Women's Federation Chairman Lei Qian made three appeals on the 26th. If someone can guarantee that the Women's Federation can still carry out charity after becoming a political party and not be chased by the Party and Property Association, then of course it can be considered, but if it cannot guarantee, the Women's Federation would rather maintain the tradition and purpose of many years and exercise "civilian disobedience."
The Ministry of the Interior requires the Women's Federation to transform into a political party in accordance with the "Political Party Law", with the deadline on the 26th. If it does not transform, it will face dissolution and liquidation starting from the 27th. "Second Minister of the Ministry of Interior" Chen Zongyan said on the 26th that the provisions of the Party Law are very clear. Political groups should transform into political parties within two years, and also give the Women's Federation a 4-month buffer. The Women's Federation has not completed its transformation, "It is time to end and it is about to end."
The Political Party Law stipulates that political groups should amend their constitutions to be converted into political parties before December 7 last year. The Women's Federation held a membership meeting last year and refused to be converted into political parties. The 4-month grace period given by the Ministry of Interior expires on the 26th. If the political group does not become a political party, the case will be abolished. The Ministry of Interior emphasized that the law has plenty of time, but the Women's Federation has not transformed into a political party. The Ministry of Interior will directly abolish the case and conduct property liquidation in accordance with the administrative procedures.
In response to this, the Kuomintang Chairman Jiang Qichen said at Kinmen on the 26th that this matter should not be handled only from a political perspective, but should be to restore the historical truth and pursue reconciliation, and not to make the people feel that this is a liquidation and struggle. I believe that this is not the result that everyone wants to see under the pursuit of so-called transformation justice.
Lei Qian told China News Agency that she has not received any action from the "Ministry of the Interior" on the 27th, but she still hopes that things will have room for improvement and suspend the abolition of the Women's Federation.
Lei Qian also made three appeals. First, when the Women's Federation celebrated on April 17, the 3 billion yuan promised by the second batch of social welfare groups had been signed. Therefore, she wrote a letter of love to Tsai Ing-wen, begging Tsai to use her past understanding of the Women's Federation to suspend the abolition of the Women's Federation. In the future, the Women's Federation will also establish an open and transparent platform.
Second, the Women's Federation sent another letter to the "Ministry of the Interior" last week, because on March 12, the representative of the "Ministry of the Interior" told the judge in the Taipei High Administrative Court that "if the Women's Federation wants to transform into other groups, the "Ministry of the Interior" will be optimistic and provide guidance." This sentence is a statement in the court, calling on the "Ministry of the Interior" to allow the Women's Federation to establish legal entities other than political parties.
The third is to ask the "legislators" to consider whether it is unconstitutional to include political groups in the Party Law to transform into political parties. If possible, please amend the law as soon as possible, because freedom of association is protected by the "Constitution".
