastructure construction has been huge, and the entire society has experienced earth-shaking changes. However, the helicopter industry, which should have played an important role in this period, has developed slowly, especially in the field of civil helicopters. In order to achieve the country's goal of accelerating industrial upgrading and transformation and reaching the level of in medium-developed countries by 2050, it is necessary to accelerate the development of the helicopter industry, and promote the transformation and upgrading of the helicopter industry based on the development of helicopter technology, product development and market development.
2.4 Technical system construction
World helicopter technology comes from Europe and the United States. my country has always been learning and tracking advanced helicopter technology in Europe and the United States. In the past decade, the development of helicopter technology in my country has accelerated significantly, and now it has basically formed the technical foundation for the development and production of contemporary helicopters and the industrial foundation for industrial development. We have mastered the overall design and optimization of helicopters, aerodynamics, dynamics, structural design and other helicopter design technologies. We have established an effective scientific research management system for various helicopter systems from design and research to testing. At the same time, we are also paying more attention to the development of cutting-edge helicopter technologies, including intelligent rotors, composite helicopters, helicopter electric technology, high-speed helicopters, etc., to maintain the advanced nature of my country's helicopter technology. my country's helicopter technology system has basically formed a good development momentum of one generation of argumentation, one generation of development, and one generation of production.
However, my country's investment in basic helicopter technology has been insufficient for a long time. The basic testing facilities used to explore the basic principles of helicopters are incomplete. Many theories cannot be verified and developed continuously. The construction of the technology system is significantly lagging behind European and American countries. At the same time, my country's military helicopter models are developing slowly, and the demand for helicopter technology is not urgent enough, which leads to sluggish and backward in technological development, insufficient innovation capabilities, and the inability to support the research and development of new models. This cycle has led to the slow development of my country's helicopter industry and lacks advantages in the fiercely competitive helicopter market. The generation gap of helicopter military equipment is a major weakness in national defense construction. Therefore, accelerating the development of helicopter technology is an important link in promoting the development and growth of my country's helicopter industry and building national defense modernization.
2.5 Product system construction
After decades of development, my country's helicopter industry has formed a relatively reasonable product structure. The 2t-level, 4t-level, 7t-level, 10t-level, 13t-level and other platforms have completed the design and finalization. On this basis, multiple models developed have entered mass production and delivered to different users. AC series civil helicopters have entered the civil aircraft market one after another, and the 7t-class AC352 helicopter developed in cooperation with European Direct is actively collecting evidence.
However, through this helicopter model number and maximum take-off weight distribution map (see Figure 3), we can see that there is a huge gap between the construction of my country's helicopter product system and European and American countries, and it is very far apart in terms of model number and maximum take-off weight. The lag in product system construction is a comprehensive reflection of the lagging development of my country's helicopter technology and the lag in the development level of helicopter application fields. The construction of my country's helicopter product system needs to be accelerated. Through market development and product research and development, the pace of development of the helicopter industry will be accelerated and the passive situation of my country's helicopter industry lags.

2.6 Supplier system construction
my country's helicopter industry follows the military helicopter R&D and manufacturing system. However, from the perspective of the construction of foreign helicopter supplier system, my country's helicopter suppliers are still in the initial stage of development, especially in the supporting facilities of civil helicopters, their technical capabilities, product quality, and market share are all at a disadvantage and cannot compete with world-class suppliers. Domestic helicopters that are tied to the interests of domestic suppliers are also in a barely survival situation in the competition. Domestic helicopters have poor technical capabilities and lagging product development also make domestic suppliers lack development opportunities. Strengthening the construction of the supplier system and using models to drive technological development is the only way to improve the overall level of domestic suppliers and the foundation and guarantee for the development of the helicopter industry.
2.7 Customer Service and Operation
China's helicopter after-sales service is under the responsibility of the helicopter manufacturer, providing independent and comprehensive after-sales service guarantee. The domestic helicopter manufacturers of a certain scale are mainly Harbin Aircraft Industry Group Co., Ltd. and Changhe Aircraft Industry Group Co., Ltd. Both companies have their own after-sales service systems and provide guarantees for users' helicopter operations by dispatching after-sales service personnel. This model can ensure that the helicopter is in good condition during operation, with after-sales service guaranteed and quick response, so as to facilitate the rapid resolution of problems arising during operation. However, this model also makes it difficult to ensure after-sales service by helicopter manufacturers, especially for small purchases and wide distribution range, the cost and energy used for after-sales service will be greatly increased. The practices of the after-sales service guarantee links in the United States, Europe and Russia are gradually converging. By establishing an integrated after-sales service center and regional after-sales service stations, the service areas are divided, the manpower and material resources are reasonably allocated, the pressure of after-sales service and warehousing is reduced, and the pressure of after-sales service and warehousing is ensured to serve users well.
Operating companies directly participate in market competition, and the survival status of operating companies affects the direction of the development of the helicopter industry. 3. Domestic helicopter industry development suggestions
Although my country's helicopter industry has been developing for decades, it has many shortcomings in various aspects such as technology system, product system, customer service system, and supplier system. According to the economic views of Hamilton, the first Treasury Secretary after the independence of the United States, and Liszt, Germany, my country's helicopter industry is still a naive industry with weak foundation and competitiveness. Therefore, the country should coordinate the development of my country's helicopter industry from a macro level, formulate support policies and fiscal and tax policies, establish practical and effective policy measures, plan development paths, rationalize industrial layout, promote industrial integration, and strengthen industry cooperation. Through overall coordination and reasonable division of labor, strengthen industrial management and promote policy implementation, while achieving the development of my country's helicopter industry, drive the coordinated development of related industries and enterprises, achieve benign interaction, build a healthy and sustainable industrial chain, and create advantages of the helicopter industry.
(2) With the goal of serving national construction and model serialization development as the guide, we will achieve breakthroughs and innovations in helicopter technology
