html At around 8:30 am on July 19, at the gate of the Experimental Primary School affiliated to Beijing No. 18 Middle School, some parents watched their children enter the campus, and some parents were also scanning the code to pay the fees on site. These children all live nearby, but most of them are not students from the Affiliated Primary School of No. 18 Middle School. This day is the day when Beijing’s summer hosting service is officially launched. These students arrive at school at 8:30 in the morning and leave school at 5:30 in the afternoon. They are closed on campus and are mainly cared for by teachers. They can do homework, read, and carry out physical activities, but are not allowed to organize subject training and collective teaching. html On July 2, Beijing Municipal Education Commission announced that it would launch summer hosting services. On July 7, National Ministry of Education also issued a notice on supporting the exploration of summer hosting services. In addition to Beijing, hosting services are also piloted in Guangzhou, Zhuhai , Wuhan, Nanjing and other places.hosting service was carried out under the background of the central government's review and approval of the "double reduction" opinion (reducing the burden of student homework and off-campus training in compulsory education) and the establishment of the off-campus education and training supervision department of the Ministry of Education. This is regarded as a supplement and relief plan for banning winter and summer vacation tutoring in the "double reduction" opinion. But at least from the moment, the role of summer hosting is limited. Under the background of strong supervision, what will happen to off-campus training institutions in the future is also worth paying attention to.
"Base-Base" custody: 53 students from 11 schools participated in
Beijing No. 18 Middle School Principal Wang Zhiqing introduced to " China News Weekly " that Beijing Summer Hosting is for first-grade to fifth-grade students in the city, divided into two periods, each period of 12 days. The first period will be from July 19 to August 3, and the second period will be from August 5 to 20. In principle, each primary school student can only sign up for one period.
No. 18 Middle School Affiliated Primary School is currently hosting 53 students from 11 surrounding primary schools and different grades. According to the arrangement of the Fengtai District Education Commission of Beijing, where the school belongs, the custody shall be based on the principle of the student's residence nearby. Based on the street, one or two primary schools shall be selected as the hosting school in each street, and the students who need care in several surrounding schools shall be collected into the custody school. Fengtai There are more than 1,200 students in the district participating in the custody of 31 schools.

It is understood that 53 students in charge of Fengtai No. 18 Middle School Affiliated Primary School were divided into two classes, mixed with different grades. In the first phase of the custody, only one first-grade student came from the Affiliated Primary School of No. 18 Middle School, two students came from the school in the second phase of the custody. There were more than 700 students in the Affiliated Primary School of No. 18 Middle School. The custodial student will charge a custodial fee of 30 yuan per day and a custodial fee of 30 yuan per day.
Wang Zhiqing said that the most challenging issue is how to carry out custody work when it is not familiar with students. A teacher in charge of custody at the school said that since the students come from different schools, the teachers had no idea about the specific situations of students' personality, physical condition, family environment, etc. Moreover, students of different grades must be together to ensure the safety of students, which are all difficulties faced in the process of caring for students.
The problem is that the hosting content is arranged, which is determined by each school. According to regulations, make-up classes and new lessons are not allowed to be organized during the custody period. Based on this, the Affiliated Primary School of No. 18 Middle School has arranged a "one-day" class schedule. Every day from 8:30 to 9:00, students do morning exercises, from 9:10 to 50, doing summer homework, and the next class is self-reading time. There are more than 20 children in each class who are entrusted with four people in a group, sitting together, with 4 reading books placed at each table, which is the reading task to be completed in 12 days. From 10:45 to 11:35, the "Classic Review" period will be held, and an episode 86 version of " Journey to the West " will be played, followed by lunch and lunch break. The afternoon is the independent reading of two classes, and another "Classic Review" plays "Journey to the West", and another physical education class is over after school.
One of the major factors that restricts schools from carrying out richer activities is also the teachers, because only teachers in some disciplines of the school are carrying out custody services.
Whether teachers are willing to participate in custody and teacher remuneration are also one of the key issues whether custody services can be carried out well.Summer vacation should be the time for teachers to rest, adjust and learn. After the notice of hosting services was issued in Beijing, Henan and other places, the news that "the teacher's winter and summer vacation was cancelled" and "the summer vacation became the third semester" was widely circulated online.
htmlOn July 13, the Ministry of Education held a press conference to refute the rumor that summer custody must follow the principle of teacher volunteerism, coordinate and reasonably arrange the time for teachers to volunteer to participate in custody services, protect the rights and interests of teachers in accordance with the law, and protect the necessary rest time for teachers during summer vacation and the time for participating in summer teaching and research and training. The statement that "the teachers should be cancelled in winter and summer vacation" has no basis.Wang Zhiqing said that during the 12 days, at least 6 faculty and staff will participate in the custody service every day, including a teacher who is generally responsible for two classes, two teachers who specifically care for students in each class, and a school doctor. During this period of custody services, the school has more than 30 teachers participating, more than half of the total number of teachers in the school, and each teacher has to work for an average of three days. According to China News Weekly, the Fengtai District Education Commission will give each teacher who participates in the custody a subsidy of 150 yuan per day.
Before the start of this summer custody, Beijing has carried out after-school custody services within the semester. Under the shift system, each teacher of the Affiliated Primary School of No. 18 Middle School participates in after-school custody three to four times a semester, and the subsidy given to the teachers by the Education Commission is 100 yuan per hour per day.
There are not many students who have signed up for the custody class of the Affiliated Primary School of No. 18 Middle School, which is not an isolated case. China News Weekly learned that among the five second grade classes of a primary school in Haidian District, Beijing, one class has only one person to sign up for the custody class, and no one to sign up for the other class.
As for the reasons for the "cold" of the custodial classes, many custodial teachers analyzed that, first, because the policy was very sudden, many parents have already made arrangements for their children's vacation, and in addition, they have to send their children to other schools for care, so parents are worried. At the same time, parents are also watching this policy. Some families with the conditions or with differentiated needs for their children's growth will still send their children to extracurricular tutoring classes, training institutions, etc. Many parents told China Newsweek that the custodian class only watches children do their homework and does not teach new knowledge. The children still have to stay in school for a day and cannot get full relaxation and freedom. Therefore, if there are elderly people at home seeing their children, they will not be sent to summer care classes. Summer custody classes like
are not the first in Beijing. As early as 2014, Shanghai officially established the primary school student love summer nursing class , and has opened a total of 2,382 summer nursing classes, serving more than 180,000 primary school students. Two types of custody classes will be opened this year, each for three weeks. Unlike Beijing's custody, which is mainly undertaken by school teachers, Shanghai has included a large number of student volunteers and some social organizations. This year, Shanghai is expected to recruit more than 12,000 student volunteers, and nearly 20 social organizations provide more than 2,000 public welfare courses for summer nursing classes. In Wuhan and other places, college student volunteers also offer public welfare courses such as artificial intelligence for summer school students. Summer custody classes are also piloted in Guangzhou, Zhuhai and other places.
From a national perspective, the participation of the hosting classes is not high. The average number of students participating in the custody classes in Shanghai each year is 30,000, while the number of primary school students in Shanghai in 2019 was 826,300, with the proportion of custody being only 3.6%. A parent of a second-grade student in Shanghai elementary school and a college student volunteer who participated in Shanghai's summer care classes both said that although the content of Shanghai's nursing classes is richer than some Beijing's nursing classes, it only gives parents more choices and is a supplementary plan for students to spend the summer. Students in private primary schools with relatively good educational quality in Shanghai usually do not choose summer custody classes, but choose summer camps and other activities, or participate in off-campus cram schools.
South A person from the education administrative department who did not want to be named in a certain province analyzed to China News Weekly that summer custody classes should be viewed calmly, and their first role is to provide basic "bottom-up" care. On this basis, schools in various places will introduce some curriculum resources, but the quality varies greatly and are related to the financial resources of various places. Compared with the courses introduced by after-school care services in some places, the quality of some courses needs to be improved based on factors such as cost. If a large number of volunteers are introduced, there will be safety factors to consider in the event of subsequent accidents.
researcher Chu Zhaohui said that summer care classes are useful for families who do need someone to take care of and whose children are younger, but if you only treat the children as an object, it is a relatively negative way. Children in the caregiver class are often younger, have relatively poor family financial situations, and do not participate in off-campus training too much. Relying on running summer classes to cool off off-campus training may play a certain role, but the effect will not be too great.
Off-campus training industry standing at the intersection
html On May 21, the Central Committee for Comprehensive Deepening Reform reviewed and passed the "Opinions on Further Reducing the Homework Burden of Students in Compulsory Education and Off-campus Training Burden". According to "Finance", one of the most eye-catching opinions on "double reductions" is that pilot cities will prohibit off-campus training institutions from conducting subject training on weekends, statutory holidays and winter and summer vacations. Although the full text of the "double reduction" opinion has not been released, local governments have strived to "start" against off-campus training institutions. htmlOn July 14, news that Yulin City, Shaanxi Province had completely closed off off-campus training institutions for subjects in compulsory education were circulated online, and the local area later responded that it was suspending summer training and conducting concentrated rectification. On the same day, the Education Bureau of Yuexiu District, Guangzhou proposed that from this summer vacation, no subject training for students in compulsory education stage shall be carried out through holidays and winter and summer vacations, and will gradually become normalized in the future. On May 17, the Shanxi Provincial Department of Education issued a document to stop approving off-campus training institutions in primary and secondary schools in the future. Less than a month after the "double reduction" opinion was approved, the Ministry of Education established the off-campus education and training supervision department, and the director was Yu Weiyue, deputy director of the Basic Education Department. At the same time, supervision has become more stringent. On June 1 this year, due to false propaganda, price fraud, the State Administration for Market Regulation imposed a maximum penalty of 36.5 million yuan on 15 off-campus training institutions including New Oriental , Xueersi, Jingrui Education , Zuoyebang, Yuanfudao , etc. , Beijing Daxing , at the beginning of this year, after the epidemic in Shijiazhuang, strict review of the recovery of offline training institutions has been adopted. During the on-site visit of China Newsweek, some teaching points of the training institutions resumed offline teaching, but a considerable number of them were still online.
Haidian Huangzhuang is the base camp of Beijing off-campus training institutions. On July 18, China News Weekly visited and found that Xueersi Peiyou Beijing Branch, Puxin Education, and New Oriental, located in Huangzhuang Yinwang Center Building, have not resumed offline teaching. Staff at a middle school education and training institution called "Huangzhuang No. 56 Classroom" in the Yinwang Center said that so far, no discipline training institution in the Yinwang Center has passed offline audits.
In the Haidian Cultural and Art Building, which lives next to the Yinwang Center, the training institution is also deserted because there are no students coming to class. Learning education in a primary and secondary school training institution in this building has changed to an online model since the epidemic. In the past two years, the number of students has dropped by 20% to 30%. A staff member of Xueda Education, located on the second floor of the building, said that before the epidemic, the number of registered students in the campus could reach more than 600. Due to the dual impact of the epidemic and supervision, there are now less than 200 people. Many staff members of the institution said that offline teaching is expected to resume this fall, but there are also rumors that because Haidian Huangzhuang has always been the hardest hit area for off-campus training, it is also possible that teaching points near this area will no longer resume offline.
is a different situation at the training point where offline teaching has been restored. As of early July, the Haidian Education Commission has approved a total of 7 batches of offline resumption lists of 107 teaching points. Zhongding Building, which is only 3 kilometers away from Yinwang Center, is stationed in Xueersi , Gaosi and other training institutions. At less than 5 p.m. on July 17, there were already queues of parents waiting to pick up their children home outside the doors of various training institutions. Private cars were parked in front of Zhongding Building, and the surrounding roads were crowded.
The aforementioned person from the education administrative department who did not want to be named analyzed that as long as the two batons of higher education and higher education entrance examinations still exist, students' training needs will exist for a long time. Off-campus training activities may exist all the time, but will continue in different forms. As for the K12 track in the off-campus training industry, it is characterized by low concentration. The two giants in New Oriental and Xueersi industries account for only about 5%, which means that there are a large number of small and medium-sized institutions in this industry. If the country strictly governs it in the future, once large institutions withdraw from the education and training market, small and medium-sized institutions may make up for it by recruiting a large number of private tutors. "Now, many students have started to compete in class and class together, and tutors are asked to come to the door." These issues put forward long-term consolidation of governance requirements for supervision.
According to media reports, currently, tutoring companies in Beijing have acted as contact persons between parents and teachers, meeting parents' needs and tutoring orders for college students. This scene is like returning to the Beijing tutor market 20 years ago, but today's prices are different from the past. Training institutions such as Xueersi and Jingrui have one-to-one or two-hour course quotations for around 1,000 yuan. Since offline teaching points cannot be held, in order to ensure the quality of teaching and avoid safety issues, some institutions' one-on-one tutoring will also move to public places such as cafes.
The education administrative department told China Newsweek that for relatively large institutions, there are two types of transformations, one may do quality education for subjects such as music, physical education, and aesthetics. Yu Weiyue, the newly appointed off-campus education and training supervision department, pointed out at a meeting at the end of last year that off-campus training institutions can pay more attention to aspects of school products, insufficient resources, and excessive burden on teachers, such as subjects such as sound, sports, and aesthetics that are relatively lacking in school resources.
New Oriental's recruitment website shows that recently, it has begun to recruit project leaders in programming, music, art, and other categories, teaching and research, teachers and curriculum consultants in Guangzhou, Lanzhou and other branches. At the Yinwang Center, the reporter noticed that Doushen Chinese and Nayue Mathematics, which had previously focused on subject training, have been replaced by Doushen aesthetic education, and have taught calligraphy, cartoon painting, drama and literary performances, etc. The Orange Tree Art Education and Training Center on the 8th floor of the Silver Net Center is in sharp contrast to the overall neglected atmosphere in the building. The number of students admitted here can reach four or five hundred students every day. A staff member said that because other subject training institutions in the building have not resumed, about 30% of the more students come here to study vocal music, piano and art than before.
However, if you consider it from the perspective of further studies, the " Implementation Opinions on Deepening the Reform of the Examination and Enrollment System" issued by the State Council in 2014 pointed out that "the bonus items for students with special talents such as sports and art will be cancelled from 2015." In March 2018, the Ministry of Education issued the "Notice on Doing a Good Job in the Admissions Work of Ordinary Colleges and Universities in 2018", which will completely cancel national college entrance examination bonus items such as sports and special talents.
But another possibility of training institutions transformation is greater, that is, to go out of school for hosting. The aforementioned person from the education administrative department pointed out, "Because music, physical education and aesthetic training need to recruit teachers and arrange venues and equipment, institutions may not have particularly good advantages in re-intervention of music, physical education and aesthetic training market. For training institutions, off-campus custody and tutoring courses, the cost of renovation of venue equipment is not that high, the demands of students and parents are relatively strong, and enrollment is much easier. Among them, there may be cram schools in disguise in the name of custody, which are all matters that need to be paid attention to and supervised."
In fact, in the after-school services in Shenzhen and other places, there is a practice of bidding for social institutions. After the start of school in September this year, after-school services must achieve full coverage of compulsory education schools. It is understood that institutions engaged in music, physical education and aesthetic training will be introduced during the after-school service period.
In Chu Zhaohui's view, in the context of strict governance of off-campus discipline training, "the duration and total amount of discipline training will definitely decrease", but it remains to be seen how much it will be reduced.
